6. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available:

Check the appropriate reason below:

X Only one responsible source and no other supplies or services will satisfy agency requirements, i.e. Unique capabilities, Limited number of sources, Proprietary data or Brand Name Mandatory

Unusual & Compelling Urgency

Exclusive Licensing Agreements

Industrial Mobilization/Standardization

7. Impact Statement (describe the impact on the mission or property) During routine Diesel Engine Inspections (DEIs) POLAR STAR, it was discovered that two Main Diesel Engines (MDEs) require unplanned replacement of their camshafts. Part of the overhauls entails replacing both right and left side camshaft assemblies in the 1A and 3A engines. POLAR STAR relies on the MDE’s for propulsion during transits to Antarctica. Although currently in dry dock, the time required to procure the necessary parts and perform the overhauls leaves no float in the overhaul schedule. Failure to perform this engine work will result in an unacceptable loss of capability and redundancy in the Nation’s only heavy icebreaker and would jeopardize completion of the ODF20 mission.

8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable.

The Coast Guard in in need of Fairbanks Morse manufactured camshaft assemblies. However these Fairbanks Morse is the OEM and is the only source able to recertify OEM parts. No other source holds the proprietary information, technical publications, or OEM certifications to perform the work.

9. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required.

At this time there are none since the OEM has not authorized any other North American service centers.
