Amendment No. 0001

BLOCK 14: DESCRIPTION OF AMENDMENT

Q1: From reading the contract, it appears the current incumbent may part with his employees, if he or she was not successful. What if existing employees who are performing well may want to retain their positions? Shouldn’t your agency protect their rights of first refusal?

A1: Yes, incumbent employees have the first right of refusal. In accordance with FAR Clause 52.222-17, Nondisplacement of Qualified Workers (May 2014), page 8 of 25 of the Request for Quotation.

Q2: Are we allowed to visit site to familiarize ourselves with location of work?

A2: Yes, you are allowed. However, the one-time Site Tour was held on May 9, 2018.

Q3: I believe under 34CFR 395.33, the contracting officer had consulted SLA to respond to this solicitation. Is SLA responding as prime? If they are responding as sub (ref page 16 of 25 of contract document) requiring they be subcontracted. Who do we contact that represents SLA for subcontracting?

A3: The Contracting Officer has not consulted SLA on this requirement; The Government has no knowledge if SLA is responding as a Prime; The SLA is considered a Large Business and a Subcontracting Plan is required of them, should they choose to quote.

Q4: Is the current pricing available?

A4: The current contract was awarded to Selrico Services Inc., of San Antonio, TX in the amount of $3,424,326.86. Period of Performance 01 October 2013 through 30 September 2018

Q5: Please provide the list of the attendees from the May 9, 2018 site visit and tour?

A5: See Page 4 of this amendment for the list of attendees.

Q6: It’s our understanding Selrico Services is the incumbent. How long have they been servicing USCG Sector San Diego?

A6: See response to Question 4.

Q7: The solicitation show that this is a unionized location with ITPEU. In order to calculate correct wages and benefits, we are requesting a list of current staff with job class and hire date.

A7: The Government not be providing offerors with a detailed seniority roster for bidding purposes; this seniority list will only be given to the awardee within thirty (30) days prior to the contract start date in accordance with FAR 52.222-17. However, in order to ensure a level playing field, all offerors shall quote at the base level for all wages and benefits for employees.

Then after award and after the seniority list has been given to the awardee, an equitable adjustment will be considered.
