About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the U.S. Coast Guard (USCG) to procure Ship Service Diesel Generators (SSDGs) from Philadelphia Electrical Equipment Company (PEECO). The USCG intends to award a five-year requirements contract for PEECO Model DSSJDM-65-60MX-Phase Ship Service Diesel Generators for the 87' WPB Patrol Boat class, with 12-month ordering periods. The generators are specifically designed to integrate with existing auxiliary fuel and cooling water systems on the patrol boats, and PEECO is the only Original Equipment Manufacturer (OEM) for these parts.
Market research conducted from September 2023 through October 2024 confirmed that these specialized generators are only available from PEECO, which does not use distributors. A Sources Sought Notice posted on SAM.gov from March 28, 2024, to April 11, 2024, resulted in only PEECO responding, reinforcing the sole-source nature of the procurement. The USCG argues that soliciting alternative vendors would cause substantial duplication of costs, potential mission readiness risks, and could compromise the technical specifications critical to the patrol boats' operational capabilities. The solicitation number is 70Z08025Q16004B00, with a funding period spanning Fiscal Years 2025-2030.

the Acquisition Require Use of the Authority Cited. The PEECO SDDGs mentioned are commercial items with interrelated parts, designed and manufactured by PEECO. They were competitively awarded to PEECO in 2013 under contract HSCG40-13-D-11011, with the first prototype delivered and installed on CGC GANNET in August 2014. The USCG PBPL requires continued manufacturing of these SSDGs approved for replacement on the WPB-87 Patrol Boats per SFLC-PBPL SSDG First Article Design Acceptance Memo dated January 10, 2018. Other than basic part descriptions provided by PEECO, the Government does no possess description adequate for procuring these SSDGs utilizing full and open competition. The SSDGs are only available from the
OEM.
Substantial duplication of cost and man hours would be incurred should the government choose to solicit industry again, for another vendor to design another SSDG.
In addition, if this hypothetical new design was not successful, the PBPL would be exposed to further delays in upgrading the WPB-87 fleet which could significantly jeopardize the mission readiness of the WPB-87 fleet in performance of vital National Security, Maritime Law Enforcement, Drug & Migrant Interdiction and Search and Rescue missions.
cause engine failure rendering the vessel unable to complete mission requirements. The actual equivalency of any non- ined.
procedures is unacceptable and may result in cost to the Government exceeding hundreds of thousands of dollars, reduced reliability, reduced safety, and may ha mission requirements.
7. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential Sources as is Practicable. Pursuant to FAR Subpart 5.2, in an effort to solicit as many potential sources as practicable, a Sources Sought Notice was posted to SAM.gov from March 28, 2024 April 11, 2024, requesting that parties express their interest in writing to the Contract Specialist. The vendors were asked to respond with a positive statement of their intent to submit a quote while documenting their ability to provide the required SSDG April 10, 2024, PEECO responded that they would like an additional two weeks as the person who would be reponing to the notice was out of the country on travel. On April 10, 2024, the response date was updated to April 25,2024. The only response to the notice was from the OEM, PEECO on April 15th, notifying of their interest in the resulting solicitation. In a follow up email, dated April 17th, PEECO informed that there were no authorized distributors. The SS requirement was published in the Acquisition Planning Forecast System (APFS) on February 27, 2024, and updated on July 25, 2024, October 21, 2024, November 19, 2024 and December 4,2024. No inquiries from industry were received.
8. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.
9. Description of Market Research. Extensive market research as prescribed in FAR Part 10 was conducted by the Contracting Specialist (KS) from September 2023 through October 2024. Market research has shown that the SS B class vessels are only available from the OEM, PEECO, who does not use distributors to sell these parts.
10. Any Other Facts Supporting the Use of Other Than Full and Open Competition. None
11. A Listing of the Sources, if Any, that Expressed, in Writing, and Interest in the Acquisition. A Sources Sought Notice was posted on Sam.gov on March 28, 2024, requesting that parties express their interest in writing to the Contract Specialist. The vendors were asked to respond with a positive statement of their intent to submit a quote notice was from the OEM, PEECO.
12. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required. The USCG does not own the required drawings, specification, or technical data to evaluate non-OEM , continue its attempt to obtain the applicable drawings, specification, etc. from the OEM and conduct follow-up market research to determine the availability of distributors for PEECO products.
