About this file
This document contains a request for clarification form and response regarding solicitation number 70Z085-19-Q-P45C6200 for the Coast Guard's WTGB 140 Foot Cutter propulsion control modification. The solicitation seeks proposals to modify the obsolete propulsion control system on Coast Guard cutters to a new technical solution for propulsion control to achieve the desired performance. While the existing system uses a 12-pulse exciter, vendors may propose an alternative method and are required to provide justification for any change in excitation method. Questions regarding the solicitation were due by July 15, 2019, with the response indicating the Coast Guard did not mandate a 12-pulse exciter but expects the recommended solution to achieve safe and effective propulsion control.

TITLE:
12-Pulse Control Requirement
QUESTION:
1) In the original upgrade to the obsolete Westinghouse field supplies the USCG had the following spec in USCG-YARD YD-235-001 HSCG40-05-R-20038 DATE-12/05/05 PAGE 13 OF 46
3.4.6 Motor Exciters
1. The Contractor shall include a primary and standby field exciter for the propulsion motor. The exciters shall comply with IEEE-STD-45 section 36.9 “Propulsion motor drives” and 36.10 “Propulsion exciters”. The exciters shall have the following salient characteristics:
A. The exciter shall be capable of 0 to 360VDC, 80 Amps, 30kw.
B. 2 quadrant operation.
C. The input power to the exciters will be 450VAC, 60Hz from the ships service generators or shore power which shall be 480VAC, 60Hz.
D. The power supply shall be a 12-pulse converter. The exciter cannot interfere with any shipboard communications, electronics or any other systems due to EMI (conducted or radiated).
1) We assume that the USCG wants to continue the requirement for a 12-pulse converter as described in Item 3.4.6.1.D copied above. Is this correct?
RESPONSE:
The Coast Guard intentionally did not specify that the technical solution was required to be a 12-pulse exciter as that is what we have right now. The intent is to allow the vendors to propose what they consider to be the most advantageous and safest method of propulsion control to achieve the desired performance outcome identified in the requirement. If this recommendation is to change excitation method (i.e. move away from a 12-pulse exciter), the vendor’s recommendation should provide sufficient information to justify their proposal.
