DIVERS REQUESTED TO INSTALL COFFERDAM ON USCGC MOBILE BAY

STATEMENT OF WORK

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to provide and attach an air-pressurized cofferdam around the transducer cover plate onboard CGC Mobile Bay using certified divers.

1.2 Government-furnished property: None

1.3 Period of Performance: May 02-03, 2018

1.4 Location: Cutters homeport Sturgeon Bay, WI.

2. REQUIREMENTS

2.1 General.

2.1.2 Cofferdam construction.

2.1.2.1 The Contractor shall provide a pressurized cofferdam meeting the specifications below:

• Cofferdam shall be of adequate size as to surround the transducer ring, and sit flush with the hull of the ship to prevent water intrusion; approx. 14” x 14” x 12”.

• Cofferdam shall be attachable to the hull with either clamps and tack wields, or a strapping system.

• Cofferdam shall be able to be air pressurized once attached to the ship, as to prevent water intrusion into the ship while Coast Guard personnel change the transducer.

2.2 Dive services.

2.2.1 The contractor shall provide a diving supervisor and qualified divers for installing, monitoring, and removing the cofferdam beneath the ship while pier side.

2.2.2. Commercial divers must follow all applicable federal and local regulations, including Commercial Diving Regulatory Requirements located in Appendix A, of COMDTINST M3150.1D.

2.2.3 Divers shall install the cofferdam around the transducer ring and fairing to create a watertight seal with the hull.

2.2.4 Divers shall pressurize the cofferdam to remove a sufficient amount of water as to prevent water intrusion through the transducer through-hull once removed by Coast Guard personnel.

2.2.5 Divers shall monitor the cofferdam during the transducer change out.

2.2.6 Divers shall break the seal of the cofferdam after the technical representative has affirmed that Coast Guard personnel have satisfactorily installed the replacement transducer, along with being able to reseal the cofferdam if so desired by the technical representative.

2.2.7 Divers shall finish the removal of the cofferdam when the new transducer is installed and the technical representative has inspected that no water intrusion is detected within the ship, around the internal transducer.
