About this file

This document is a set of Questions and Answers related to the USCGC LAWRENCE LAWSON WPC-1120 DRYDOCK FY24 solicitation. The key details are:

The contractor has questions regarding contradictory requirements in the Statement of Work, specifically related to the automated ultrasonic inspection of the underwater hull plating and the requirements for the vessel to be dry prior to docking. The government clarified that while a dry docking is preferred, the contractor can dock the vessel with some liquid still on board as long as the docking plans and calculations reflect this. The contractor also had questions about pricing for an "Unavoidable Growth" line item which the government stated should be disregarded. Additionally, the government provided the point of contact for the field representative and confirmed that an updated Schedule B Pricing Sheet will be provided to reflect the addition of a new Work Item for Freeboard preservation.

ITEM NO: 1
CONTRACTOR QUESTION 19: The REV-2 of this work item is contradictory. Paragraph 1.1 Table 1 states "Conduct an automated crawler ultrasonic inspection (i.e.SIDESCAN) of underwater hull plating to detect metal corrosion and deterioration." Paragraph 3.6.1.3 states, "The automated scanning machine must cover all areas of the hull (below the waterline and entire freeboard area)". Please change the work item to reflect the correct requirements of the government. Changes made. See Rev-3

CONTRACTOR QUESTION 20: The government answer to Question 16 did not focus on the correct line. The contractor questioned Line 16 for "D-016 Unavoidable Growth". This seems to be separate from Over and Above/Growth Work. Please direct the contractor on how to price this item.

That item should not be included, disregard

ITEM NO: 3
CONTRACTOR QUESTION 21: The government answered to Question 2 states "All tanks have to be empty for drydocking." Work Item 3, paragraph 3.2 NOTE states "There are no inherent liquid load restrictions…an FRC may be docked across a full range of liquid loads". Is the govenrment requiring the vessel to be dry prior to docking? No liquid load load, or "dry" is preferred by PBPL. However, if KTR wishes to dry dock a cutter with some liquid still on board the docking plans and calculations will have to reflect this.

Question 5 answer says U/W Hull is being 100% preserved (as needed for the hull scans) but the revised spec for WI 8 U/W Body, Preserve still calls for PARTIAL. Could you please confirm it is 100% preservation for the U/W Hull? UW Hull in 100%. Freeboard is Partial.

WI 2 Freeboard, Preserve has been added and Question 5 answer, says ‘Hull scans of the freeboard through paint has been done reliably in the past’, but WI 1 Hull Plating, Inspect, in Table 1 the freeboard has been removed. Could you please, clarify if the Sidescan is not required on the freeboard? Correct, Sidescan is not required on the Freeboard. Freeboard can be a visual inspection.
