About this file

This document is a Questions and Answers file for RFQ 70Z08126QELIZ0015 issued as of August 3, 2026, addressing clarifications regarding an HVAC equipment replacement project. The Government clarifies that a North Carolina licensed Professional Engineer is not required for design documentation, and electrical panel information, HVAC load calculations, and testing and balancing reports are not available for reference. The Government will not require temporary HVAC conditioning during construction, will handle removal and protection of laboratory equipment prior to work, and will not provide asbestos or hazardous material surveys.

Key scope clarifications address equipment specifications and contractor responsibilities. The existing 4-ton packaged unit shall be replaced with a new 3-ton unit as specified in the Statement of Work, regardless of the contractor's independent load calculations. Repair or replacement of existing exhaust equipment is not required in the base bid; any deficiencies discovered post-award will be addressed through contract modification, though pre-award identification of equipment issues is requested. The contractor should refer to the Scope of Work for definitive guidance on roof penetrations, testing and balancing scope, and whether the Fuel Testing Laboratory and office area systems are to be separate installations or may be combined provided all specified performance requirements are met.

Questions and Answers as of August 3, 2026

1. Is a North Carolina licensed Professional Engineer required to prepare and/or seal the HVAC design, calculations, shop drawings, or other project documentation?

A: No.

2. Are electrical panel schedules, one-line diagrams, or available electrical capacity information available for the existing equipment being replaced?

A: No.

3. Has the Government performed HVAC load calculations for either the Fuel Testing Laboratory or the Office Area? If so, can those calculations be provided?

A: No.

4. Have the existing laboratory exhaust fans been tested and balanced? If so, can the most recent TAB report or measured airflow data be provided?

A: No.

5. Will temporary HVAC or environmental conditioning be required during construction to maintain building operations, or may the affected areas be taken out of service during equipment replacement?

A: No temporary HVAC or environmental conditioning is required.

6. Are roof penetrations, flashing modifications, and associated roofing repairs included within the Contractor's scope of work, or will they be performed by others?

A: Refer to Scope of Work for project requirements.

7. Has the Government completed any asbestos, lead-based paint, or other hazardous material surveys applicable to the existing HVAC equipment or work areas? If so, can those reports be provided?

A: No. No hazardous material surveys are available.

8. Will Government personnel remove or protect laboratory equipment, furnishings, and contents prior to construction, or should the Contractor include this work within the proposal?

A: The Government will remove or assume responsibility for protecting laboratory equipment, furnishings, and contents prior to construction.

9. Does the Government intend for the contractor to perform testing, adjusting, and balancing (TAB) of only the newly installed HVAC equipment, or is a complete TAB of the existing building HVAC and exhaust systems required to demonstrate compliance with the specified airflow, pressure relationships, and air change requirements?

A: Refer to Scope of Work for project requirements.

10. The Statement of Work requires the Contractor to verify the operation and airflow of the existing exhaust fans and integrate the new HVAC equipment with those fans; however, it does not specify whether repair or replacement of the existing exhaust equipment is included in the project scope. If the existing exhaust fans are found to be inoperable or incapable of delivering the required airflow during installation or commissioning, should the Contractor include repair or replacement in the base bid, or will such work be handled by the Government or addressed through a contract modification?

A: Repair or replacement of existing exhaust equipment is not required to be included in your quote. Any deficiencies discovered after award will be addressed through contract modification. However, if the contractor identifies any issues prior to award, the Government would appreciate information regarding the condition of the equipment and any recommended corrective actions.

11. The SOW specifies replacement of the existing 4-ton packaged unit with a new 3-ton packaged unit while also requiring the Contractor to verify building conditions prior to performing calculations. Has the Government already completed the load analysis supporting the specified 3-ton capacity, or should the Contractor independently verify the equipment sizing as part of the proposal? If the Contractor's calculations differ from the specified capacity, should the proposal be based on the specified 3-ton unit or the calculated capacity?

A: The unit shall be replaced as stated in the Statement of Work.

12. The SOW separately identifies new HVAC equipment for the Fuel Testing Laboratory and a new 3-ton packaged unit serving the office area, locker room, and bathroom. Please confirm that the Government intends these to be two separate HVAC systems.

Alternatively, may the contractor propose a combined system serving both areas, provided all specified temperature, humidity, ventilation, airflow, and pressure requirements are satisfied?

A: Refer to Scope of Work for project requirements.
