3.3 Configuration management support requirements. The Contractor shall perform configuration management for the deck machinery as described below.
3.3.1 Quarterly Configuration Management Report. The Contractor shall submit to the Contracting Officer (KO) and the Contracting Officer’s Representative (COR) a report of recommended changes to software, hardware, components, equipment, documents, drawings, etc that effect the baseline configuration. Actual requests for Configuration Changes will be based on the Engineering Change Proposal (ECP) process addressed in paragraphs 3.3.3 and 3.3.4 of this work item. When there are changes to the configuration, the Configuration Management Report shall be submitted quarterly. Changes to the baseline are categorized in the following priority:
8 (Rev-0)
Priority 1 - Changes as a result of CASREPs/casualties or Technical publication/drawing changes. Where priority one changes are identified, the Contractor will have been authorized to submit an Engineering Change Proposal as a deliverable, if applicable, through the Task Order at the time of the CASREP response, to identify and capture the baseline configuration changes. The results shall be then reflected in the Configuration Management Report for the resultant quarter.
Priority 2 – These are non-casualty changes such as obsolete component changes or Technical publication/drawing changes, etc.
Priority 3 – These are changes as a result of nomenclature, part number changes, or Technical publication/drawing changes. Priority 2 and 3 changes will be authorized by a task order when the USCG determines that the changes need to be made.
Priority 3 changes will generally be collected and updated annually.
3.3.2 Urgent Service Bulletins. The Contractor shall provide urgent service bulletins of conditions which impact the system upon issuance to the COR and KO. All changes shall be identified in the quarter report in the quarter in which they have occurred.
3.3.3 Hardware Configuration Management. The Contractor shall manage the hardware configuration of the System. The Government will provide copies of the master system technical manuals and Coast Guard drawings for the equipment listed in Section 3.2 to the Contractor, no later than (90) days after contract award. The Contractor shall maintain these baseline configuration documents up to date with installed configuration changes. The master manuals and drawings will be held at the Coast Guard Surface Forces Logistics Center, Baltimore, MD.
The Contractor shall develop, implement, and maintain a Configuration Management Plan to manage system hardware configuration. Configuration management responsibilities shall include the following.
3.3.3.1 Product Improvements/Contractor Generated Upgrades/Component Replacements. The Contractor shall track the availability of component improvements in the form of manufacturer upgrades and replacements. As upgrades or new features become available, the Contractor shall advise the Government of the improvement, its benefits, cost, impact of not upgrading, and the effects on Government storeroom items. When authorized by the KO, generally through a Delivery Order, the Contractor shall submit a formal ECP. The Contractor is also responsible for identifying and recommending proposed solutions to any interface problems with other shipboard systems and/or other collateral costs projected to result from the ECP modifications. Any configuration change that dictates a change in system spares allowance shall be identified within the ECP. Therefore, the Contractor shall revise the System parts schedule, by adding new components/piece parts, deleting removed items, or modifying items that have been replaced.
The Government will review this proposal and approve or reject within (60) days, in writing. If approved, the KO will provide direction as to the method by which the change(s) will be authorized. The cost of ECP preparations to meet this requirement shall be provided via separate price proposal.

3.2.1 Guidelines for performing no-load operational tests.
Verify that all system safeties are operating properly and that the machinery is safe to handle weights.
17 (Rev-0)
Operate each actuator to verify that all controls, readouts, and actuators are functioning properly.
3.2.2 Guidelines for performing static load weight tests.
For hoisting machinery, demonstrate that the hoisting machine is safe to handle a dynamic load test weight. Verify that if the dynamic load test weight is being handled, and power is secured, the hoist brake will stop and control the dynamic load test weight.
For hoisting machinery, demonstrate that the brake for each hoist is capable of producing static friction torque greater than or equal to 1.33x the torque required to slow the dynamic load test weight to a stop. (See table 2 for required weight)
For all machinery, demonstrate that no permanent deformation or damage occurs when the system is statically loaded with 1) a test weight or 2) tension that exceeds the highest expected during normal operations.
3.2.3 Guidelines for performing dynamic and rated load weight tests.
3.2.3.1 Dynamic load tests.
Demonstrate that the system is capable of developing in each actuator a force or torque, as applicable, that is within 10% of the theoretical stall force or torque of the actuator, without disturbing the prescribed settings of relief valves or pump compensators. If it is not practicable to achieve the torque/force specified above, the highest practicable force should be demonstrated. (See table 2 for required force)
For hoists hoisting machines, the force should not be less than 125% of the working load limit of the system.
For hoisting machines where test load weights are used, dynamic load test weights should be cycled through the system’s full range of motion 3 complete cycles, as far as practicable. The number of cycles may be reduced only with the permission of the COR during the test.
For hoisting machines where test load weights are used, the dynamic load test weight should stopped in the lowering or pay-out direction at least 3 times. Verify that the actuator’s braking mechanism holds the dynamic load test weight without slippage.
3.2.3.2 Rated load tests.
Demonstrate that all mechanical power transmission components in the system are properly assembled, properly installed, properly adjusted, and are capable of operating through a complete duty cycle without developing unusual or substandard performance characteristics (e.g. noise, binding, overheating, slow operation, etc.).
For hoisting machines, the rated load test weight for the system should be as close to the working load limit (WLL) of the system as practicable.
For hoisting machines, the rated load test weight should be cycled through the system’s full range of motion 10 complete cycles, as far as practicable. The number of cycles may be reduced only with the permission of the COR during the test.
For hoisting machines, the rated load test weight should be stopped in the lowering or pay-out direction at least 3 times.
For all machines, verify that each actuator’s braking mechanism holds the rated load
18 (Rev-0) test weight without slippage.
3.2.4 Guidelines for performing operational tests. Demonstrate that all mechanical power transmission components in the system are properly assembled, properly installed, properly adjusted, and are capable of operating through a complete duty cycle without developing unusual or substandard performance characteristics (e.g. noise, binding, overheating, slow operation, etc.).
