WORK ITEM 1: VARIOUS RETROREFLECTIVE FILM CHARACTERS OR TAPE, Purchase
1. SCOPE
1.1 Intent. This specification describes the requirements for high intensity retroreflective elastomeric films used as sign face materials on aids to navigation in the navigable waters of the United States and its territories.
1.1.1 Deliverables. Products provided under this specification shall be conformable films, with pressure-sensitive adhesive, as described in section 3, below. Items include:
1.1.2 Characters. Letters and numbers of 6, 8, 10, 12, 16 and 24 inches in height; in various colors as listed in TABLE 11 Color Specification Limits (Daytime) of ASTM D4956. (Additional sizes and colors may be added as necessary.) NSN and Part Numbers (PN or P/N): See section 6.4 Table 4 for Part
Number breakdown. See section 6.5 Table 5 for a current list of National Stock Numbers and Part
Numbers.
1.1.3 Retroreflective film. Retroreflective film in 50 foot and 150 foot rolls in widths of 2, 3, 4, 6, 8, 9, and 12 inches (referred to as tape); in various colors as listed in TABLE 11 Color Specification Limits
(Daytime) of ASTM D4956 which may or may not be kiss cut in different lengths on the (tape) rolls.

2.1 General. The documents listed in this section are referenced in sections 3, 4, and 5 of this specification. This section does not include documents cited in other sections of this specification, which are recommended for additional information or used as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements cited in sections 3, 4, and 5 of this specification, whether or not the referenced documents are listed here. The latest revision and applicable sections of these referenced documents shall be used, even if the latest revisions of these documents are not listed herein. Suffixes denoting the specific issue of each document are omitted from future references to the documents in this specification.
2.2 Specification order of precedence. In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1 General. Retroreflective characters and rolls of retroreflective films supplied under this specification shall meet or exceed all requirements for Type III, Type IV, or Type V Sheeting with Class 4 adhesive and a protective liner as described in ASTM D4956, and in Supplementary Requirement S1 of ASTM D4956 (Fungus Resistance), and the additional requirements listed herein. The terms "films", "sheeting", and “tape” shall be understood to refer to roll-type products and may be used interchangeably.
3.1.1 Color specification limits. The colors of newly manufactured films shall fall within the color specification limits TABLE 11 Color Specification Limits (Daytime) of ASTM D4956.
3.2 Application. Films shall be conformable, and shall be suitable for application to dented, weathered, and/or irregular surfaces that have been wiped clean. The films are intended for application to several different surfaces, including:
• Plywood - A-C Exterior, A-B Marine, or Medium Density Overlay (single-sided) (APA
L870)
• Corrosion resistant aluminum sheet - such as aluminum alloy 6061-T6
• Mild steel painted with aliphatic acrylic urethane
• Medium density, rotationally molded polyethylene - Type II, Class A, Category 3 (ASTM
D1248)
• Densified-ionomer foam (Coast Guard Specification 450).
The use of a separate primer for application to ionomer foam is permitted. The source of the primer, if required, shall be available from the manufacturer of the retroreflective film as a commercially procurable item by the individual U.S. Coast Guard units, which have responsibility for ionomer foam buoys.
Application to any of the other four materials listed above shall not require the aid of heat, solvent, or other preparation for adhesion to dry, clean surfaces.
3.3 Environment. The films supplied under this specification shall withstand a marine environment as defined by:
• Temperature range of -40° to +120° F (-40° to +49° C)
• Humidity ranges from 0 to 100%
• Winds up to 100 knots (185 km/hour)
• Salinity extremes (salt spray)
• Sunlight exposure up to 5000 MJ/m2 per year
• Guano deposits
• Mold and fungus growth
3.3.1 Durability. Films applied in accordance with the manufacturer's instructions to the surface materials listed in 3.2 above for signage, shall not loosen, lift, peel, or bubble when exposed to a marine environment for five years. Films applied in accordance with the manufacturer's instructions to the surface materials listed in 3.2 above for buoys (steel, plastic, and foam) shall not loosen, lift, peel, or bubble when exposed to a marine environment for two years.
3.4 Physical properties.
3.4.1 Appearance. The film shall be free of ragged or sticky edges, tears, cuts, holes, cracks, blisters, dirt, scales, pits, solid lumps, and creases. The pattern of the retro-reflective material shall appear uniform across the film surface. The backing of the film shall be completely and evenly covered with the adhesive.
3.4.1.1 Film roll appearance. Shall not have more than one spot, stain, or streak of any size per 5-foot segment of a 50-foot or 150-foot roll.
3.4.2 Characters. Letters and numbers shall meet the requirements of the Federal Highway Administration
(FHWA) Manual on Uniform Traffic Control Devices (MUTCD) Standard Alphabets Series C 2000.
Rounded or filleted inside corners are required to prevent tearing of the characters during application.
3.4.2.1 Character appearance. A single character shall not have more than one spot, stain or streak
(tooling seam line) of any size.
3.4.2.2 Kiss-cut. Characters shall be kiss-cut, and covered with a translucent pre-spacing/pre-masking film, as diagrammed in figure 1, below:

3.4.2.3 Character margins. The margins of the retroreflective characters (from edge of character to the edge of the backing film) shall be as follows. (All dimensions are in inches.)

3.4.2.3.1 Margin width tolerance. Margin width variance shall be within ± 5/16 inch.
3.4.2.4 Character width. Character width variance shall be within ± 5/16 inch.
3.4.3 Film dimensions. For rolls / tape and characters.
3.4.3.1 Thickness. The film thickness, without the protective liner, shall not exceed 0.020 inches
(0.508mm).
3.4.3.2 Roll width and length. Rolls of film shall have widths within 1/8 inch of the size ordered. The roll length shall equal or exceed the length ordered.
3.5 Environmental properties.
3.5.1 Resistance to weathering. The film shall be weather resistant. After five years exposure on a south-facing, vertical surface, in the marine environment of South Florida, the film shall retain a minimum coefficient of retro-reflection as specified in Table 12 of ASTM D4956.
3.5.2 Daytime color and colorfastness. After five years exposure on a south-facing, vertical surface, in the marine environment of South Florida, the film shall conform to the requirements of ASTM D4956, paragraph 6.5, [Table 2 Daytime Luminance Factor (Y %)A and Table 11 Color Specification Limits
(Daytime)A].
3.5.3 Resistance to heat, cold, and humidity. The film shall not crack, peel, chip or delaminate when exposed to the marine environment for five years.
3.5.4 Solvent resistance. Neither the film nor the adhesive shall dissolve, pucker or blister when exposed to turpentine, mineral spirits, or isopropyl alcohol.
3.5.5 Storage stability. The film shall meet the requirements of this specification after being stored in a warehouse at 50° to 90° F and 30 to 50% relative humidity for twelve months.
3.6 Documentation.
3.6.1 Quality assurance inspection form. The Contractor shall develop and provide a Quality Assurance Inspection Form (QAIF). The QAIF shall be used to document the inspections and tests performed on every item throughout its fabrication process. The form shall be printed on standard (i.e., 8½ x 11 inch) white paper. Inspection results may be handwritten on the form. The form shall be prepared in the Contractor's format and shall be legible, in English, and suitable for reproduction. The form shall be made available to the Contracting Officer’s Representative (COR) for review.
3.6.1.1 QAIF content. At a minimum the QAIF shall include:
• Date of test or inspection
• Location of test facility
• Test or inspection to be performed (list every test and inspection required by section 4.0)
• Result of test or inspection
• Accept/reject criteria for each test or inspection
• Corrective action taken (if any)
• Notes
• Initials or signatures of Contractor’s test personnel
3.6.2 Material certifications. The Contractor shall furnish material certifications to the COR, either from the material manufacturers or an independent testing laboratory, to the effect that all of the material described in paragraph 3.1 through 3.5 has been tested and found to meet the requirements of the applicable section of this specification. The material certifications shall be retained by the Contractor for the life of the contract.
3.6.3 Material inspection and receiving report (DHS Form 700-21). A form DHS 700-21 shall be used as a certification of product quality assurance, as a packing list, and as a certification of acceptance. The Contractor shall prepare a separate DHS 700-21 for each shipping lot. Prior to shipment, the DHS 700-21 must be signed by the COR.
4. QUALITY ASSURANCE
4.1 General. The Contractor's quality assurance program shall meet the requirements of ASQ/ANSI/ISO
9001. However, the Contractor does not have to be ASQ/ANSI/ISO 9001 certified.
4.1.1 Contractor’s calibration system. The contractor shall maintain a calibration and maintenance system to control the accuracy of measurement and test equipment used in the fulfillment of this specification.
The system shall include, as a minimum, prescribed calibration intervals and the source of calibration. A monitoring system for this requirement shall be readily available to the COR. Calibration shall be traceable to the National Institute of Standards and Technology in accordance with ANSI/NCSL Z540.3-
2006. At the time of inspection, documentation in support of this requirement shall be made available to the COR.
4.1.2 Test plan and procedures. The Contractor shall provide a test plan to the COR for first article and production items. The plan shall describe how the tests and inspections in paragraph 4.7 (tests and inspections) shall be performed and documented on the QAIF described in paragraph 3.6.1. Sample size shall be per 4.3.1 (first article samples) and 4.5.1 (production lot sampling). This will ensure all requirements are met per 4.7 (tests and inspections).
4.2 Classification of tests and inspections. The inspection requirements specified herein are classified as follows:
• First article inspection (paragraph 4.3)
• Contractor production inspection (paragraph 4.5)
• Coast Guard production inspection (paragraph 4.6)
4.2.1 Inspection conditions. Unless otherwise specified, all inspections shall be performed in accordance with the test conditions specified in ASTM D4956 and Table 1 of this specification.
4.3 First article inspection. When first article samples are required, the Contractor shall perform a first article inspection in accordance with this paragraph. A first article inspection shall be performed by the
Contractor and at the Contractor’s facility. The first articles shall meet the requirements of this specification and shall pass all the tests and inspections listed in this section. These tests will be performed on each size and color product offered in response to a contract or delivery order based on this specification. First article test requirements are listed in Table 1.
4.3.1 First article samples. First article lot size shall be film samples used to manufacture each item on the delivery order. Samples submitted for first article testing and approval shall be representative of the
Contractor's proposed normal production.

4.3.2 Order of inspections and tests. First article tests will be completed in the following order:
• Visual inspection (see 4.7.1)
• All inspections and examinations in Table 1 of this specification
• Adhesion tests (see 4.7.2)
• Environmental tests (see 4.7.3)
• Solvent Resistance (see 4.7.3.2)
• Documentation review (see 4.7.4)
4.3.3 First article tests and inspections notification. The Contractor shall notify the Contracting Officer in writing at least seven (7) business days prior to the scheduled commencement of any inspections and tests required by this specification.
4.3.4 Waiver of first article requirements. The Contracting Officer reserves the right to waive all or part of the first article requirements specified herein.
4.3.5 Acceptance/rejection criteria. The results of the first article inspection will be reviewed by the
Contracting Officer to determine compliance with the requirements of this specification. Failure of any one sample to meet the requirements of ASTM D4956 for daytime color and colorfastness shall constitute a failure of the first article tests for all materials of a given color. Failure of any one sample to meet all other requirements outlined in ASTM D4956 shall constitute a failure of all materials submitted for acceptance. The acceptance/rejection criteria for visual inspection, adhesion and environmental tests are outlined in their respective sections of this specification.
4.3.5.1 Notification of rejection. If the first article is rejected, the Contractor will be notified in writing by the Contracting Officer and allowed fourteen (14) calendar days to fix or resubmit a new first article.
Repair or replacement of the first article shall be by the Contractor at the Contractor's expense.
4.3.6 Authorization to proceed. Upon successful completion of the first article inspection, the Contracting
Officer will provide the Contractor with written authorization to begin fabricating production quantities.
4.4 Standardization. Materials, parts, design, and fabrication methods used in the production quantities shall be identical to those used in the first articles, unless otherwise authorized in writing by the
Contracting Officer.
4.5 Contractor production inspection. The tests and inspections required by this specification are not intended to supplant any controls, examinations, inspections, or tests normally employed by the
Contractor to assure product quality. The Contractor shall perform the tests and inspections specified in paragraph 4.7 to ensure conformance to this specification. The Contractor shall provide space, personnel, and test equipment to conduct all inspections and test requirements.
4.5.1 Production lot sampling. A random sample of items shall be selected from each production lot. The minimum sample size shall be one character from a package of each CLIN and a roll of tape of each
CLIN delivered under the delivery order contract.
4.6 Coast Guard production inspection. The Coast Guard reserves the right to observe, verify, or perform the tests and inspections outlined in paragraph 4.7.
4.7 Tests and inspections. The following tests and inspections shall be conducted for each first article unit and subsequent production units:
• visual inspection (4.7.1) and Table 2
• adhesion tests (4.7.2 first article only)
• environmental tests (4.7.3 first article only)
• documentation review (4.7.4)
4.7.1 Visual inspection. Sample characters and tape rolls shall be visually inspected for compliance with the requirements outlined in 3.4 through 3.4.3.2. The entire roll of tape of each sample shall be inspected.
4.7.1.1 Film thickness. The film thickness shall be measured to the nearest 0.005 inch.
4.7.1.2 Character dimensions. Character dimensions shall be measured to the nearest 1/8 inch.
4.7.1.3 Roll widths. Roll widths shall be measured to the nearest 1/8 inch.
4.7.1.3.1 Roll lengths. Roll lengths shall be measured to the nearest 1 inch.
4.7.1.4 Acceptance/rejection criteria. Table 2 outlines the acceptance/rejection criteria for the visual inspection.

4.7.2 Adhesion. Adhesion of retroreflective films to various materials used as signage substrates for aids to navigation shall be tested to determine conformance to 3.2 and 3.3. Determine the adhesion properties of the films to the various materials listed in 4.7.2.1 by the procedures described in 4.7.2.2 and 4.7.2.3.
4.7.2.1 Test panels. Test panels shall include each of the materials listed in 3.2, above. Test panels shall be prepared in the following manner:
• Dry, clean plywood - Group A-C Exterior, A-B Marine, or Medium Density Overlay (single-sided) (APA L870). Rough edges produced by cutting may be lightly sanded or filed.
Surface sanding is not permitted.
• Corrosion resistant aluminum sheet, prepared in accordance with paragraph 7.2 of ASTM
D4956 Panel Preparations
• Mild steel plate painted with aliphatic acrylic urethane
• Medium density, polyethylene panel, conforming to Type II, Class A, Category 3, in ASTM
D1248
• Cylindrical section of ionomer foam, conforming to item 2 of Drawing 121169, and manufactured in accordance with Coast Guard Specification 450
4.7.2.2 Standard condition peel test. Condition a set of test panels as listed in 4.6.2.1 and twenty (20) 1-inch by 9-inch film samples at a temperature of 73 ± 3° F (23 ± 2° C) and 50 ± 5% relative humidity for
24 hours prior to testing per ASTM D4956 S1.2.1 Test Condition. Apply four (4) each, 1-inch by 9-inch film samples to the five (5) types of test panels (total of 20 film samples) by bonding 7 inches of one end of each film sample to the test panels. Attach a 1-lb (0.45-kg) weight to the free end and allow it to hang free at an angle of 90° to the panel surface for 5-minutes. At the end of the 5-minute time-period, measure the distance of peeling. If the distance of peeling is greater than 2.0 inches (51mm), the film sample fails.
4.7.2.3 Low temperature peel test. Condition a set of test panels as listed in 4.6.2.1 and twenty (20) 1-inch by 9-inch film samples at a temperature of +20° F (+3/-0°) F (-7° C (+2 /- 0°) C) and 50 ± 5% relative humidity for 4 hours. Apply four (4) 1-inch by 9-inch film samples each to the five (5) types of test panels by bonding 7 inches of one end of each film sample to the panels. After applying the film samples, maintain the test panels at +20° (+3/-0°) F (-7° C (+2 /- 0°) C) and 50 ± 5% relative humidity for 24 hours. While maintaining these conditions of temperature and humidity, attach a 0.5-lb (0.22-kg) weight to the free end and allow it to hang free at an angle of 90° to the panel surface for 5 minutes. At the end of the 5-minute time period measure the distance of peeling. If the distance of peeling is greater than 2.0 inches, the sample fails.
4.7.2.4 Acceptance/rejection criteria. Failure of any one sample to meet all the requirements for adhesion, as defined by a failure of the tests outlined in 4.7.2.2 and 4.7.2.3, shall constitute a failure of this test for all materials in a given lot.
4.7.3 Environmental tests. The environmental tests outlined in this section shall be used to determine the ability of films to withstand conditions encountered during service in a marine environment, as described in 3.3. Successful completion of these tests shall be considered as demonstrating conformance to 3.5.1 through 3.5.4.
4.7.3.1 Resistance to heat, cold, and humidity. Determine the resistance of the films to heat, cold, and humidity by the procedures described in 4.7.3.1.1 through 4.7.3.1.3. Prior to conducting the tests, prepare the test panels in accordance with ASTM D4956 paragraph 7.2 Panel Preparations (aluminum), and paragraph 4.7.2.1 (plywood). Condition all the test panels and all the film samples in accordance with
ASTM D4956 S1.2.1 Test Condition. Prepare three (3) pairs of film test samples, each pair consisting of one (1) 8-inch by 8-inch film sample bonded to an aluminum test panel and one (1) 8-inch by 8-inch film sample bonded to a plywood test panel.
4.7.3.1.1 Resistance to heat. Place one pair of samples in an oven. Maintain samples at 120 ± 5° F (49 ±
3° C), for 24 hours. Visually inspect the samples, after they have cooled to room temperature.
4.7.3.1.2 Resistance to cold. Expose one pair of samples to an air temperature of -40 ± 5° F (-40 ± 3° C) for 24 hours. Visually inspect the samples after they have warmed to room temperature.
4.7.3.1.3 Resistance to humidity. Subject one pair of samples to 100% relative humidity for 24 hours; at a temperature of 73 ± 4° F (23 ± 2° C). Remove the samples from the humidity chamber. Allow the samples to dry at room temperature. Visually inspect the samples after they have dried.
4.7.3.2 Solvent resistance. Determine the resistance of the films to the solvents specified herein by immersing one test sample in a glass container, for each solvent separately, at room temperature. Film samples, each 1-inch by 6-inches, shall be applied to aluminum test panels (prepared in accordance with
ASTM D4956 7.2 Panel Preparations). Solvents and immersion time shall be as outlined in Table 3.

WARNING
These solvents are flammable and toxic. Avoid inhalation and prolonged skin contact. Do not expose to open flame or sparks.
At the end of the immersion period, remove the test panels from the exposure containers and allow drying before visual inspection.
4.7.3.3 Acceptance/rejection criteria. A sample exhibiting any evidence of cracking, peeling, chipping, blistering, pitting, delamination, or dissolving of the film or adhesive at the conclusion of the environmental tests shall constitute it failing the entire testing procedure.
4.7.4 Documentation review. The documentation required by paragraph 3.6 shall be reviewed for conformance with this specification and copies shall be provided to the COR.
4.8 Rejection for defects. The Coast Guard will reject all items which do not conform to the requirements of this specification. Repair or replacement of the rejected items shall be by the Contractor at the
Contractor's expense. All rejected items shall be resubmitted for inspection only when they conform to the requirements of this specification. Resubmitted items shall be identified as such and shall be kept separate from new items. If defective items are found, no further items will be accepted by the Coast
Guard until the Contractor has demonstrated that the defects have been corrected and that the cause of the defects has been eliminated from the production process.
5. PRESERVATION, PACKING, MARKING, AND SHIPPING
5.1 Preservation. Per MIL-SPEC-2073-1E, Method 31, Waterproof bag, heat-sealed.
5.2 Packing. Shall be in accordance with MIL-SPEC-2073-1E Level B, to protect these assemblies and items during moderate worldwide shipment, handling, and storage conditions. The Contractor may propose alternate packaging solutions that meet these requirements and will be considered by the
Government on a case by case basis.
5.2.1 Unit of issue for characters. For the purposes of this specification, one unit of issue is one package
(PG).
One package for 6-inch, 8-inch, 10-inch and 12-inch size letters and numbers shall contain 10 items.
One package for 16-inch and 24-inch size letters and numbers shall contain 2 items.
5.2.1.1 Packaging of characters. Each unit of issue shall be individually packaged in a transparent heat-sealed plastic bag in accordance with MIL-DTL-117 Type III, Class B, Style 2. The plastic film shall be manufactured in accordance with A-A-3174, Type I or II, Class 1. All packages of one stock number in an order shall be boxed separately from all items of other stock numbers in a single-wall (SW) corrugated fiberboard (CF) Regular Slotted box (0201), manufactured in accordance with ASTM D5118/D5118M.
5.2.1.1.1 Box closure. Closure of regular slotted boxes (0201) shall be in accordance with ASTM
D1974/D1974M, Closure Method 2B7. The tape shall comply with Specification D5486/5486M, Type V.
5.2.2 Unit of issue for tape (or roll of film). One unit of issue is one roll (RO) of tape. The minimum buy quantity of rolls may all be placed within one box.
5.2.2.1 Packaging of tape (or rolls of film). All rolls of one stock number in an order shall be boxed separately from all items of other stock numbers in single-wall (SW) corrugated fiberboard (CF) Regular
Slotted boxes (0201), manufactured in accordance with ASTM D5118/D5118M. If a roll is individually boxed, a release liner between the box and roll shall be used. If multiple rolls (of the same stock number) are boxed within the same box, a release liner between each roll shall be used.
