About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to provide a vessel to conduct maritime training for the U.S. Coast Guard's Maritime Security Response Team (MSRT) West. The SOW specifies that the target vessel must be at least 120 feet in length with a 12-foot by 12-foot open deck space, a minimum 15-foot freeboard, and the capability to transit 10 nautical miles offshore. The vessel must be able to accommodate approximately 35 passengers and have multiple interior spaces resembling a passenger ferry, including a bridge, engine room, machinery room, and passenger seating. The training will include close quarters combat, CBRNE scenarios, medical scenarios, mission planning, hook and climb insertion, and fast rope insertion, and will take place on various dates from August 9 to October 24, 2024, both underway and pierside.

The related federal contract opportunity is a pre-solicitation notice for a sole-source procurement to City Experiences by Hornblower for the required vessel rental. The Coast Guard has determined that the Hornblower vessel meets all specifications and is available within the required timeframe, and that no other suitable vessels are available in the area. The contract will be a firm-fixed price, and the NAICS code is 483212. Responses demonstrating capability should be submitted via email within 7 calendar days.
