About this file
This document is an amendment to a solicitation for repairs to USCGC PETREL for fiscal year 2022. The amendment provides responses to contractor questions about the scope of work items including requests for additional details on pipe renewal locations, coating specifications for bilge preservation, hatch insulation renewal areas, and the size and location of a hull plate repair in the rigid inflatable boat notch. The responses clarify intent, reference drawings and photographs, and specify sizes, materials and colors as needed to clearly define technical requirements.

1. WI#31 – Seawater Cooling Piping/Valves, Renew: Can the Government provide any additional information regarding the exact locations of the pipe renewal.
Answer: as per the spec table 1: The flange Renew sea chest riser piping and flanges to include:
(2) 8” SCH 80 steel riser pipe/flange supplying port and starboard MDE seawater systems and (2) 3” SCH 80 steel riser pipe/flange supplying port and starboard SSDG seawater systems using Coast Guard Drawings 87 WPB 163-001 and 256-001 for guidance. Piping renewal as needed thru CFR/CR. (SEE PICS) for actual present condition of flanges and piping.
2. WI#32 – Critically coated surface preservation in the Lazarette bilge:Calls for Option 1 in the
6310 which calls for a plural paint system (spray) instead of two coats of epoxy. This is normal for new construction but more expensive than 2 coats of primer Amercoat 240 that we’ve usually done before. Can the Government clarify intent?
Answer: As it is a partial preservation; the Machinery Spaces: SSPC-SP 11 (1.0) hand tool preparation is the best option; roll on application of the coatings as per the std spec is our preferred application method. As per the coating product; as long as Amercoast 240 is IAW STD
SPEC 6310.
3. WI#33 – Interior Deck Covering Systems, Renew (carpeting) – Table 1 is very incomplete. Can the Government provide a complete Table 1? I.e. What color does the USCG want? Are we to renew the underlayment?
Answer: Agree; table is incomplete. No reports of failure underlayment during the planning cycle; it would be a CFR/CR as necessary as per the spec requirements. Color choice: DARK Blue IAW STD SPEC requirements.
4. WI#34 – Insulation renewal – Calls for new insulation renewal “under” (4) hatches. Aside from the FWD berthing hatch, the rest of the hatches themselves don’t show anything for insulation under the actual hatch on the drawing. See attached Sea Lion photos 196 & 132. Can the Government clarify intent? For example, is the intent to renew insulation of area *around* the hatches and the coamings?
Answer: Replace insulation per spec on the compartment interior side around the hatch framing (referencing SEA LION pics). No insulation required on the hatch lid for exterior hatch. (Reference pics for visual where work is needed).
5. WI#40 – RHIB notch plate renewal:Can the Government provide additional information on exact location of hull plate repair in RHIB Notch? Depending on location, price can vary immensely depending on interferences.
Answer: Using Coast Guard Drawings listed in Section 2 as reference, the Contractor shall crop and renew the forward vertical bulkhead inside the Rigid Inflatable Boat (RIB) notch, approximately 4 square feet (3ft x 1ft) of 3/16” hull plating. “The vertical plate just aft/below the RHIB Boat Winch platform.” Also, in reference to: the bulkhead aft of the switchboard in the engine room; where the rhib notch plate is located (don’t have any pics; just where the rhib boat’s nose matches up to the rhib notch plate).

1-22-2 Access Hatch
Engine room escape hatch:
Forward lower berthing escape hatch:
