Justification for Other than Full and Open Competition Simplified Acquisition Threshold

3. Description of Supplies or Services:
QUINCY Model D5210 Reciprocating Air Compressor, Rated at 86.8 ACFM at 175 PSIG, Control Type - LVD Dual Control, Motor Enclosure – TEFC, Control Panel Type - Simplex-Magnetic Motor Starter, The Base Mount Unit is built on a None gallon tank and powered by a 25 hp, 230/3/60, TEFC, premium efficiency motor with the compressor operating at 951 rpm.

6. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available:

7. Impact Statement (describe the impact on the mission or property) If the start air compressor fails completely the CUTTER will have no way of starting the MDE’s. IAW COMDTINST 3120.2A this is a STS factor.
8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable.
The recommended replacement unit is QUINCY Model D5210 Reciprocating Air Compressor. QUINCY is the OEM, and maintains proprietary rights to the data for parts/technical specifications for these systems. This is a CONFIGURATION item, the only way to authorize a change is through an Engineering Change Request.
9. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required.
The Coast Guard will continue to obtain the proprietary rights to the data and/or training from the OEM in order to affect repairs organically and identify other vendors that might be able to meet the Coast Guard's needs.
