About this file

This is an Amendment (SF30 form) providing consolidated responses to questions received for solicitation 70Z08425Q0000028, issued by the US Coast Guard Regional Contracting West in Alameda, CA, with an effective date of March 3, 2025.

The Q&A clarifies requirements for two 8x20' shipping containers, confirming that seaworthy certification is not required, the entire container must be coated in light beige color (not just weld points), and no floor plan is provided. It corrects a typo regarding electrical specifications, changing "220 Amp" and "110 Amp" references to "220 Volt" and "110 Volt" respectively. The amendment confirms that 220V power supply is not available at the facility, and clarifies that the power load requirements are minimal - sufficient only to operate the AC unit and LED lights. Each container requires a 36" steel personnel door, 12k BTU AC unit, electrical package, junction box, overhead lights, and four power outlets installed at manufacturer's discretion.

Questions/Answers

Question 1 Do these containers need to be seaworthy certified? No

If so, the protruding window listed in your scope of services, 12k BTU AC unit might cause an issue with certification. We can see if a 12k BTU Mini-split system would pass inspection vs Window AC unit that penetrates the side of the container and protrudes out the end.

2. SCOPE OF SERVICES:

The requirement is to provide Regional Dive Locker Pacific with (2) 8X20’ one-trip shipping containers each with: (1) 36” steel personnel door with lockset opposite twin cargo doors, (1) electrical package complete with climate control via (1) 12k BTU AC unit installed opposite twin cargo doors, (1) 220 Amp Junction box installed at manufacturer’s discretion for external power connection with standard 110V shore tie, (2) Overhead lights installed on centerline of ceiling running length-wise, (1) fuse box, (4) 110 Amp power outlets for internal power installed at manufacturer’s strategic discretion, caulk and industrial-grade zinc coating on weld points and coated in a light beige color, including delivery. Each container shall be constructed/modified in the exact same way with minor details included above at manufacturer’s discretion.

Did you want the entire container “coated in a light beige color” or just paint over the weld points? Yes, entire container.

Question 2 Do you happen to have a floor plan for this project? No

Question 3 The description of the item solicited included the following:

“(1) 220 Amp Junction box installed at manufacturer’s discretion for external power connection with standard 110V shore tie. . . (4) 110 Amp power outlets for internal power installed at manufacturer’s strategic discretion”

Should these pieces be identified as 220 Volts and 110 Volts rather than 220 Amps and 110 Amps? Yes, sorry, typo

Also, would a single phase 220V electrical input be an acceptable alternative to what you have requested in the solicitation? No, we don’t have 220V supply power.

Finally, what will the total amp load be for any equipment powered by the 110 volt receptacles installed inside the container? I don’t know exactly, but enough to power the AC Unit and LED lights – very minimal.
