About this file

This document contains questions and answers regarding a strain gage alignment check for the USCGC CONFIDENCE as part of its FY-23 repair work. The check is for a single, afloat occurrence to measure bearing reactions on internal propulsion shafting. Only internal strain gages and the corresponding analysis are required, as per the provided sample report. No alignment drawing will be needed. The related federal contract opportunity is for dock-side repair work to the USCGC CONFIDENCE in FY-23, issued by the Department of Homeland Security's United States Coast Guard under solicitation number 70Z080-22-Q-MECP0012.

CONFIDENCE DS FY-23 Q & A

1. Is this for a single, one-time, strain gage alignment check, or for a series of checks?

Normally, we are required to do multiple check as part of a drydocking: 1st check afloat before dry-docking, 2nd check in-drydock, before beginning repair work, 3rd check in-drydock after completing all repair work, 4th check afloat after undocking.

Answer: This spec calls for a single, one-time, strain gage alignment check.

2. If this is a single check, is it to be completed with the vessel afloat or while in drydock?

This matters as it will determine how completely we can meet the requirements of Item

3.3, which states “install strain gages internally and externally to measure all the bearing reactions.”

If afloat, we can only install strain gages to the propulsion shafting inside the vessel

(internally), and that only allows us to determine the loading on the forward and aft bull gear bearings. It does not allow us to calculate the loading on any of the stern tube and strut bearings. To do that, additional strain gages have to be installed on sections of the outboard shafting (externally), which can only be done when the vessel is in drydock.

Also, we will not be able to provide all of the analysis that is called for in Item 3.3 without having installed strain gages on the outside sections of shafting. In addition, we would also need information on the “wear-down” and “bore offset” conditions of the stern and strut bearings, which also can only be obtained during a drydocking and the removal of the propulsion shafting up to the reduction gear.

Answer: This spec calls for a single afloat check. Only the internal strain gages and analysis that are possible while the ship is in the water are required. Attached is a sample afloat strain gage report for reference.

3. Item 3.4 calls for an “alignment drawing”. Like Item 3.3, it is not possible to satisfy this requirement without first drydocking the vessel to do a complete strain gage installation, as well as pulling the shafting to inspect stern and strut bearing conditions and to perform an “optical” alignment survey of the bearing bore offsets.

A: An alignment drawing will not be required.
