About this file

This document contains questions and answers regarding Amendment A00001 to Solicitation 70Z08023Q21395B00 for the overhaul of helicopter in-flight refueling hoses. The amendment provides additional details on submission requirements, clarifies that the SF1449 form is not needed and has been replaced by the RFQ document, and addresses questions about refurbishing obsolete or damaged parts. Mandatory replacement parts are identified in a revised Schedule of Services form included with the amendment for price quotes. Drawings are provided for one coupling assembly, while manufacturer drawings are unavailable for two other fittings; the HIFR assembly diagram is unchanged. Responsibility for refurbishing nozzles and hose sections is clarified. Shipping container requirements are also specified.

AMENDMENT A00001

RFQ/Solicitation 70Z08023Q21395B00

CONTINUATION SHEET

AMENDMENT/MODIFICATION OF CONTRACT

BLOCK 14. Continuation of Description of Modification

Q. In the statement of work it asks for the company to complete the Form SF1449. Is the HIFR Hose Overhaul RFQ 70Z080-23-Q-21395B00-For SAM.GOV.docx to be substituted for SF 1449 form?

A. The SF1449 is not required. A corrected version of the RFQ has been uploaded to SAM.GOV with this Amendment updating submission requirements.

Q. This question is in regards to the GFM supplied. If the fittings leak which is most likely, are we responsible for replacing them?

A. Any new or refurbished fittings that fail testing and are not Government Furnished Material (GFM) are required to be replaced by the vendor.

Q. I found out that one of the parts is obsolete, and/or no longer supplied.

A. The Government cannot provide a sufficient answer without identification of the part name and part number of the part found to be obsolete.

Q. If the fittings are to be replaced can you supply their drawings, AE82246R, AE88763R, and AE88764R?

A. We can supply Aeroquip drawing of the breakaway coupling assembly, AE88764R. That drawing has been uploaded to SAM.GOV with this amendment. Manufacturer drawings of the other two fittings are not available.

Q. Can you supply a drawing for AE708312-1?

A. This is the part number for the HIFR Assembly. The HIFR rig is identified in drawing FL-9150-002. This drawing is already included as an attachment to the solicitation.

Q. Can you supply the drawing for the Cable Assembly, Emergency and Breakaway Actuator.

A. Separate drawings for the HIFR assembly parts is not available.

Q. Is the refurbish supplier responsible for the Helicopter Winch and Manual Breakaway Handle, if that is the case we will need those drawings also.

A. No, you are not responsible for replacement of the winch or handle. Those are not mandatory replacement parts. Those are to be inspected and refurbished in accordance with the specification. If other damage is found, or cannot be restored to “like new”, as per Paragraph 3.7.1 then that would be identified in your repair proposal after material has been received and inspected.

Q. Is the refurbish supplier going to be refurbishing nozzles or just the hose section?

A. The awarded contractor is responsible for refurbishing or restoring to “A” condition all hard and soft parts of the hose assembly. These are all parts of the HIFR rig assembly as shown between the dotted lines, on CG Dwg FL-9150-002, sht 1 In-Flight Refueling and Flushing.

Q. Will the hoses be shipped to the refurbish supplier in a wood box?

A. A HIFR rig may be received by SFLC Baltimore from the fleet enclosed in a wooded box but that box may not be suitable for this hose or be suitable for multiple shipments. The vendor is responsible for providing an appropriate shipping container (a wooden box) suitable for multiple shipments, as stated in Section 5 of the Specification.

Q. In the statement of work sect. 3.7 Refurbishment. If items a-f are to be replaced, we would need a list of part numbers, drawings, and/or specifications. This will ensure the parts are made of the correct material, have the right finish, and size.

A. A revised Schedule of Services sheet, for contractor price fill in, has been uploaded to SAM.GOV with this amendment. Previous versions have been deleted. The price fill in includes mandatory replacement parts, as identified in 3.7 of the specification, and this sheet must be included with submission.
