About this file
This modification amends a solicitation for the Coast Guard to upgrade or replace the propulsion control systems on its 140-foot cutter vessels. The current Avtron ADD-32 drive/control systems are obsolete and must be replaced. Offerors may propose replacing the entire Avtron system or upgrading the existing system components besides the ADD-32. The amendment provides answers to questions received, clarifying that only the ADD-32 needs replacing while other Avtron components can be integrated into new control systems. It emphasizes that the Coast Guard seeks commercial off-the-shelf solutions and will evaluate all technical approaches and factors other than cost/price alone in selecting the award. All other solicitation terms remain unchanged.

The purpose of this amendment is to provide answers to the following questions:
Question: I am interested in the USCG's need for propulsion control upgrades. Is the intent to replace the Avtron systems (upgraded just before the Service Life Extension Program (SLEP) as I recall), or to simply improve the existing system?
Answer: Either a replacement or improvement/upgrade would be technically acceptable.

Amendment 03 Continued:
Question: If an upgrade is all that is required, it would be surprising if anyone could actually compete with Avtron (Nidec) since they are the intellectual property subject matter experts for that specific system. I understand that the intent is for the awardee to provide long term sustainability for the system as well.
Answer: The only Avtron system component that would have to be replaced by another vendor is the drive/control system (ADD-32) which contains Nidec-Avtron software. The ADD-32 is currently obsolete and needs replacement anyway. All the other components in the system are COTS devices and can be integrated with another controller and/or used by a different vendor.
The Government seeks COTS solutions in an effort to ensure a full and open competition between potential vendors. The USCG will be evaluating the quality of all proposed technical solutions and cost/price is not the only factor impacting the award decision for this requirement.
All other terms and conditions of the combined synopsis/solicitation remain unchanged.
