REQUEST FOR INFORMATION: MARINE HVAC SERVICES
70Z08020S12002B00
This is a MARKET SURVEY / SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 Market Research Policy. This is NOT a pre-solicitation notice or solicitation for proposals/quotations.
REQUIREMENT: The Department of Homeland Security (DHS) United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Patrol Boat Product Line (PBPL) is conducting preliminary market research to determine the economic feasibility of entering into contract for a single source Marine HVAC Service and Repair Agreement which would support the USCG Patrol Boat Fleet of over 100 vessels located in diverse geographic locations. This notice to industry, and any subsequent correspondence in regards to this specific notice will not result in any orders for work or contractual agreements. This notice is solely intended to locate and engage qualified vendors for information gathering purposes in determining industry capabilities as they relate to the general requirements described herein.
The USCG SFLC PBPL has an ongoing requirement for both routine maintenance and emergency repair HVAC services onboard our vessels. We are specifically interested in determining if the Marine HVAC industry has existing vendors who are capable of leveraging their service network and/or service partners logistics footprint in correlation to the Patrol Boat fleet locations below, to reduce as much as possible the amount of commercial travel & lodging required in providing services onboard our vessels in the following diverse geographic areas:
Patrol Boat locations in continental USA: Maine, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Delaware, Pennsylvania, Maryland, Virginia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, Texas, California, Oregon & Washington
Patrol Boat locations out of continental USA: Alaska, Hawaii, Puerto Rico, Guam, Southwest Asia
All vendors are encouraged to respond who are qualified and experienced in providing Marine HVAC services to a geographically dispersed fleet of similar size, who are capable of providing services in locations described above and who would like to engage in further market research discussions with the USCG SFLC Patrol Boat Product Line.
The anticipated NAICS Code is 238220 with a small business size standard of $16.5 million in annual receipts.
Period of Performance: It is anticipated that if the USCG determines sources exist with the capabilities required for a technically and economically feasible agreement, that a single contract for one (1) base year and four (4) option years will be solicited and potentially awarded in the future for this requirement.
Submission of Information: If you would like to participate in further market research discussions with the USCG SFLC Patrol Boat Product Line on this subject, please respond via e-mail no later than 11/29/19 4:00 PM EST to:
jonathan.p.probst@uscg.mil.
The following information / documentation must be included in your response:
(a) a positive statement of your intention to participate in further market research discussions with the USCG which will include a questionnaire that requires written responses via email as well as the possibility of phone conversations after review of responses.
(b) Please include in your response: Name of Company, Address, DUNS Number, Point of Contact and Phone Number, Business Size for the applicable NAICS Code and, if applicable, your Small Business Category along with a copy of the Certificate from the Small Business Administration (SBA) certifying the company’s small business status (if applicable), and evidence of any experience in supplying the required Marine HVAC Services to include: Contract Numbers, Project Titles and Dollar Amounts, Points of Contact and Telephone Numbers. At least one reference is requested, but more are desirable if available.
All of the above must be submitted in sufficient detail in order to participate in further market research on this requirement. All information gathered will be kept confidential, for official use only and will not be shared outside of the USCG. Any questions submitted by industry shall be done so in writing via e-mail. These questions and subsequent responses provided by the USCG regarding this notice will be kept anonymous, however the content of the correspondence will be made available for review to all vendors who properly respond to this notice and participate in ongoing market research.
