About this file

This is an Amendment of Solicitation (Amendment P00001) issued by the U.S. Coast Guard (USCG), LOG-94 Regional Contracting West, located at Coast Guard Island, Building 54-C, Alameda, CA 94501. The amendment is effective July 8, 2026, and references solicitation number 70Z08426QDL94PR00025, originally dated July 6, 2026. The amendment posts replies to all questions and clarifications received during the solicitation period. The hour and date specified for receipt of offers is not extended.

The solicitation requires maritime transportation services for equipment valued at approximately $1.6 million for the entire shipment. Services are restricted to asset-based maritime carriers only, with no third-party contractors authorized. The contractor's scope of work includes receiving vehicle/trailer/cargo at the origin terminal, securing and lashing assets, loading cargo, providing direct ocean transit, and discharging assets at the destination terminal. The contractor must ensure secure handling and direct, on-time delivery without subcontracting primary sea transit. Clarifications provided address that tarps are not needed, the value threshold exceeds $250,000 requiring additional insurance consideration, and that scheduling of pickup and delivery appointments is the contractor's responsibility rather than a government function. The solicitation emphasizes that only asset-based maritime carriers with direct ocean transit capability are eligible.

QUESTIONS & ANSWERS

Would you be able to advise on the mode of transportation needed? seeing that its equipment, I would assume these will be flatbed shipments?

This requires a maritime shipment. Please thoroughly read “2. SCOPE OF SERVICES:”

It is up to the asset-based maritime carrier to decide how the truck and trailer will be loaded. Third party contractors are not authorized.

Would these also need tarps to cover the commodity? And if so, what size tarps?

No tarps will be needed.

What would the value of the commodity be? If any shipments were to exceed a value of $250,000 we would need to ensure that additional insurance is purchased.

The value is approximately $1.6 Million for the entire shipment.

Would you also be able to advise if we would need to schedule pick-up and delivery appointments at the respected facilities?

Third party contractors are not authorized. This service is solicited only to asset-based maritime carriers. “The Contractor's sole scope of work is to receive the vehicle/trailer/cargo at the origin terminal, secure, lash and load the assets, provide direct ocean transit, and discharge the assets at the destination terminal. The prime Contractor must ensure secure handling and direct, on-time delivery of all equipment without sub-contracting the primary sea transit to a third-party operator.”
