About this file

This is a Justification and Approval for Other Than Full and Open Competition submitted by the United States Coast Guard (USCG), Contracting Division LOG-9.

The USCG proposes to award a sole-source, firm fixed-price purchase order for Mess Attendant Services at USCG Base Los Angeles, Long Beach, San Pedro, California for a ten-month period from September 1, 2026 through June 30, 2027. The requirement encompasses food preparation assistance to dining facility cooks, preparation and organization of foods for salad bar display, accumulation of cooking items for cleaning and storage, and cleaning of dishes, cutlery, pots, pans, preparation and serving areas, and dining room areas. The contract will be funded through Fiscal Year 2026 Operations and Support funds. The statutory authority cited is 10 U.S.C. § 3204(a)(1), justified on the basis that only one responsible source can satisfy agency requirements.

The justification explains that the incumbent contractor, The Severson Group LLC, is currently performing under an expiring 8(a) set-aside contract that terminates August 31, 2026. The vendor has since graduated from the 8(a) program, and the USCG received SBA approval on June 2, 2026 to pursue an 8(a) competitive acquisition with Randolph-Sheppard Act preference. Two prior solicitations posted on SAM.gov generated no proposals. The continued award to the current vendor is necessary to prevent service interruption while negotiations continue under the Randolph-Sheppard Act and pending approval to release the requirement from the 8(a) program. The contracting officer has determined pricing will be fair and reasonable based on historical price comparisons. For subsequent acquisitions, the USCG may pursue a competitive small business set-aside with Randolph-Sheppard Act preference once the requirement is released from the 8(a) program, anticipated for March/April 2027. The NAICS code is 722310 (Food Service Contractors) with a PSC code of S203 (Housekeeping—Food Services).

The vendor graduated from the 8(a) so a request to make the 8(a) competitive with a preference for the Randolph Shepperd Act was submitted to Small Business Administration. The approval was received from SBA on June 2, 2026. 9. Description of Market Research.

This is a continuous requirement for the U.S. Coast Guard Base Los Angeles Long Beach (LA/LB), San Pedro, CA and is an 8(a)-set-aside firm fixed price contract. The current contract expires on 31 August 2026, and USCG intends to award a base period of one-year and four one-year option periods, after the bridge. Acquisition Planning Forecast System (APFS) was published on 28 August 2025. The requirement history was awarded IAW FAR Part 19.203(c). The NAICS Code is 722310 for Food Service Contractors with PSC code of S203 Housekeeping – Food Services. The NAICS maximum size is considered $47M. 10. Any Other Facts Supporting the Use of Other Than Full and Open Competition.

None, all facts are already provided above.

11. A Listing of the Sources, if Any, that Expressed, in Writing, an Interest in the Acquisition.

None.

12. A Statement of the Actions, if Any, the Agency May Take to Remove or

Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required.

The original requirement was awarded as an 8(a) sole source; however, the incumbent contractor has since graduated from the 8(a) program. The USCG subsequently requested approval to pursue an 8(a) competitive acquisition under the applicable threshold, and the Office of Management and Technical Assistance approved the request on June 2, 2026.

After two solicitations were posted on SAM.gov, no 8(a) proposals were received.

Based on additional market research, the USCG identified a limited number of qualified 8(a) vendors capable of performing this requirement. In contrast, numerous small businesses under NAICS 722310, Food Service Contractors, were identified in the State of California.

Market research indicates that Veteran-Owned Small Businesses and other small business concerns may be capable of performing the requirement, particularly given the limited 8(a) interest and availability. Therefore, for the subsequent acquisition, the USCG may pursue a competitive small business set-aside with Randolph-Sheppard Act preference once the requirement is released from the 8(a) program.
