About this file

This document is an Amendment to a Solicitation for the USCGC NORTHLAND (Solicitation Number 70Z08025QMECP0020), issued by the U.S. Coast Guard Surface Forces Logistics Center (SFLC) in Norfolk, VA. The amendment extends the solicitation closing date to Tuesday, September 2, 2025, by 1:00 pm EST and provides responses to several contractor questions regarding specific work items.

Key clarifications include: (1) The Coast Guard will not modify specifications for deck work, specifically maintaining requirements for surface preparation methods and non-skid coating applications, (2) For Work Item 5 and 9 involving anemometer and electrical cable work, the contractor must supply all parts and conduct required inspections, and (3) Contractors are required to submit a signed copy of this amendment with their quote. The solicitation appears to involve maintenance and upgrade work for a Coast Guard cutter, with specific technical requirements for deck refinishing, electrical systems, and component replacements.

Response to Questions/Request for Clarification:

1. Work Item 8 Decks: The specification references SFLC 6310 (2020 revision). SFLC 6310 in Appendix A-3 permits the use of steel grit or Mil-A-22262 abrasives or UHP water to remove non-skid in a singular eƯort, at the contractors option to generate a clean and acceptable substrate for flight decks. However, the specification restricts the use of UHP water as a “final” removal (preparation) method. The specification requires that the flight deck substrate be blasted with a Mil-A-22262 abrasive as a “Final” surface prep operation as the sole option. This approach increases the cost and the total generated waste stream. It is a long-standing accepted approach to remove non-skid systems from flight decks utilizing UHP water (on other government vessels) and apply coatings to the exposed substrate without additional eƯorts – other than inspection. NAVSEA Standard Item 009-32, Fy 22, Chg 1 is referenced in the specification. NSI 009-32 provides that UHP water may be used as the sole surface prep for flight decks.

Will the Coast Guard modify the specification to permit UHP water as the allowable (sole) surface preparation as defined in Appendix A-3 of SFLC 6310 for flight decks?

Response: The Coast Guard will not modify the specification.

2. Work Item 8 Decks: In Table 1, note 5 of the specification addresses heating the deck to remove the existing coating system. What is considered excessive heat?

Response: The specification does not allow the flight deck to be heated to remove the existing coating, and the Coast Guard will not change the requirement.

3. Work item 8 Decks : The specification item requires the application of a UV/LSA “qualified” non-skid para 3.6. Will the application of other Type I, Comp G non-skids be permitted?

Response: No, the specification requires the system to be qualified as UV/LSA as designated on QPL-24667 and the Coast Guard will not change the specification.

4. Please provide clarification on the following Work Item 5 and 9.

On WI 5 paragraph 1.2 it is stated that the anemometer is a GFM then paragraph 3.3 stated that contractor will have to visually inspect the mounting post, anemometer

USCGC NORTHLAND

Amendment 0003 housing and associated hardware and submit a CFR but on WI 9 paragraph 3.3.1 it states that have to:

a) Remove and replace 500 linear feet of wire.

b) Remove and replace port and starboard mast mounting base.

c) Remove all associated electrical fittings and plugs.

Please note that the cable LS3SWU-3 is backordered until Nov 2025 so there is a long lead time and this job requires setting up a scaƯolding for the whole duration of removing and reinstallation.

Response: No, the government will not supply the GFE. KTR has to provide all parts needed for WI 9 paragraph 3.3.1

5. Will the government clarify between work item 5 asking to only calibrate and inspect and work item 9 is asking for replacement.

Response: WI:5 is for the Contract to remove the ammeters as stated in para 1.1 and turn over the ammeters to the COR. Once the COR conducts an inspection within 14 days, he will determine to repair or renew with supplied government GFE.

The Contractor shall conduct an inspection in accordance with para 3.3. and submit a CFR on the inspection.

WI:9 is to have Contractor to remove and replace existing electrical cable for the port and starboard mast Anemometer along with the bases and ancillary components. For this work item the Contractor is to supply all GFE.

6. Can a subject CFR be submitted for work item 9 if the mounting base needs to be replaced?

Response: The Contractor must supply all parts as stated in the para 3.3 of the work item.
