About this file

This is a clarification document addressing four specific questions related to Solicitation 70Z08524QIBCT0029 for the USCGC HENRY BLAKE dockside repairs. The clarifications resolve timing discrepancies (confirming the due date as December 9, 2024, at 8am PST), correct insulation quantity requirements (confirming 300 square feet rather than the erroneous 100 square feet mentioned in Para 3.3.6), address Contractor Inspection Report (CIR) submission requirements (with updated specifications provided), and confirm that work will be performed at the cutter's homeport rather than the contractor's facility as incorrectly stated on SAM.gov.

The associated solicitation is an unrestricted RFQ for commercial ship repair services for the USCGC HENRY BLAKE (WLM 563), issued by the US Coast Guard. Work will be performed at Naval Station Everett, Washington, from January 13, 2025, to March 2, 2025. The procurement uses NAICS code 336611 with a 1,300-employee size standard and will result in a firm-fixed-price contract. Quotes are due December 9, 2024, at 8:00 PM PST, and questions were encouraged by November 28, 2024.

Clarifications for Solicitation 70Z08525QIBCT0029

1. Time in Block 8 is given as 14:39, will USG correct and reissue?

Answer: 12/09/2024 @ 8am PST

2. Table 3.1 approximates 300sqft of insulation. Para 3.3.6 approximates 100sqft. Which quantity should KTR price?

Answer: 100sqft is a typo… It should be 300.

3. WI 6: On CIR list, but no CIR within spec WI 8: Spec identifies task 4 as needing a CIR, but task 4 in the table does not say CIR WI 20: Not on the CIR list, but spec calls out CIR in 3.2 for UT.

Will USG clarify which items require CIR submission?

Answer: Updated Specs. See attached.

4. SAM.gov solicitation page states that “The place of performance shall be at the contractor’s facility”. Is this correct or will KTR perform this work at cutter’s homeport?

Answer: The Solicitation takes precedence over SAM.gov. Work shall be performed at the cutter’s homeport.
