3.4 MEASUREMENT
Contractor shall provide hydrographic surveys before and after dredging. The hydrographic surveys shall be performed by an independent surveyor licensed to perform such work by the State of South Carolina.
The vertical datum for all soundings shall be Mean Lower low water (MLLW). These surveys shall be used to calculate the actual gross volume and design volume of dredged material removed.
35 20 23-6
3.4.1 Method of Measurement
The material removed will be measured by cubic yard in place, by means of soundings taken before and after dredging. The contract drawings represent existing conditions based on current available information, but will be verified and corrected by the Contractor, if necessary, by soundings taken before dredging. Prior to start of dredging operations five copies of the pre-dredge survey shall be submitted to the Contracting Officer. Upon completion of the dredge, the Contractor shall perform a post-dredge survey. This, along with the pre-dredge survey, shall be the sole source used to calculate the actual gross volume of dredged material. The design volume is the volume within the design template that consists of the bottom of basin at the dredge depth including the allowable overdepth and the specified side slopes. The surveyor who performed the surveys shall calculate the gross volume and design volume from the results of the surveys. The Contractor shall submit for approval, five copies of the post-dredge survey, and the calculations along with sufficient documentation to verify the accuracy of the results.
3.4.2 Extent of Dredge Surveys
The dredge surveys shall cover all the bottom area within the dredge limits of the bottom and side slopes areas. Bottom elevations shall be determined to the nearest tenth of a foot at horizontal intervals of no more than 20 feet.
3.5 FINAL EXAMINATION AND ACCEPTANCE
As soon as practicable and no later than five (5) days after the completion of the entire work, the area will be examined by sounding or sweeping, or both. Remove shoals and lumps by dragging the bottom or by dredging. However, if the bottom is soft and the shoal areas form no material obstruction to navigation, removal may be waived at the discretion of the Contracting Officer. When areas are found to be in satisfactory condition, the work therein will be accepted as complete. Final volume for payment will be subject to deductions for excessive overdepth, dredging outside of authorized areas, or disposal of material in an unauthorized manner.

SCOPE OF WORK
Survey# 18-158 U. S. Coast Guard Station Charleston Pier Papa, South Carolina Hydrographic Exam Survey, FY2018
PROJECT LOCATION
The project is located on the Cooper River on the former Charleston Naval Complex in North Charleston, South Carolina
SCHEDULE
The field survey deliverables shall be completed and delivered to USACE Jacksonville no later than 15 November, 2018. All mapping deliverables are due NLT 30 November, 2018.
SCOPE OF WORK
This survey is being performed at the request of the U. S. Coast Guard.
Hydrographic data shall be obtained for the below area using multi beam. However, if multi beam is unavailable single beam maybe used, cross sections intervals shall not be any greater than 50-feet. However, a tighter line spacing is required in the immediate vicinity of the USCG dock facilities, no greater than 25-feet and obtain soundings along the dock face at a minimum of 25-foot intervals.
The limits of the hydrographic survey shall include the areas defined in the attached image and can also be found on the Hydro server at:
“W:\u5dgn\US_Coast_Guard_Stations\SOUTH CAROLINA\Pier Papa\18-158 North Charleston Pier Papa\2_PROJECT CONTROL\CHANNEL FILE”.
File name:
18-158 -V-PROJLMT.dgn
The area is bounded by the following geographic coordinates:
Point X Y
Point A 2,323,013.5 372,012.4
Point B 2,324,331.0 372,914.4
Point C 2,325,196.6 373,507.0
Point D 2,325,716.2 373,286.6
Point E 2,324,850.5 372,693.9
Point F 2,323,683.4 371,891.7

Point H 2,323,620.3 371,861.5
Point I 2,323,376.9 371,923.5
Point J 2,323,238.8 371,928.2
Collect hydrographic survey data for the project limits bounded in above listed coordinates.
DGPS or RTK GPS shall be utilized for horizontal positioning of the survey vessel while collecting hydrographic data. Vertical aspect of positioning shall be obtained using a tide staff if RTK tides are not available. Any data collected in seas greater than 3 feet will be rejected. Establish at least two on-site control monuments with State Plane coordinates, NAD83(HARN) / South Carolina (ft) and North American Vertical Datum, 1988 elevations.
Evidence of bathymetric survey equipment calibration including but not limited to start and end of day bar checks, latency tests, and speed of sound velocity measurements will be submitted in a report format for review for all equipment used to collect data. Notation of any test or check in a field book without substantiating documentation will not suffice as evidence of a bar check. The bar check will be named and recorded in Hypack as a line file with the soundings of the bar check recorded as a line. If any of the aforementioned tests or checks are not obtained, note this occurrence in the field book and survey report with an explanation as to why it was not obtained. All equipment testing will be performed onsite at the survey location. In addition, sensor offsets (i.e. transducers, GPS antennas, IMU, etc) shall be provided in the field book and updated in the event they are changed.
CHANNEL FILE
The channel file to be utilized for this project is “To Be Determined”.
ADDITIONAL SURVEY REQUIREMENTS
