About this file
This is a Statement of Work (SOW) for the U.S. Coast Guard's acquisition of a recompression chamber movement system for the Regional Dive Locker Pacific (RDLP) located in Honolulu, Hawaii.
The Coast Guard requires a mobilization system capable of handling and transporting recompression chambers both at ground level and loading them into a C-130 aircraft for deployment to remote locations. The system must accommodate two chamber types: the Standard Navy Double Lock Chamber (SNDL) weighing approximately 26,500 lbs and the Transportable Recompression Chamber System (TRCS) weighing approximately 22,000 lbs. Both chambers measure 20 feet long by 8 feet high by 8 feet wide with standard container corner castings. The system must be rated for a maximum capacity of 30,000 lbs. The procurement includes delivery to Regional Dive Locker Pacific at 400 Sand Island Parkway, Honolulu, HI 96819. The justification for this acquisition centers on enabling RDLP to safely deploy recompression chambers to remote diving locations throughout the Pacific region (including Kwajalein, Palau, Midway, Chuuk, Samoa, Antarctica, and outer Hawaiian Islands) where emergency medical treatment access is severely limited, thereby eliminating delays in hyperbaric treatment response and reducing operational risk for personnel.

DEPARTMENT OF HOMELAND SECURITY
UNITED STATES COAST GUARD
U.S. Coast Guard Maritime Security Response Team, MSRT West (34269) Regional Dive Locker Pacific
400 Sand Island Pkwy Honolulu, HI 96819
STATEMENT OF WORK FOR THE PURCHASE OF
Recompression Chamber Movement System via Coast Guard C-130
1. JUSTIFICATION:
Regional Dive Locker Pacific (RDLP) is often requested to perform diving services to locations where access to Recompression Chambers is severely limited. The US Navy Diving Manual (and US Coast Guard Diving Program Manual) defines three levels of chambers as accessible within 5 minutes, 1 hour, and 6 hours (Levels I, II, and III respectively). Many of the remote locations of the dive services provided are well-beyond the Level III limitation, not to include the time required when an Emergency Action Plan is initiated. Examples include: Kwajalein, Palau, Midway, Chuuk, Samoa, Antarctica, Tinian, Saipan, or even domestic locations including the outer Hawaiian Islands and Alaska. Because of this fact, RDLP has been selected to receive the first two (of five) Recompression Chambers to be delivered to each Coast Guard Regional Dive Locker.
The acquisition of a movement system to be able to mobilize each chamber safely at ground level, while also having the capability to load into an organic C-130 aircraft for deployment, will greatly increase the safety of diving deployments worldwide. The deployment of chambers to remote locations where diving services are requested will allow for appropriate emergent treatment in any remote location around the globe and the ability to maintain the level of chamber guard necessary.
The current alternative of deploying to remote locations without the chamber, utilizing life-flight services or CG Air assets to fly back to the nearest recompression chamber that has the capability to treat the variety of illness, required by the Navy Dive Manual, increases risk, delays treatment, and is unreliable, at best. Many locations would render the dive locker unable to perform various missions. When urgent requests are formalized
SCOPE OF WORK FOR US COAST GUARD MSRT WEST – Acquisition of Chamber Deployment/Movement Equipment by high value US Coast Guard Assets or when an area is in need of Humanitarian Assistance and Disaster Response and/or in the response of a personnel casualty, having the logistical equipment necessary to deploy the recompression chambers will increase safety exponentially.
Without the movement capability and the ability to quickly travel with associated equipment, Standard Navy Double Lock Chamber (SNDL) or Transportable Recompression Chamber System (TRCS), having Divers in this AOR would be an extreme waste of resources and an important, organic US Coast Guard capability diminished. If delays are incurred in response and the inability to quickly deploy exists, RDLP Divers would be exempt from high-priority missions forcing commercial contracting services rendered from commercial diving companies at an exponentially higher, non-cost-effective rate for any diving service. If the proposition does not come to fruition, RDLP’s response time to natural disasters or in the event of an emergency is significantly increased and the equipment required is at too far of a reach for even the fastest response mechanisms.
2. SCOPE OF SERVICES:
The requirement is to provide Regional Dive Locker Pacific with a mobilization system for container handling and C-130 Aircraft Loading. The specs of each chamber are as follows: 20’L x 8’H x 8’W, with standard container corner castings. The SNDL weighs approximately 26,500 lbs and the TRCS weighs approximately 22,000 lbs. The system must be capable of handling 30,000 lbs. System procurement must include delivery to the address listed below in Honolulu, HI.
Delivery Address:
