QUESTIONS AND ANSWERS #1

SOLICITATION NO. 70Z08419QA1155000

OPERATION AND MAINTENANCE OF WASTE WATER TREATMENT FACILITY AT TRACEN PETALUMA

Q.1 The contract requires that alarm call-out support be included in the fixed price bid. Can you please provide the alarm call out history from the last 3 year?

A.1 There is typically two or three call outs in a month. During the winter months under storm conditions, the call out total can be six or eight in a month.

Q.2 FAR section 52.222-17 (b) requires that we hire displaced employees. Can you please provide information for the workers that would be displaced? We need to understand their level of experience and qualifications so that we can ensure adequate staffing of the plant.

A.1 Currently, there are no employee(s) working on this contract. Therefore, there will be no information to pass on this.

Q.3 In association with FAR section 52.222-17 (b) – How many existing employees are employed under the predecessor contract? Please also confirm that successful bidders must offer employment to employees of the predecessor firms who are displaced by the contract.

A.3 The number of employees utilized by the current contractor is privileged information that may only be provided by the contractor. The awardee contractor shall offer the right of first refusal of employment under this contract in positions for which the service employees are qualified. However, since there are no employee(s) working under the current contract, there will be no need for the offer employment to the affected employee(s).

Q.4 Is a Small Business Subcontracting Plan required, given offerors are assumed to provide labor directly, not through subcontract.

A.4 A Small Business Subcontracting Plan is required if the awardee is a large business.

Q.5 Is a SAM account required to propose?

A.5 In accordance with FAR 4.1102(a) - Offerors and quoters are required to be registered and active in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements and to be considered for award.

Q.6 Will there be other SDVOSB bidders? Is there a set-aside for SDVOSB? If not, will there be an incentive for including SDVOSBs?

A.6 This solicitation is issued as Unrestricted therefore all interested parties can submit a quote.

Q.7 The requirements in PWS section 3.2 seem very prompt. Is the two hour response flexible?

A.7 A critical alarm (such as a tank over flowing or loss of chlorine residual) requires a quick (something less than an hour) response time. A non-essential alarm (such as a minor equipment failure) can have a longer response time. To distinguish between the two types of alarms requires on the job experience and training. The 2 hour response time window is just an average.

Q.8 How many operators does USCG require the Contractor to provide on a 24/7 operator coverage for the WWTP at Petaluma. The Solicitation says one. However, we understood the bid walk to say the Contractor needed to provide two operators 24/7 to augment the existing crew.

A.8 The USCG does not have a requirement regarding the number of operators to service the WWTP.

The contractor is free to determine their staffing level based on their proposed plan of action.

Q.9 The Bid Request does not specify how many operators are to be provided for this service. The number of operators directly affects the bid price. Can you provide the number of operators you desire so all bidders are providing the same number to create a level playing field?

A.9 The USCG does not have a requirement regarding the number of operators to service the WWTP.

The contractor shall determine their staffing level based on their proposed plan of action.

Q.10 On page 9 of 21 of the Request For Quotation document you provide an “Employee Class” and

“Monetary Wage” etc. Will the successful bidder be expected to comply with this Wage Determination?

A.10 In compliance with the Service Contract Labor Standards statute and the regulations of the

Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C.5341 or 5 332. The offeror shall at minimum pay the wages and frigne benefits as shown in the

Department of Labor Wage Determination (Attachment 3 of the RFQ).

Q.11 Is the successful bidder expected/required to provide certified payroll records?

A.11 No certified payroll records are not required for service contracts.
