About this file

This document is Amendment P00002 to a U.S. Coast Guard solicitation (70Z08426QDL940018) issued by Regional Contracting West at Coast Guard Island, Alameda, California. The amendment, effective July 27, 2026, posts responses to questions received regarding the original solicitation dated July 21, 2026. The solicitation is a 100% small business set-aside for tactical gear and related equipment, with the correct NAICS code referenced in prior Amendment P00001 (not NAICS 339920 as originally stated). All items in the Statement of Work are specified as "brand name or equal," allowing offerors to propose functionally equivalent products meeting stated specifications rather than only the brand-name items listed.

Key product requirements clarified through the questions and answers include: tactical gear to be tested per MIL STD 810; a Personal Hydration Kit (CLIN 0017) with MOLLE-compatible pouch/carrier and 100-oz removable bladder that can be removed and placed in a backpack; Over-the-Ear Hearing Protection (CLIN 0043) compatible with PRC-52 radio with single communications, headband and helmet attachable; ComTac VI Arms (CLIN 0044) with single downlead and single communications; Push-to-Talk adapters (CLIN 0045) compatible with the hearing protection specifications; and specific size breakdowns of small (5 units), medium (5 units), and large (5 units) for the tactical gear. The nonmanufacturer rule under FAR 19.505 does not apply to this requirement.

QUESTIONS & ANSWERS

After reviewing the SOW, do you know what standard the tactical gear is to be tested? We specialize in MIL STD 810 and DO 160 so I’m curious if it would be fit.

MIL STD 810

The solicitation is a 100% small business set-aside under NAICS 339920 (manufacturing).

The Statement of Work includes brand-name-specific items with no small business manufacturer source, for example Item 18, the CamelBak CBR-X Protective Mask Adapter.

Please see Amendment P00001 for the correct NAICS. The Statement of Work specifies "brand name or equal" for all items, including Item 18 (CamelBak CBR-X Protective Mask Adapter). This means offerors may propose functionally equivalent products that meet the stated specifications, not solely the brand name item.

Could the Contracting Officer please confirm:

Whether a Nonmanufacturer Rule waiver (class or individual) applies to this acquisition, and if so, provide notice per FAR 19.505; or

FAR 19.505 does not apply to this requirement.

19.505 Limitations on subcontracting and nonmanufacturer rule.

(a) Applicability.

(1) This section applies to small business set-asides above the simplified acquisition threshold and orders issued directly to a small business in accordance with 19.504(c)(1)(ii) above the simplified acquisition threshold.

(2)This section applies, regardless of dollar value, to the following awards under subparts 19.8, 19.13, 19.14, and 19.15:

(i)Contracts that are set aside.

(ii)Contracts that are awarded on a sole-source basis.

(iii)Orders that are set-aside as described in 8.405-5 and 16.505(b)(2)(i)(F).

(iv)Orders that are issued directly in accordance with 19.504(c)(1)(ii).

(v)Contracts that use the HUBZone price evaluation preference to award to a HUBZone small business concern unless the concern waived the evaluation preference.

Whether NAICS 339920 is the intended code, given the kit is a mixed commodity supply requirement.

See Amendment P00001 for the correct NAICS https://www.acquisition.gov/far/19.504#FAR_19_504 https://www.acquisition.gov/far/subpart-19.8#FAR_Subpart_19_8 https://www.acquisition.gov/far/subpart-19.13#FAR_Subpart_19_13 https://www.acquisition.gov/far/subpart-19.14#FAR_Subpart_19_14 https://www.acquisition.gov/far/subpart-19.15#FAR_Subpart_19_15 https://www.acquisition.gov/far/8.405-5#FAR_8_405_5 https://www.acquisition.gov/far/16.505#FAR_16_505 https://www.acquisition.gov/far/19.504#FAR_19_504

QUESTIONS & ANSWERS

CLIN 0017: Personal Hydration Kit. Please clarify the requirement is for a MOLLE compatible pouch/carrier plus a 100-oz removable bladder.

Yes, molle capable but it also needs to allow the bladder to be removed from the molle shell and be placed in a backpack.

CLIN 0043: Over the Ear Hearing Protection. The “Equipment Type” suggests a Non-Comm Peltor ComTac headset. However, the description states “compatible with current PRC radio” which indicates a Peltor communication headset. If so, Single Comm or Dual- Comm, Headband or Behind the Neck headset?

Needs to be compatible with the PRC-52 Single comms. Needs to be head band and helmet attachable.

CLIN 0044: ComTac VI Arms. The “Equipment Type” suggests a Peltor ComTac VI Headset with ARC Adapters (rail adapters). Do you require a single downlead or dual downleads?

Do you require Single Comm or Dual Comms?

Single downlead; Single Comms.

CLIN 0045: Push to Talk (PTT). The PTT adapters will depend on our clarification on CLIN 0043 and CLIN 0044. Based on a quantity of 15, it assumes one of the ComTac headsets is a single downlead, Single Comm headset.

Single downlead; Single comms.

Could you please clarify the specific size requirements (small, medium, or large) for the requested tactical gear?

Small- 5 Medium- 5 Large- 5
