About this file

This document is a set of Questions and Answers related to a federal contract opportunity for a 400 Hz Solid State Frequency Converter.

The key details are:

  • The overload protection requirement is 400%, not the typical 300% for military applications.
  • Plug and play voltage regulation is required.
  • The converter needs remote control capabilities, including a separate remote control box.
  • The input power is three-phase, not single-phase as initially stated.
  • One unit is required, with a requested delivery of 30 days after receipt of the order.
  • The required power factor at the output is 0.7 lagging to 0.95 leading.
  • Mil-Std-704F applies to the ground power unit.
  • The solicitation is a Total Small Business Set-aside with a NAICS code of 335312 and a size standard of 1,250 employees.
  • All quotes must be submitted by NOON Eastern Time on June 7, 2024.

Questions and Answers as of 6/4/24:

1. The requirement for overload protection being 400% is a particular manufacture’s feature. Typically for most military applications under the UFGS 263543 the overload maximum is 300%. Please advise if 300% will be acceptable from an or equal manufacturer.

300% overload protection will not meet the requirements; the overload protection requirement is 400%.

2. The requirement for plug and play voltage regulation is a particular manufacture’s feature. Please advise if a standard voltage regulation setup can be performed in the user control panel settings upon installation depending on how the output cable is configured.

Plug and play voltage regulation is required.

3. Please advise for the remote control box requirement, if you mean the converter needs remote control capabilities or if you also need a remote control box for operating the output within the converter.

The converter needs remote control capabilities (i.e., a remote control box to operate the convertor from a separate space).

4. Could you confirm that the input power listed below is single phase input?

• Input Voltage: 480 VAC ± 10%

• Input Frequency: 50/60 Hz ± 5 Hz

• Input Amperage: 93 A at Power Factor of 0.8; 117 A at Power Factor of 1.0

The input power is three-phase.

5. What is the total number of units needed?

One.

6. What is the expected delivery date?

Requested delivery date is 30 days after receipt of the order.

7. What is the required power factor at the output?

0.7 lagging to 0.95 leading.

8. Does Mil-Std-704F apply to the ground power unit?

Yes.

9. Does the size standard, “Set Aside for Small Business” apply in this case to a value added reseller?

The Small Business size standard typically applies to the manufacturers of any products that a firm does not manufacture themselves as described in the Nonmanufacturer Rule

(NMR). For this solicitation, the SBA has an applicable standing class waiver to allow small businesses to offer products from manufacturers outside of the size standard.

10. What are the line drop compensation limits required by the feature “Plug & Play Regulation”?

Voltage at the aircraft plug should be 115 V ±3 V; current aircraft cables from the ground power unit to the aircraft would be 100-150 feet.

11. Unit Specifications required include stand for fixed mount. What is the stand required height?

No specific height required; we would like it elevated off the ground; the space that this will be in is not classified as Class 1 Div 2.

12. Regarding the required 400% overload, what is the duration the unit must remain running during that overload condition?

One second.

13. Regarding the 400% overload protection, is this current limitation or power? Secondly what is the time interval for the overload? i.e. time of overload, and time between overloads?

400% overload protection is for power (voltage) for 1 second.
