About this file
This is a Questions and Answers document for HVAC preventative maintenance services at Station Fort Macon, Atlantic Beach, North Carolina. The Q&A clarifies key requirements and operational details for prospective contractors responding to solicitation 70Z08126QELIZ0001, a 100% small business set-aside using NAICS code 238220 with a $19 million size standard.
The document addresses contractor responsibilities regarding filters, equipment maintenance, and system access. Contractors must provide disposable media filters per the list in Section 7.2 of the Performance Work Statement, though permanent media filters at the station require only vacuuming or cleaning rather than replacement. Specific filter sizes required are 18" x 24" x 4" and 18" x 24" x 2", along with part number 100289340 (CN4-850) for the water boiler. The building control system falls within the scope, though no software maintenance is required; contractors must be familiar with Johnson Controls software and access it using the station's existing license. Belts and other replacement parts may be charged to the $5,000 NTE parts line in Section 5.5 of the PWS. The contractor must develop a maintenance schedule for each equipment item based on frequency requirements (monthly, quarterly, semi-annually, or annually) and provide updated checklists after each maintenance visit. This is a new contract with no incumbent. The station superintendent will provide access to mechanical rooms; remote access is not available. Three dehumidifiers (DH-1, DH-2, DH-3) are located in rooms 109, 210, and 313 respectively, manufactured by WM-150. Quotes are due February 11, 2026, at noon Eastern Time via email to Tyrone.L.Mason@uscg.mil, with Q&A inquiries due by February 3, 2026. A site visit is scheduled for January 26–30, 2026.

Q/A
1. Will the contractor provide filters? If so, is there a list?
Yes, the contractor should provide disposable media filters. However, most of the equipment with filters at the station have permanent media that require vacuuming/cleaning rather than replacement. There is a disposable media filter list on page 31 of the PWS (Section 7.2 beneath the equipment list). Contractors are encouraged to verify the filters at a site visit as the list is developed from manuals.
2. Is the building control system within the scope of maintenance on this project?
Short answer is yes. There is no maintenance required of the controls software, per se, but there may be instances in which accessing the software is necessary for trouble shooting or repair work. The station has a Johnson Controls software license, so the contractor should be able to access it using that license, but should be familiar with Johnson Controls.
3. Will the contractor provide belts? If so, is there a list?
We do not have a belt list. The contractor can replace belts as needed and charge the parts to the $5,000 NTE parts line PWS Section 5.5.
4. The job plan mentions a maintenance check list. Is this the same as the check list in the job plan, or do we provide a check list?
The maintenance is checklist is part of reporting duties and relates to the maintenance schedule. The contractor is supposed to provide a schedule for the year’s maintenance of each item in the table in Section 7.2 based on their Job Plan column that shows how frequently each piece of equipment needs maintenance (monthly, quarterly, semi-annually, or annually). After each maintenance visit, the contractor should provide a checklist, or updated version of the maintenance schedule
Contract Background
1. Is this a new contract or is there an incumbent contractor currently performing this requirement?
2. What was the total value of the previous contract, if applicable?
3. Have there been any significant changes to the scope of work compared to the previous contract? If so, what has changed or been added?
1,2,3. This is a new contract.
Site and Equipment Access
4. Will the on-site computer be accessible as part of the work?
The station has a software license to use its Johnson Controls software and the contractor should be able to work with the station for any controls-related needs.
5. Will filters be provided, or are they the responsibility of the contractor?
Contractor is responsible for filters, most of which are permanent media that need only be cleaned rather than replaced. There is a replaceable filter list in Section 7.2, though on-site verification is recommended. The list was developed remotely using O&M manuals.
6. Is the water heater included as part of the service contract?
No, the water heater is not included, only the water boiler.
-Any required replacement filter for the boiler was inadvertently omitted.
Clause Clarifications Question 1 – Biobased Product Certification (52.223-1):

· What documentation or certification is required from the contractor to demonstrate compliance?
· Are there any minimum biobased content requirements or other specifications we need to follow?
Please see attached website for bio preferred products : BioPreferred FAR 23.109 Solicitation provisions and contract clauses. | Acquisition.GOV for explanation.
Question 2 – Superintendent Requirement (H-3 and 52.236-6):
Could you please clarify the superintendent requirement under Clause H-3 – Superintendence by the Contractor and FAR Clause 52.236-6 – Superintendence by the Contractor? Specifically:

4. Where are the 150 dehumidifiers? After seeing the dehumidifier on the third deck, they assumed it was the model of dehumidifier, but they said that it might need to be better distinguished in the contract.
