1.0 INTRODUCTION

AMEC Earth and Environmental, Inc. (AMEC) was retained by the United States Coast Guard (USCG), Civil Engineering Unit (CEU) Cleveland to perform sediment sampling and analysis at the proposed dredge area located within the boat basin at USCG Station Sturgeon Bay (Station) located in Sturgeon Bay, Door County, Wisconsin (Figure 1). It is AMEC’s understanding that approximately 1,900 cubic yards of dredged material will be removed. The sediment sampling was performed to determine the environmental and geotechnical characteristics of the proposed sediment to be dredged. The intent of sediment sampling analysis activities performed is to provide the USCG with data to complete dredge material disposal decisions. Sampling and analysis activities performed included the collection of six total sediment samples collected from three separate locations (including two sediment samples from each location). Figure 2 depicts the sampling locations for the Station’s boat basin. In addition, one composite sediment sample was prepared for analysis by combining and homogenizing subsamples taken for each of the six individual core samples. Samples were submitted to a qualified/certified laboratory, CT Laboratories (CT) for chemical and physical analysis. This work was performed under USCG Contract Number DTCG83-08-D-3CL110, Task Order Number HSCG83-11-J-PCV167, Project Number 3977023.

1.1 PROJECT PURPOSE AND SCOPE

The overall purpose of the sampling and analysis program was to obtain data necessary to determine the environmental and geotechnical parameters of the sediment for identifying suitable disposal options subsequent to the proposed dredging activities. The scope outlined in this report has been conducted in accordance with Wisconsin Natural Resources (NR) Chapter 347 regulations and the State of Wisconsin Department of Natural Resources (DNR) document titled Guidance for Applying the Sediment and Analysis requirements of Chapter NR 347, Wisconsin Administrative Code (Guidance Document).

This sampling and analysis report outlines the criteria, procedures, analytical parameters, and rationale used to evaluate the levels of constituents of potential concern (COPCs) within the sediment scheduled for dredging at the Station. This report provides a summary of the site sample collection methods and analytical results obtained.

The Scope of Work for the sampling and analysis consisted of the following:

1) Collect six sediment samples from three locations within the proposed dredge area. Each sample was collected with a vibracore® sampler. Two samples were collected from each sample location.

1-2

2) Collect one composite sediment sample. The composite sample was collected by combining and homogenizing subsamples of sediment from each of the six core samples collected.

3) Submit the sediment samples to a qualified laboratory for physical and chemical analysis.

4) Develop a sampling and analysis report that documents the activities completed and summarizes the physical and chemical findings.

5) Conduct project administration and coordination.

2-1

2.0 SAMPLING AND ANALYSIS FIELD ACTIVITIES

AMEC completed an initial review of the site drawing provided by the USCG and generated a site specific Health and Safety Plan (HASP) prior to mobilizing to the site.

The HASP outlined safe working practices associated with working in boats, around docks, using sediment collection equipment, and handling sediment samples for chemical analysis.

2.1 SEDIMENT SAMPLING AND ANALYSIS

Prior to sampling activities, AMEC prepared a Sampling and Analysis Plan (SAP) outlining sampling analysis procedures, sample locations, quality assurance/quality control, and scope of work. The report was submitted to the Wisconsin DNR on May 25, 2011. The SAP was approved by the Wisconsin DNR on May 26, 2011.

AMEC mobilized to the site on June 7, 2011, to initiate the field sediment sampling portion of this investigation. AMEC coordinated sampling activities with the Station Officer in Charge (OIC) upon arrival. AMEC was accompanied by the DNR during sampling activities.

2.1.1 Sediment Sampling Methodology

AMEC contracted Integrated Lakes Management, Inc (ILM) of Waukegan, Illinois to conduct the sediment sampling activities. AMEC utilized an ILM boat and sampling equipment for sample collection. The sediment samples were collected using VibraCore® sampler device. The sampler was driven approximately 8.5 feet below water surface. Sediment was collected in an acetate liner which was removed from the sampler immediately following sample collection. A total of three locations were sampled throughout the boat basin, which were divided into two samples per location (e.g. SD-1A, SD-2B), including one sample from the top (shallow) interval and one from the bottom (deep) interval of the corer.

Immediately after collecting the sediment samples they were transferred to a clean, dedicated plastic bag. The samples were then transferred to the appropriate laboratory approved containers, labeled, and put on ice. Subsamples of each core were homogenized within the bag to create the one composite sample.

The collection of the sediment samples and decontamination procedures were completed in accordance with the United States Environmental Protection Agency (USEPA) guidelines. The non-disposable sampling equipment was cleaned and decontaminated with Alconox® non-phosphate detergent solution and deionized water between sample locations.

2-2

2.1.2 Field Measurements

Field sample logs were completed for each sediment sample location. Information documented in the logs included a description of sample location, including geographic positioning system (GPS) coordinates, depth of water, and sediment description. The sample logs are included as Attachment A. A photographic log depicting sampling activities is provided as Attachment B.

2.1.3 Sample Custody and Handling

Each sediment sample submitted for chemical analysis was properly labeled, placed in sample containers and bubble wrap, and packed on ice to maintain a temperature of 4 degrees Celsius. An overnight courier transported the samples to the off-site laboratory, CT located in Baraboo, Wisconsin, for chemical analysis using USEPA-approved chain-of-custody protocols. CT is a Wisconsin NR 149 certified laboratory. A copy of CT’s certification is provided as Attachment C.

Sediment samples submitted for geotechnical analysis were placed in a ziploc bag and properly labeled. An overnight courier transported the samples to the offsite laboratory, CT, for physical analysis using USEPA approved chain-of-custody protocols.

2.1.4 Chemical and Geotechnical Analyses

The sediment samples were analyzed for the parameters listed in the following table:

3.0 SAMPLING AND ANALYSIS RESULTS AND DISCUSSION

Analytical results from sediment samples collected were compiled and the laboratory analytical data was validated by an AMEC chemist. The data validation and analytical results are presented in the following sections. Laboratory analytical results were compared to WDNR Consensus Based Sediment Quality Guidelines (CBSQGs) (December 2003).

3.1 DATA VALIDATION

AMEC reviewed and validated the analytical results according to the USEPA Contract Laboratory Program National Functional Guidelines For Inorganic and Organic Data Review (USEPA, 1994, 1999). The laboratory analytical data and Data Validation Report are included as Attachment D.

3.2 CHEMICAL ANALYTICAL RESULTS

A summary of the sediment sample analytical results is presented in Table 1. Analytical results were compared to the Wisconsin DNR CBSQGs, December 2003. Table 1 presents analytical data compared to the Threshold Effect Concentration (TEC), Midpoint Effect Concentration (MEC), and Probable Effect Concentration (PEC). However, per the WDNR and Chapter NR 347, PEC are the appropriate and applicable criteria for determining the applicability of dredged material disposal methods for the Site.

Therefore, analytical detections are compared to the PEC for purposes of this report.

For comparison to the CBSQGs, dry weight concentrations above laboratory detection limits were normalized to 1% total organic carbon (TOC) using TOC data collected during from each of the six sediment samples. Table 1 presents analytical data presented in dry weight concentrations and normalized to 1% TOC concentrations, where applicable. Copies of the CBSQG calculation spreadsheets are provided as Attachment E.

Analytical results from sample SD-3A indicated detections of 2-methylnapthalene (7.3077 mg/kg), anthracene (0.9231 mg/kg), fluoranthene (5 mg/kg) fluorene (2.9231 mg/kg), acenapthene (0.53 mg/kg), phenanthrene (10.3846 mg/kg) and dibenzofuran (0.17 mg/kg) above the PECs in sample SD-3B, located adjacent to the seawall and boat launch. The remainder of the analytical results indicated detections were below PECs. It should be noted that the analytical detection listed above reflect concentrations normalized to 1% TOC.

The Toxicity Characteristic Leaching Procedure (TCLP) results are presented in Table 2.

TCLP detection results were compared to Wisconsin DNR NR 605.08 (5) (b) Regulatory Levels using a “desktop calculation” to determine the maximum leachable

3-2 concentrations, whereas the dry weight concentration was divided by 20, as outlined in the Guidance Document. Analytical results indicated that barium, cadmium, chromium, lead and selenium were detected above the laboratory detection limit. However, analytical results of both the dry weight concentration and maximum leachable concentration were below the TCLP Regulatory Levels.

3.3 GEOTECHNICAL ANALYTICAL RESULTS

Three sediment samples, including one from each sampling location (SD-1, SD-2 and SD-3), were submitted to the laboratory for geotechnical/physical analysis. The samples were analyzed for particle/grain size and moisture content. In addition, sediment samples were classified using the Unified Soil Classification System (USCS). The geotechnical results are summarized in Table 3.

4-1

4.0 SUMMARY AND CONCLUSIONS

A total of six sediment samples were collected from the proposed dredging area at the USCG Station Sturgeon Bay located in Sturgeon Bay, Wisconsin. Two samples were collected from each sample location and submitted for chemical analysis. In addition, one sample was submitted from each sample location and submitted for geotechnical analysis, and one composite sample (comprised of each of six sediment samples collected) was collected and submitted for TCLP analysis to determine the likelihood of chemicals leaching into the subsurface.

Analytical results of the sediment samples collected were compared to the CBSQGs set forth in the Wisconsin DNR Guidance Document. Per discussions with the Wisconsin DNR, the results were compared to the PEC, the applicable CBSQG for the Site. One sediment sample, SD-3A, exhibited concentrations of several compounds above the PEC, including 2-methylnapthalene, anthracene, fluoranthene, fluorene, acenapthene, phenanthrene and dibenzofuran.

LABORATORY ANALYTICAL DATA AND DATA VALIDATION REPORT

DATA QUALITY REVIEW

AMEC Earth & Environmental, Inc. (AMEC) performed a data quality review for 10 soil samples (including four composite samples) collected on June 7, 2011 by AMEC at the United States Coast Guard Station in Sturgeon Bay, Wisconsin. The samples were submitted to CT Laboratories (CT) in Baraboo, Wisconsin. Sample COMP-1 was prepared by EPA Method 1311 toxicity characteristic leaching procedure. The samples were analyzed for one or more of the following:

• Volatile organic compounds (VOCs) by United States Environmental Protection Agency (EPA) SW-846 Method 8260B,

• Total metals by EPA Methods 6010C/7471A/9012C,

• Semivolatile organic compounds by EPA Method 8270C,

• Polyaromatic hydrocarbons (PAHs) by EPA Method 8310,

• Polychlorinated biphenyls by EPA Method 8082A,

• Total petroleum hydrocarbons by the Wisconsin Department of Natural Resources diesel range organics and gasoline range organics methods,

• Total organic carbon by EPA Method 9060A,

• Phosphorous by EPA Method 365.4,

• Nitate + nitrite by EPA Method 9056A,

• Total Kjeldhal nitrogen by American Society for Testing and Materials (ASTM) Method D3590, and

• Pesticides by EPA Method 8081B, ammonia by Standard Method 4500.

CT subcontracted the dioxins analysis by EPA Method 8290 to Pace Analytical Laboratories in Minneapolis, MN, and the following analyses to Construction Geotechnical Consulting Engineering/Testing in Madison, Wisconsin:

• Natural moisture by ASTM D2216, and

• Particle size by ASTM D422.

The analytical results for these samples were reviewed in accordance with the requirements in the USCG Station Sturgeon Bay Sampling and Analysis Plan (AMEC, May 2011), EPA Contract Laboratory Program (CLP) National Functional Guidelines for Superfund Organic Methods Data Review (June 2008), EPA CLP National Functional Guidelines for Superfund Inorganic Methods Data Review (January 2010) the analytical methods referenced by the laboratory, and AMEC data review procedures. The EPA guidelines listed above were written specifically for the Contract Laboratory Program, and have been modified for the purposes of this data quality review where they differ from EPA SW-846 method requirements.

CT’s certified analytical report (sample delivery group 85458) was reviewed to assess the following: chain of custody (COC) compliance; holding time compliance; presence or absence of laboratory contamination as demonstrated by method blanks; laboratory control samples (LCS), and matrix spike (MS) samples; analytical precision as the relative percent difference of analyte concentration between replicate samples (i.e., laboratory and field duplicates) or MS and matrix spike duplicates (MSD). This data quality review did not include validation of the raw analytical data.

The data is acceptable with limited qualifications, as summarized below:

• The case narrative noted that two soil samples were received with SD-1A written on the bag in marker. One sample also had a label with the same identification; the other bag was lacking a label. AMEC instructed the laboratory to log in the sample without a label as SD-2A. Data usability is not adversely affected.

• The COC requested PAHs be analyzed by EPA Method 8270; however, to meet project required quantitation limits CT ran PAHs by EPA Method 8310.

Data usability is not adversely affected.

• Barium and silver were detected in method blank 934773 at a concentration of

0.616 micrograms per liter (µg/L) and 2.76 µg/L, respectively. Silver was not detected in the associated samples; therefore, data usability is not adversely affected by the blank contamination. AMEC U qualified the detected barium result from sample COMP-1.

• Barium was detected in method blank 935366 at a concentration of 0.039 milligrams per kilogram (mg/kg). Barium was detected in the associated samples at concentrations greater than 5 times the concentration detected in the blank; therefore, data usability is not adversely affected by the blank contamination.

• Acetone and chloromethane were detected in method blank 93079 with concentrations of 0.264 mg/kg and 0.0254 mg/kg, respectively. Acetone and chloromethane were not detected in the associated samples; therefore, data usability is not adversely affected.

• LCS recoveries were less than the method-specified limits in LCS 934728 for:

Benzo(a)pyrene (57%), benzo(b)fluoranthene (62%), benzo(g,h,i)perylene (46%), benzo(k)fluoranthene (59%), dibenzo(a,h)anthracene (47%), and indeno(1,2,3-cd)pyrene (46%). AMEC J qualified the detected benzo(a)pyrene result from sample SD-3B and UJ qualified the nondetected results for these analytes from all discrete samples because of possible low analytical bias.

• 4,4'-DDT (139%) and methoxychlor (138%) recoveries were greater than the method-specified limits in LCS 935719. AMEC J qualified the detected 4,4'-DDT and methoxychlor results from sample SD-3B because of possible low analytical bias.

• LCS recoveries were less than the method-specified limits in LCS 934656 for:

2,4-Dinitrophenol (52%), 3 & 4-methylphenol (40%), 4,6-dinitro-2-methylphenol (62%), 4-chloroaniline (60%), 4-nitrophenol (62%), aniline (61%), hexachlorocyclopentadiene (62%), and pyridine (62%). AMEC UJ qualified the nondetected results for these analytes from all discrete samples because of possible low analytical bias.

• The laboratory performed an ammonia as nitrogen MS/MSD analysis on sample SD-1A. Recoveries were greater than the default limits of 75% to 125% at 144% and 142%. Ammonia as nitrogen was not detected in this sample; therefore data usability is not adversely affected by the potentially high bias.

• The laboratory performed a nitrate + nitrite MS/MSD analysis on sample SD-1A.

Recoveries were greater than the default limits of 75% to 125% at 128% in the MS.

Nitrate + nitrite was not detected in this sample; therefore data usability is not adversely affected by the potentially high bias.

• The laboratory performed a cyanide MS/MSD analysis on sample SD-1A.

Recoveries were less than the method-specified limits of 75% to 125% at 56% and 67%. AMEC J qualified the detected cyanide result from this sample due to possible low analytical bias.

• The laboratory performed a PAH MS/MSD analysis on sample SD-1A.

Benzo(k)fluoranthene (54% MS), dibenzo(a,h)anthracene (137%/172%), and fluorene (132%/165%) recoveries were outside the method limits of 70% to 130%.

Dibenzo(a,h)anthracene and fluorene were not detected in this sample; therefore data usability is not adversely affected by the potentially high bias. AMEC UJ qualified the nondetected benzo(k)fluoranthene result from this sample because of possible low bias.

• The laboratory performed a pesticide MS/MSD analysis on sample SD-1A.

4,4’-DDT recoveries were greater than the method limits of 70% to 130% at 135% and 143%. 4,4’-DDT was not detected in this sample; therefore data usability is not adversely affected by the potentially high bias..

• The laboratory performed a metal MS/MSD and post digestion spike analysis on sample SD-1A. Manganese recoveries were less than the method limits of 75% to 125% at 74% in both the MS and MSD, and 70% in the post digestion spike.

AMEC J qualified the detected manganese result from this sample due to possible low analytical bias.

• The laboratory performed a VOC MS/MSD analysis on sample SD-1A.

1,1-Chloroethane (131%MSD) and trichlorofluoromethane (150%MSD) recoveries were greater than the method limits of 70% to 130%. Chloroethane and trichlorofluoromethane were not detected in this sample; therefore data usability is not adversely affected by the potentially high bias.

• The laboratory J qualified detected results with concentrations between the method detection limit and method reporting limit. AMEC concurs that these results are quantitative estimates and J qualified these results.

Out of 1208 results, none was rejected and the dataset is fully complete and usable.
