About this file
This document is a Questions and Answers (Q&A) file for solicitation 70Z08426QDL950020, a Fire Sprinkler Solicitation. The Q&A addresses four primary inquiries from prospective bidders regarding submission requirements and past performance verification procedures.
The key guidance provided clarifies that bidders must submit all pricing information exclusively on the Fire Sprinkler Schedule (Attachment 1) and should sign page 1 of SF1449. Pages 4 through 13, Section 2 are to be submitted as documentation but do not require bidders to transfer pricing information from Attachment 1 to these pages. Regarding past performance verification, bidders must follow the past performance guidance contained within the solicitation itself; the government will not contact customers on behalf of bidders, and lack of customer response should not negatively impact proposal evaluation. Finally, there is no specified preference for the order of submission documents—the SF1449 form, proposal letter, and supporting documentation may be arranged in any order and may be submitted as separate attachments or combined.

70Z08426QDL950020 Fire Sprinkler Solicitation
Question 1: I would like to ask you to please consider having this requirement of verification of past performance provided by your office to ensure you receive the information you are requesting. Once we submit the past performance document to your office, your office can then contact the customers and request them for the survey.
However, if they do not respond, this should not be viewed negatively to our RFP submittal.
Answer: Please follow past performance guidance within the solicitation.
Question 2: On page 2 of the solicitation there is a long page of Schedule of Supplies/Services that is also on page 1. Do we need to fill that in, or is that referring to your schedule of locations and services we are bidding on? The note on page 1 at the top says what sections we need to fill out and #24, which is the amount of the bid is one of them. Do you just want us to put in our total bid for all periods in #24 on both pages? Would that be acceptable?
Answer: Please submit pricing on the Fire Sprinkler Schedule (attachment 1). That is the only place pricing information needs to be submitted. Please sign page 1 of SF1449.
Question 3: On pages 4 through 13, Section 2, do we transfer our information from Attachment #1 for each period to these pages, or are they left as is and just part of the submitted documentation?
Answer: Please submit pricing on the Fire Sprinkler Schedule (attachment 1). That is the only place pricing information needs to be submitted.
Question 4: When we submit our bid with all the many pages of the solicitation and our bid information, do you want the form 1449 on top or our proposal letter on top with the form 1449 behind it?
Answer: There is no preference; it can be included, it can be a separate attachment, etc.
