FY2018 UNPLANNED DRYDOCK REPAIR FOR USCGC WIRE

(WYTL 65612)

SFLC IBCT Single “Lift” Requirements

1. SCOPE

1.1 Intent. This document describes the particular requirements for a single evolution approval for emergency drydocking (and re-launch) of cutters 75 feet or less in length and Coast Guard barges 130 feet or less in length. The Facility’s drydock equipment and recent history is to be reviewed by a licensed professional engineer. This single lift approval applies only in the event of emergency availability for cutters. This does not constitute approval of any of the quality assurance validation of the facility, its’ personnel or equipment. Certifications required by the specifications for work to be accomplished are still required as per the contract and specification package for the respective solicitation.

2. REQUIREMENTS

2.1 General. The term “professional engineer” used herein refers to any appropriately licensed professional engineer holding an active license in the state where the facility (i.e. the floating drydock, marine railway, graving dock, or marine travel lift) is located. The professional engineer shall use the USCG Standard Specification 8634 checklists as a guide when reviewing the Facility’s drydock equipment (i.e. a floating drydock, marine railway, graving dock or marine travel lift).

2.2 Validation. The professional engineer shall complete a review of the facility’s drydocking equipment and is highly encouraged to witness an operational test of the equipment. The professional engineer shall review recent drydocking evolutions and consider their success as evidence of ability and competence of the Facility. The licensed professional engineer shall provide a signed statement (see below) which attests, that; (1) based on their judgment; (2) a review of recent evolution history; and (3) a review of the specific equipment documentation, that the facility if capable of safely executing a drydocking and refloating of the specific cutter.

“I hereby certify the material and operational conditions of the docking facility indentified as ___________________, owned and operated by ____________________, is safe for docking <cutter name> within its rated capacity on this the ________day of_________, in the year of _________. Pertinent documentation in support of this professional certification is attached.”

(Signature with printed name, license number and state of registry are required.)

2.3 Cycle for Inspection. The Facility shall be aware that the period for which this certification is valid and accepted by USCG is for a single docking and undocking cycle within 30 days of the date of the professional engineer’s affidavit. This single lift approval must be re-completed for every docking cycle regardless of facility history or frequency of docking unless the facility completes the full certification in accordance with Coast Guard requirements set forth in USCG Standard Specification 8634.

2.4 Documentation. The three items listed below are required to be submitted with the professional engineer’s certification. The professional engineer shall review the equipment’s certification to include the rating of the respective type of equipment to be used. Documentation must be provided as an OSHA Certificate, a Certification from a Professional Engineer, or a Certification from the Manufacturer or a Manufacturer’s Representative. The Facility shall provide a current certificate of liability insurance for the facility, including the equipment to be used for the drydocking of the cutter.

(1) A copy of the equipment certification and (2) proof of the facility’s liability must be included with the submission of the professional engineer’s statement. (3) A list of recent evolutions of the equipment to be certified that are comparable to the cutter or that the professional engineer reviewed in support of their certification is required to be submitted with pertinent details (e.g., overall length (LOA), beam, displacement, bottom shape, etc).

FY2018 UNPLANNED DRYDOCK REPAIR FOR USCGC WIRE

(WYTL 65612)

2.5 Applicability. The inspection checklist to be used as guidance shall be the applicable portions of the USCG Standard Specification 8634 with respect to the equipment to be used for the drydocking of the cutter.

2.6 Request for single use certification. With their bid submission, the facility must submit a “request for a single evolution approval for emergency drydocking (and re-launch) of <cutter name> based upon the validation completed by <professional engineer/firm>. The drydocking evolutions for <cutter name> will happen within 28 days of the <date of the PE affidavit>. The documentation required for this single evolution is attached.”

2.7 Extension of certification. In circumstances where the Coast Guard is delayed such that the evolution cannot be completed with 28 days of the professional engineer’s certification, the Facility can request for an extension not to exceed a total of 14 additional days if no conditions of the docking equipment have changed. If additional time is needed, this process (the single evolution approval) must be completed again.

2.8 Vessel Data. The Product Line will provide the Facility/professional engineer with vessel loading data and standard blocking drawings such that loading is defined prior to/during inspection.

Information is available through the USCG Contracting Officer assigned to the solicitation.

2.9 Docking Calculations. All requirements of the drydocking specification included in the solicitation must be met independent of this certification.

2.10 “Full” Certification. If the professional engineer completes all pertinent checklists and submits them as part of this review, the USCG will review the information for “full” certification as long as the conditions are in accordance with the requirements of USCG Standard Specification 8634. In any case, the response to a review for a single evolution certification will indicate what is required to achieve a

“full” term certification so the facility is aware of any further requirements to achieve the “full” certification.

2.11 Approval. Submission of a request, despite the certification of the facility by a professional engineer, does not constitute automatic approval of the single evolution “waiver.” In the interest of safety for both personnel and property, non-full certification can be used as a discriminating factor in consideration of the contractor’s proposal. Contractors are highly encouraged to complete the full certification. In reviewing the submission for an approval, the CG will take into account the input provided from the facility, the professional engineer, the facility’s past performance, public knowledge and any findings from an independent site survey completed of the facility (by CG personnel). Should the CG disapprove the request for a single evolution, details will be provided. Non-award of the contract to a facility does not constitute

“disapproval” but rather “no need” for an approval. Complete submissions will still be submitted and considered for the “full” certification.