5.2.2.2 Box Closure. Closure of regular slotted boxes (0201) shall be in accordance with ASTM
D1974/D1974M, Closure Method 2B7. The tape shall comply with Specification D5486/D5486M, Type
V.
5.3 Marking. Each packaged item shall have a waterproof label securely attached or waterproof stencil on boxes or wood crates in the upper left-hand corner of the two longest sides (two opposite sides if square) of each box or crate in accordance with MIL-STD-129R. The lettering/marking shall be in capital letters/numbers of equal height, clearly visible, and the largest size practical for the package size within the acceptable range as specified in MIL-STD-129R.
5.3.1 Identification text marking on unit packs and intermediate containers. Unless specifically exempted in the contract or solicitation, the following identification text information shall be marked on all unit packs and intermediate containers, in the order listed. This requirement applies to all unit packs and intermediate containers repacked for shipment by military installations. Additional identification marking may be required by the contract and shall be placed either below the identification text marking or in a conspicuous location on the identification-marked side of the container. The following information shall be on the label attached to each box or crate. See 6.2 for label example and placement.
• NSN/NATO/ACN stock number. The in-the-clear NSN text, if applicable, shall include spaces or dashes and any prefix or suffix specified in the contract or solicitation. The encoded NSN in the linear (Code 39) bar code shall not include spaces or dashes, unless otherwise specified in the contract or solicitation.
• CAGE code. The CAGE code of the company awarded the contract for the item being shipped.
The CAGE code shall be preceded by the abbreviation “CAGE”.
• Part number. If a PN is specified in the contract or order, then only that PN shall be shown. The
PN specified in the contract may be the PN assigned by the Government procuring activity, or it may be the PN of the actual manufacturer or the PN assigned to the item by the company awarded the contract. For shipments sent directly from a subcontractor to a DoD/DHS addressee, the PN of the company awarded the contract shall be shown. The part number shall be preceded by the abbreviation “PN” or “P/N”. If the item has no PN assigned to it or if no PN is cited, the blank line may be omitted.
• Item description or nomenclature. The exact name and description of an item as it appears in the contract, purchase order or requisition shall be shown. Item description may be marked on more than one line if required due to space limitations. Standard abbreviations, although not desired, may be used if marking length is excessive.
• Quantity and UI. A non-definitive UI shall be accompanied by a quantitative expression such as
“PG (10 EA)” or “1 RO (150 FT)”.
• Procurement instrument identifier (PIID) (e.g., 17 character contract number or purchase order number). Contracts with a delivery order number (also 17 characters) under the above contract number or purchase order number shall be listed below the above contract number.
• Manufactured date. The date the item, materiel, or commodity was fabricated, processed, produced, or formed for use. This date shall be preceded by an abbreviation “MFD DATE” followed by the date, where “4/20” indicates a date of manufacture of April 2020.
• Gross Weight. The gross weight shall be expressed in pounds rounded up to the nearest pound.
The gross weight shall be preceded by the abbreviation “WT”.
• Serial number(s). When an item is assigned a serial number, that number shall be applied and preceded by an abbreviation “SER NO”.
• Additional marks. The words “CONDITION A” and on the next line “USCG SILC-WOPL
MATERIAL” shall be placed immediately below the identification text marking on the unit packs and intermediate containers.
An additional environmental label with the following information shall be placed beneath the above label.
“STORE IN COOL DRY ENVIRONMENT: BELOW 85 DEGREES F AND BELOW 60%
HUMIDITY”.
See 6.2 for label example and placement.
5.3.2 Multipack. An exterior container, box or palletized unit load containing multiple packages of the same or different National Stock Numbers (NSNs) shall also be marked “MULTIPACK” near the above label(s). The quantity on the labels on the outside of the multi-packed box/pallet shall indicate the total quantity within the box/pallet of each NSN and the serial numbers. The items in the MULTIPACK shall be secured by box, cardboard, shrink wrap, strapping, etc. If possible, group the items together by NSN.
5.3.2.1 Pallets. Coast Guard Warehouse only accepts standard size pallets 48 x 40 inches (maximum) due to shelving restrictions.
5.4 Bar coding. Coast Guard requires bar coding of the NSN, IAW ISO/IEC 16388:2007 Code 39
Symbology. See 6.2 for label placement and 6.3 for Bar Code examples.
5.4.1 Bar code label. Can be applied separately or as part of the marking required in 5.3.
5.5 Shipping. All items shall be shipped FOB destination. Unless otherwise specified per the contract, the
Contractor shall ship all items to the locations listed below:
