Work Item Specification for Turbocharger Repair

This is a detailed work specification for the repair and overhaul of Alco Model 165 Turbochargers (NSN 2950-01-118-7979, Part Number 22602128-2) used on U.S. Coast Guard 251 Series Alco Diesel Engines for WMEC 270 A/B vessels. The specification covers the complete lifecycle of turbocharger servicing, including receipt, disassembly, inspection, condition reporting, overhaul, reassembly, testing, preservation, packing, and marking of one turbocharger unit. The contractor is responsible for all inspection activities, providing adequate facilities and equipment at their plant or Coast Guard-approved locations, with the Coast Guard reserving inspection verification rights.

The specification requires mandatory replacement of 15 component parts listed in Appendix A (including O-rings, gaskets, shims, thrust washers, oil seals, bearings, and air seals), with additional contingency parts available in Appendix B. Contractors must perform rotor balancing to 0.02 inch-ounces maximum unbalance, conduct dimensional inspections against clearance tables (Appendices C and D), perform dye penetrant testing of rotor disks and impellers per NAVSEA standards, and submit detailed arrival inspection and reassembly/test reports for government approval before proceeding with work. External surfaces must be cleaned, stripped of paint, and repainted with primer (SSPC-PAINT 25) and high-gloss equipment enamel for areas below 300°F, while heat-exposed surfaces receive heat-resistant aluminum paint. The contractor must maintain ASQ/ANSI/ISO 9001 quality systems, ISO/IEC 17025:2017 calibration programs, and preserve the completed turbocharger using MIL-STD-2073-1E methods with specified preservative oils and coatings. Upon completion, the unit must be individually packed in wooden crates per ASTM D7478 standards, marked with complete shipping information per MIL-STD-129R, and delivered to the U.S. Coast Guard Surface Forces Logistics Center in Baltimore, Maryland during normal business hours (Monday-Friday 0730-1300) with seven days advance notice.
