About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP) under FAR 13.106-1(b).

The Coast Guard seeks to procure seven Moisture Eliminators (NSN 2090-01-676-5307, Part # M-FRC-ERPE-MHA) and seven Air Intake Filter Elements (NSN 2940-01-620-5648, Part # M-FRC-SSDG-S) for an estimated total value of $59,500.00. These components are integral to the Engine Room and Ships Service Generator Room Ventilation System of the 154-foot Fast Response Cutter patrol vessels. The sole source award justification is based on the determination that only one source is reasonably available. Murray Ventilation Products, LLC. (UEI: YLHQDFM5JHK4), located at 3099 SE Monroe Street, Stuart, Florida 34997-5981, is identified as the Original Equipment Manufacturer and suggested source.

The justification emphasizes that these components were specifically designed and tested to meet manufacturer specifications when the vessels were built and must conform to exact design, size, materials, configuration, and operational requirements. The Coast Guard operates these patrol vessels for over five years in demanding conditions including search and rescue, law enforcement, migrant interdiction, drug enforcement, and human trafficking prevention missions. The rationale cites critical safety and operational concerns, noting that failure of substituted or aftermarket parts could cause personal injury, reduced engine efficiency, electrical overloading, mold growth, electrical fire risk, mission delays, and potential loss of life, property, or environmental damage. The contracting officer has not yet completed the fair and reasonable price determination section or signed the justification as of the document date of 12/12/2025.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

Murray Ventilation Products, LLC. is the Original Equipment Manufacturer (OEM) of these Moisture Eliminators & Air Intake Filter Elements currently in use on the 154’ WPC patrol vessels Engine Room & Ships Service Generator Room Ventilation System. This contract is intended to enable the Coast Guard to keep these vessels at their original operating capability, current mission requirements and maintain configuration/logistics control. Working in partnership with the OEM is in the best interest of the Coast Guard. These items must conform to design, size, materials, configuration, and operational requirements on board the 154’ WPC patrol vessels. These components, when in operation provide filtered and moisture free air to exchange with the existing air in the Main Engine & Ships Service Generator Room, from outside the vessel allowing for proper engine operation. The 154’ patrol boats have been in service for over 5 years and routinely operate in bad weather and heavy sea state conditions during their multi-mission operations in support of Homeland Security in international and territorial waters. These missions include search and rescue, law enforcement, migrant interdiction, drug enforcement and human trafficking prevention. The Murray Ventilation Products, LLC. identified in this acquisition were designed and tested to meet manufacturer requirements and specifications when the vessels were built. Failure of these items during vessel operations could cause personal injury as well as reduced engine efficiency and power, electrical overloading, crew discomfort due to stale air, mold growth or electrical fire. Any reduction in engine efficiency or failure of electrical power will cause a multitude of other very serious problems. Any failure of substituted or aftermarket parts could delay mission response, jeopardize the safety of the vessel and crew possibly causing loss of life, property or damage to the environment.
