AECOM 1-1

The objective of the project is to provide pre-dredging services at the United States Coast Guard (USCG) Station (STA) Little Creek located approximately 11.5 miles northwest of Virginia Beach and approximately 2.5 miles southwest of the Chesapeake Bay Bridge-Tunnel in Virginia Beach, Virginia Beach County, Virginia (the Site) (Figure 1). STA Little Creek is situated within the navigable abutting Little Creek Channel, which connects to the Chesapeake Bay. STA Little Creek is located on the Joint Expeditionary Base Little Creek-Fort Story. The docks and moorings at STA Little Creek are located at the north end of the station.

Due to natural sediment deposition, there isn’t sufficient draft for the USCG to transit, moor and execute operational missions.

The proposed dredging is necessary to assure that the boat basin and moorings at STA Little Creek are dredged to previous depths for operational considerations of the unit and to prevent shoaling. The project will involve dredging at variable depths below Mean Lower Low Water (MLLW) within the boat basin (-4.5 MLLW to -12.5 MLLW) to allow for the unit’s boats to transit and moor.

AECOM Technical Services, Inc. (AECOM) conducted sediment sampling within the STA Little Creek boat basin and moorings to obtain samples for chemical and physical analyses for waste characterization and proper disposal of the dredged sediment.

This report summarizes the results of field investigations and evaluations conducted for planned dredging activities at the Site.

The field investigations included:

- Visual inspection of existing site conditions;

- Sediment sampling and analysis;

- AutoCad drawings of existing site and facilities;

- Identification of permits required for dredging and disposal; and,

- AECOM is also completing a Section 106 (of the National Historical Preservation Act) review for the planned dredging activities, the results of which will be presented under separate cover.

1 Introduction

AECOM 2-1

AECOM performed a sediment investigation at the Site on May 24, 2016. The purpose of the investigation was to obtain sediment samples adjacent to the boat basin and moorings at STA Little Creek within the proposed dredging area footprint for chemical analysis and waste characterization.

The USCG STA Little Creek is located at 1100 Abbott Road, Virginia Beach, Virginia. The station is situated within the navigable abutting Little Creek Channel, which connects to the Chesapeake Bay. STA Little Creek is located on the Joint Expeditionary Base Little Creek-Fort Story. The station was initially developed in 1938 on the Coast Guard Military Reservation when the lifesaving station at Cape Henry was no longer viable. In 1941, the boathouse, piers, mine storage buildings, and the troop facilities were constructed. In approximately 1994, the existing piers were demolished and three new concrete piers and a bulkhead were constructed. The station building was demolished in 1996 and a new building was constructed. A second floating pier was added in approximately 2009. The original boathouse and garage are currently present at the station. STA Little Creek serves as a home port for three large cutters and four smaller vessels and unit missions include search and rescue; recreational boating safety; enforcement of laws and treaties; marine environmental response; ports, waterways and coastal security; homeland security; and short range aids to navigation support.

The docks and moorings at STA Little Creek are located at the north end of the station. A concrete pile, concrete-decked pier extends approximately 270 feet from the concrete-capped steel bulkhead. Two concrete-surfaced floating piers and one concrete pile, concrete-decked finger pier are located perpendicular to the main pier on the east side. The main pier is fronted by timber-pile and butyl fenders extending along the eastern and western sides and steel sheet piling (wave screen) along the southern portion of the western side of the pier. A timber-pile and butyl fender system extends along the south side of the finger pier and steel sheet piling is located along the north side of the finger pier. Timber-pile fenders are located along the bulkhead. One 3-ton, electric pedestal crane with 21-foot boom is located at east corner of the foot of the main pier. A mooring dolphin is located to the east of the northern floating pier.

The layout of the boat basin and moorings, including the sediment sampling locations, site water sampling location, and hydrographic survey contour elevations, are included on Figure 2.

2 Site Observations

AECOM 3-1

The sediment sampling was conducted by a sub-consultant (Aqua Survey, Inc.) under the direction of AECOM on May 24, 2016. The sediment samples were collected utilizing a high powered electro-vibracoring system as described in Section 3.1 below. Retrieved cores were handed over to AECOM personnel onshore for logging and processing. Sediment cores were logged and samples were collected for chemical and physical analyses. Sampling and analysis of the sediment was required to identify options for the management of the dredged material.

At each sample location, multiple cores of the entire proposed dredge thickness were collected and composited until sufficient sample for all analyses was retrieved. Four composite samples (SS-1, SS-1A, SS-2, and SS-3) were properly preserved and shipped under chain of custody to TestAmerica, Inc. (TestAmerica) in Pittsburgh, Pennsylvania for chemical and physical analyses. The sediment samples were analyzed for the parameters listed in the following table:

In addition to the analyses listed above, elutriate samples were prepared with sediment samples and site water and analyzed for the following parameters: priority pollutant metals and barium, pesticides, PAHs, total suspended solids (SM 2540D), total phosphorus (SM4500 P E-1999), total Kjeldahl nitrogen (SM4500_NH3_C), total cyanide, and ammonia nitrogen (USEPA Method 350.1).

Additionally, a site water sample was collected and submitted for analysis for the following parameters: priority pollutant metals and barium, pesticides, PAHs, total suspended solids, total phosphorus, total Kjeldahl nitrogen, total cyanide, and ammonia nitrogen.

3 Sediment Sampling and Analysis

AECOM 3-2

3.1 Sediment Sampling

Three sediment sampling locations (SS-1, SS-2 and SS-3) were located within the proposed dredging footprint identified on Figure 2. Two (2) samples were collected at sampling location SS-1 and one sample was collected at sampling locations SS- 2 and SS-3, for a total of four samples. A second sample was collected from sampling location SS-1 as a contingency sample (SS-1A). The scope of work initially proposed dredging to a depth of -4.5 MLLW adjacent to the bulkhead. However, to maximize the target dredge depth in this area, the USCG requested that a contingency sample be collected in this location which extended to the previously dredged depth in 1972. Review of engineering drawings indicated the target dredge depth in this location to be -6 MLLW.

Four composite sediment samples (SS-1, SS-1A, SS-2, and SS-3) were collected at depths up to 0.79, 2.29, 2.3, and 3.39 feet below the surface of the sediment, respectively (Figure 2). Additionally, one duplicate sample (SS-1-DUP) was collected from SS-1. At the time of the hydrographic survey, conducted on May 10, 2016, depth to sediment at the sample locations varied from 3.71 to 9.11 feet below water surface. However, at the time of the sediment sampling the depth to sediment at the sample locations varied from 7.3 to 14.2 feet below water surface. Samples were collected based on the shallower water depths. The samples were collected using a high powered electro-vibracoring system to advance a four-inch diameter steel core barrel with a flexible polyethylene core liner. The core barrel was equipped with a one-way core catcher and check valve that prevents the core sample from washing out. To obtain a sample, the core tube was driven into the sediment by the force of gravity, enhanced by vibration energy.

Immediately following sample collection, the sample cores were transferred to AECOM personnel to be visually characterized and logged along with the sample depth and length recovered. The sediments were extracted from the tubing and placed in a stainless steel bowl. The material was homogenized (except for the samples collected for VOC analysis) using a stainless steel spoon and transferred into appropriate sample containers for the specified analyses. The sediment samples were classified using the Unified Soil Classification System. Generally, the sediment samples consisted of light to dark gray well-sorted, fine- to medium-grained sand (SW) and tan to dark gray silty sand (SM). Some organics (wood fragments, peat and shells) were observed from approximately 1.3 to 1.8 feet at SS-2 and approximately 1.4 to 2.4 feet at SS-3. No petroleum odor or sheen was observed at the sediment sample locations. A slight hydrogen sulfide odor was noted throughout the sediment samples. Boring logs are contained in Appendix A.

For the elutriate testing, one composite sediment sample (Elutriate) was prepared using sediment samples SS-1, SS-1A, SS- 2, and SS-3. Additionally, one site water sample (SW) was collected from the water column within the proposed dredged area using a submersible pump.

3.2 Analytical Results

The sediment analytical results received from TestAmerica were compared to the following screening criteria:

- Virginia Voluntary Remediation Program (VRP) Tier II Screening Levels for Sediment: Unrestricted Use

- Virginia VRP Tier II Surface Water Screening Levels for Other Surface Water – Marine

- EPA TCLP regulatory levels

Tables 1 through 5 summarize the results of the sediment, surface water and elutriate analyses.

Concentrations of metals, PAHs, and pesticides were detected in sediment samples SS-1, SS-1A, SS-2, and SS-3 at concentrations above the laboratory’s reporting limits but below the VRP Tier II Screening Levels for Sediment for Unrestricted Use. Concentrations of PCBs were detected in sediment samples SS-2 and SS-3 at concentrations above the laboratory’s reporting limits but below the VRP Tier II Screening Levels for Sediment for Unrestricted Use. Herbicides and VOCs were not detected above the laboratory’s reporting limits. No constituents exceeded the VRP Tier II Screening Levels for Sediment for Unrestricted Use.

Concentrations of TCLP Metals (arsenic, barium, cadmium, chromium, lead, and mercury) were detected in sediment samples SS-1, SS-1A, SS-2, and/or SS-3 at concentrations above the laboratory’s reporting limits but below the EPA TCLP regulatory

AECOM 3-3

levels. TCLP Pesticides, TCLP VOCs, and TCLP SVOCs were not detected above the laboratory’s reporting limits. Based on the TCLP results, the sediment is characterized as non-hazardous waste.

The pH of the sediment samples for SS-1, SS-1A, SS-2, and SS-3 were 8.09, 7.98, 8.52, and 7.59, respectively. These values are between 2 and 12.5 indicating that the dredged spoils can be classified as non-corrosive. The ignitability results for the sediment samples were reported as greater than 140 degrees Fahrenheit indicating that the material can be classified as non-ignitable. Concentrations of total cyanide were detected in sediment samples SS-1, SS-1A, and SS-2 at estimated concentrations above the laboratory’s reporting limits. Concentrations of sulfide were detected in sediment samples SS-2 and SS-3 at concentrations above the laboratory’s reporting limits. The EPA no longer recommends threshold levels or methods to determine if a waste is hazardous based on the characteristic of reactivity. Therefore, this determination will be made by the disposal facility on a case by case basis. The sediment sample results did not indicate toxicity above any established regulatory levels for the parameters for which the EPA have prescribed limits and methodology.

The grain size analysis indicated that the sediment material consisted of 8.2, 24.2, 18.1, and 9.7 percent fines (passing a # 200 sieve) in samples SS-1, SS-1A, SS-2, and SS-3, respectively. The duplicate sample (SS-1-DUP) from SS-1 had 6.6 percent fines. Results of the grain size analysis are presented in Appendix B. Grain size distribution graphs are presented in Appendix C. It should be noted that while the percentages of fines were relatively low in the sediment samples, none of the in-situ sediment samples passed the paint filter liquid test.

The elutriate analysis for the composite sample (Elutriate) resulted in detections of metals, PAHs, and pesticides in the total fraction above the laboratory’s reporting limits but below the VRP Tier II Screening Levels for Surface Water – Marine. Metal and PAH concentrations were detected in the dissolved fraction above the laboratory’s reporting limits but below the VRP Tier II Screening Levels for Surface Water – Marine. No pesticide concentrations were detected above laboratory reporting limits in the dissolved fraction. Metal concentrations were detected above laboratory reporting limits but below the applicable water quality criteria in the site water sample (SW). No pesticide or PAH concentrations were detected above laboratory reporting limits in the site water sample. The elutriate analytical results are presented in Tables 4 and 5, and the laboratory analytical report is included in Appendix B.

AECOM 4-1

Preliminary review indicates the dredging of the boat basin at STA Little Creek may require a request for a Regional Permit with the USACE and a Virginia Water Protection Permit with the Virginia Department of Environmental Quality (VDEQ). The USACE and the VDEQ have simplified the permitting process by allowing the submittal of a joint permit application. Approval of the project may also be required by the Virginia Marine Resources Commission. AECOM will discuss the project and permit options with the USACE and VDEQ staff. Discussions with the appropriate federal, state and local regulatory agencies and submittal of the joint permit application will occur following the USCG’s review and approval of this sediment sampling report.

4 Permitting

AECOM 5-1

AECOM collected four sediment samples from three locations within the proposed dredging area at the STA Little Creek boat basin. The sediment samples collected indicated that the sediment consists predominantly of sand and silty sand. The samples were analyzed for chemical and physical analyses for waste characterization and profiling to ensure proper disposal of the dredged sediment.

The sediment was representatively sampled and tested for the following parameters: total concentrations of the priority pollutant metals and barium; VOCs; PAHs; pesticides; herbicides; PCBs; TCLP VOCs, SVOCs, pesticides, and metals;

reactivity, corrosivity, and ignitability; grain size; TOC; percent moisture; water content; percent solids; specific gravity; and the paint filter test. In addition to the sediment analyses, elutriate samples were prepared with sediment samples and site water and analyzed for priority pollutant metals and barium; pesticides; PAHs; total suspended solids; total phosphorus; total Kjeldahl nitrogen; total cyanide; and ammonia nitrogen. Additionally, a site water sample was collected and submitted for analysis of priority pollutant metals and barium; pesticides; PAHs; total suspended solids; total phosphorus; total Kjeldahl nitrogen; total cyanide; and ammonia nitrogen.

The results of the chemical analysis indicated that the sediment samples were below either the laboratory’s reportable limits or the VRP Tier II Screening Levels for Sediment for Unrestricted Use. All TCLP results were below the reporting limits;

therefore, the sediment is characterized as a non-hazardous waste. All four samples can be characterized as non-corrosive and non-ignitable. The results of the grain size analysis indicated that the samples had less than 25 percent of the material retained on the No. 200 sieve. Although the percentages of fines were relatively low in the sediment samples, none of the in-situ sediment samples passed the paint filter liquid test.

The results of the elutriate analysis indicated that elutriate samples (total and dissolved fractions) were below either the laboratory’s reportable limits or the VRP Tier II Screening Levels for Surface Water – Marine. The results of the water analysis indicated that the site water sample were below either the laboratory’s reportable limits or the VRP Tier II Screening Levels for Surface Water – Marine.

Based upon the chemical and physical analyses, it is anticipated that the dredge material can be disposed of at the Clearfield MMG, Inc. facility in Chesapeake, Virginia. This facility is a licensed materials recovery facility permitted to accept dredge sediment. As indicated above, the concentrations detected in the sediment samples did not exceed the VRP Tier II Screening Levels for Sediment for Unrestricted Use. Additionally, based on analytical results the sediment can be characterized as non-hazardous waste based on established regulatory levels. AECOM will work with the representative at the landfill to prepare the waste profile and obtain formal waste disposal approval.

Once the Waste Profile Form (included in Appendix D) is completed, it will need to be submitted to the disposal facility along with the laboratory reports. AECOM will also discuss the results of the paint filter tests with the disposal facility to determine if additional paint filter testing and/or solidification are needed prior to disposal. Dewatering of the material may also be necessary before the material can be disposed of at the landfill.
