About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the USCGC VENTUROUS FY26 Dry Dock project issued by the U.S. Coast Guard, Sector Field Logistics Center (SFLC), Norfolk, Virginia.

The amendment, numbered 70Z08026QMECP00200003 with an effective date of May 15, 2026, contains answers to nine vendor-submitted questions regarding work specifications and requirements. The questions address hull plating preservation and interference removal (Work Item D-003), underwater appendage preservation and leak testing (D-004), void preservation and leak testing (D-006), transverse frame renewal (D-033), sewage system piping renewal (D-035), auxiliary machinery space stiffeners and sea chest plating renewal (D-037 and D-040), and stern tube preservation work (Items 17, 18, and 38). Key clarifications provided include: flight deck nets are classified as interferences per Standard Specification 0000 with weight testing only required if nets are disturbed; "Guards Numerous, P/S" should be disregarded from the appendages table; the chain in the chain locker can be lowered rather than fully removed for void access; 8 square feet of hull plate (1ft x 8ft) should be estimated for transverse frame repairs; piping renewal is 3-inch CUNI; the vessel should arrive with minimum fuel for work adjacent to fuel tanks; repairs are located near potable water pumps and do not cross the 156 bulkhead; the Port Sea Chest is the work location with plating renewal based on submitted Condition of Facility Reports; and stern tube work scope varies by item—both sides for Items 17 and 18, starboard side only for Item 38. The contracting officer is Souyres Shaun, and the contractor is not required to sign and return the amendment.

Answers to Questions

Question 1)

Work Item: D-003

Paragraph/Section: 3.1.4.1& 3.1.4.2

Title: Hull Plating Freeboard, Preserve, 100 Percent

1) Flight Deck Nets 3.1.4.1 is inspection 3.1.4.2 is restoration by reinstalling. Thiers nothing to say to remove these as interference so is it requirement? SFLC STANDARD SPECIFICATION 0000 GENERAL REQUIREMENTS (2022) 3.3.5 Interferences. The Contractor must remove all interferences in way of specified work, as necessary, without regard to whether interferences are listed in applicable work items; restore all removed interferences upon completion of the specified work. The Contractor may exercise the discretion to work around certain interferences, when possible, so long as the specified work is successfully accomplished. If they are covered and protected to prevent any issues during painting is that acceptable. 2nd question is if flight nets are removed isn’t a requirement to reinstall and conduct a weight test which is not mentioned in the spec.

Answer - Flight Deck nets would be considered interference according to STND SPEC 0000.

Weight testing is only required if the nets are disturbed. Frames can be removed and reinstalled without requiring a weight test.

Paragraph/Section: Table 1

Title: Appendages (U/W), Preserve (Internal) and Leak Test

2) TABLE 1 - U/W APPENDAGES has last line the Guards Numerous P/S, what are these as the Drawing mentioned do not have them listed. Also, the note says some liquids that are drained may be classified as Hazardous Materials or waste depending state & local regulations we know for a fact that the skeg contains un coated lead ingots which have been covered over the last 50 + years and should be classified as hazardous waste in disposal to prevent and lead in the drain product.

Answer - Disregard “Guards Numerous, P/S.” “Dispose of any drained liquids in accordance with all Federal, state, and local laws and regulations” as written in the specification.

Question 3)

Work Item: D-006

Paragraph/Section: 3.1.4.1 & Table 1

Title: Voids (Non-Accessible), Preserve (Internal) and Leak Test

3) The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, (Interferences). Understand this with nothing being mentioned but Table 1 last item Chain locker 3-12-0-Q Side Shell Voids, these plugs are in the locker and require the chain to be removed to gain access to them. Nothing in spec calls out for this?

Chain does not need to be fully removed and can be lowered to DD floor by ships force using anchor windlass.

Answer - Piping is 3 inch CUNI.

Question 6)

6) Both spec items’ numbers interference is to follow as per Std Spec 0000 understand this, but both items are against fuel tanks that in dry dock we don’t need to remove fuel to dock vessel but to work on the steel repairs these tanks need to be cleaned and gas free. Is vessel to transfer to other tanks to complete the task or does it need to be stored?

Answer - Vessel should come in with minimum fuel.

Question 7)

7) 37 has the S-7 passing through bulkhead 156 into the fuel tank 4-143-1-F to frame 154.

Answer - Location of repair is located in the vicinity of the potable water pumps and does not cross the 156 bulkhead.
