The total estimate of this IGE is $ ________.
The estimate is based on the following assumptions:
1. Three WLM and three WLB are visited and groomed during the base year.
2. 200 network cards are serviced, requiring two hours of work per card.
3. Minimal allowances for work required to incorporate one EC and allows for one replacement of each system component. Parts and ECs are not tied to grooms.
4. There may be up to six ship visits per year for technical support, at 40 hours per visit. (Travel costs are not added to this.)
5. There may be up to 20 calls requesting remote technical support for two hours.
6. None of the documentation will need to be developed and resubmitted more than the one occurrence in the life of the contract.
7. Each groom requires three persons, working 40 hours each.
8. Estimates six CFRs per groom which each add eight hours of work.

1. GENERAL000
Provide repair and maintenance of the Machinery Plant Control and Monitoring System (MPCMS) and related subsystems onboard the WLB-225 A class, WLB-225 B class, and WLM-175 class vessels involving the equipment and processes below. See section 2 below for applicable references. These services include conducting appraisals, inspections, reports, repairs, and tests on a recurring basis throughout the contract period and any option years exercised under the contract. Required services will include shipboard performance, onsite service(s) during sea trials and in-shop engineering support to include software. The service representative(s) and engineer(s) will be required to provide all parts and perform all labor to complete appraisals, inspections, reports, repairs, design modifications, and tests.000
At a minimum, the Government will require four (4) grooms onboard cutters, with associated circuit card repairs, remote troubleshooting telephone support and associated reports as outlined below. Additional hours of technical on-site troubleshooting and engineering services may also be required. These services will be determined by the Contracting Officer’s Representative (COR) and approved by the Contracting Officer (KO) based upon the nature of the casualty. Troubleshooting MPCMS problems beyond the scope of the groom will be handled as an optional item. The KO and COR may choose to activate any combination of optional items as necessary to troubleshoot and repair casualties or provide MPMCS support.000
Materials and parts not connected to services may be procured under this contract.000
When the system is altered, provide updates to technical manuals and drawings to document the changes. The quality of such changes shall be no less than that of the affected technical manual or drawing before the update.000
Generally, most required service will be performed aboard the vessel at a Government mooring. In some instances, work aboard the vessel will be necessary while it is moored or dry-docked at a commercial facility, such as a shipyard. Repair or development work on the following onboard equipment (hardware and associated software) may be required:000
• Engineering Control Center Console (ECCC)

• Main Ship Control Console (MSCC)

• Port and Starboard Secondary Conning Stations (SCS)

• The TANO Network (TANOnet), including servers, Ethernet, and serial switches

• Remote Terminal Units (RTU)

• Operator workstations and Video Display Terminals (VDTs)000
1.1 Workmanship Requirements. Unless otherwise specifically required for within this contract, the quality of all services rendered hereunder shall conform to the highest standards of the relevant profession, trade, and/or field of endeavor.000
1.1.1 Key Personnel. The Contractor shall provide all labor and materials to meet the requirements of this SOW. All services shall be rendered by individuals fully qualified in the relevant profession, trade, or field. The Contractor shall submit résumés for proposed personnel for approval by the Government before they are authorized to work on this task. Persons directly responsible for providing the required services must have ten years of cumulative experience servicing MPCMS in marine environments.000
1.1.2 Accessibility. The service representative(s) and engineer(s) will be required to provide all parts and perform all labor to complete appraisals, inspections, reports, repairs, and tests, including the MPCMS source code: TANOnet. As the Government does not have access to the MPCMS source code (see sections 1.2 and 1.3 below), the Contractor shall provide written proof of their ability to access the MPCMS source code.000
1.1.3 Prior Written Permission Required for Subcontracts. None of the services required by this contract shall be subcontracted to or performed by persons other than the contractor or the contractor’s employees without the prior written consent and authorization of the KO.000
1.1.4 Report Submission Requirements. All reports and deliverables identified in this PWS shall be submitted in either Adobe or a standard Microsoft file and written in the English language only. Submissions shall be provided within 30 business days, unless otherwise specified, to the COR and KO by email. If the file is greater than 10MB, the report shall be either compressed in a zip file to be emailed, or the document separated into more than one file so each section may be less than 10MB and emailed as required.000
1.2 Source Code000
The MPCMS source code is written in TANOnet code (ADA 95). The firmware which runs on the RTUs is proprietary and the Government does not have access to the source code. The Contractor must present proof of access to TANOnet code to be considered sufficiently capable and skilled to fulfill the requirements of this Performance Work Statement.000
1.3 Serial Data Encoding000
Data transmitted over RS-422 serial networks between RTUs and the servers is encoded in a proprietary binary format. Data transmitted over RS-485 serial lines within each RTU and console is also encoded. The Government does not have access to the coding schemes and the decoding algorithms000
