About this file
This is a Justification for an Exception to Fair Opportunity for a brand-name Sunbird software maintenance delivery order under a federal contract.
The Department of Homeland Security's United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) proposes to issue a Firm Fixed-Price delivery order for Sunbird Data Center Track (DCTrack) and Power IQ Data Center Infrastructure Management (DCIM) application support maintenance via the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Indefinite Delivery, Indefinite Quantity contract vehicle. The requirement covers renewal of software maintenance for up to 700 server cabinets across the USCG's four main Enterprise Data Floors, providing comprehensive visibility and management of data center configuration and monitoring processes. The solicitation number is 70Z07926QISD10003, funded through Operations and Support funds in Fiscal Year 2026. The contract structure includes a 12-month base year plus four optional years, with specific pricing redacted from the justification document. The requirement will be competed as a Total Small Business Set-Aside among authorized Sunbird resellers on NASA SEWP Groups B, C, and D.
The justification establishes that only Sunbird brand-name maintenance can provide the required capabilities due to the proprietary nature of the software architecture, database schemas, and telemetry interfaces. Critical, non-severable capabilities requiring brand-name Sunbird support include direct technical support and security patches, physical and logical topology integrity tracking, and power telemetry integration. Market research conducted in May 2026 confirmed no alternative software solutions are compatible with current USCG infrastructure; alternatives would require complete removal and replacement, risking system outages and compromising national security. The Contracting Officer determines anticipated costs will be fair and reasonable based on adequate price competition among multiple authorized resellers on NASA SEWP V, with NASA SEWP having pre-determined price reasonableness at the contract level. The CO will seek additional price discounts and conduct price analysis at award to ensure fair and reasonable pricing representing best overall value.

Sunbird Software Maintenance maintenance provider can legally or technically develop, test, or distribute the required software upgrades, security patches, or OEM technical support. The consequences of failing to secure brand-name Sunbird maintenance include:
Loss of Infrastructure Situational Awareness: Without continuous maintenance, the
USCG will lose the ability to accurately track physical asset locations and power configurations. This directly increases the risk of unauthorized hardware modifications, "ghost" (untracked) assets, and severe physical space/power inefficiencies.
Degraded Outage Response & Troubleshooting: The loss of updated cabling topology failures, map physical dependencies, and quickly respond to network outages impacting the Coast Guard Network backbone.
Security Vulnerabilities & System Downtime: Operating without authorized OEM security patches exposes the C5I Enterprise Data Floors to unmitigated cybersecurity vulnerabilities and high-risk, costly system downtime, directly threatening operational sustainability.
Market research shows that alternative software solutions cannot be used for maintenance and support, even if modified, as different software is not compatible with the current infrastructure. Alternative solutions would require a complete removal and replacement of the current solution in place.
Due to the proprietary nature of Sunbird software and support, it is in the best interest of the Government to compete this requirement amongst the authorized Sunbird resellers on
NASA SEWP V.
7. Determination by the Contracting Officer that the Anticipated Cost to the
Government will be Fair and Reasonable.
The Contracting Officer determines the anticipated cost will be fair and reasonable based on adequate price competition. There are multiple authorized resellers on NASA SEWP V and this requirement will be competed as a Total Small Business Set-Aside under NASA SEWP Groups B, C, & D. NASA SEWP has already determined that the prices of all items under SEWP are fair and reasonable at the contract level. Price reasonableness was determined in accordance with FAR 15.403- 1(c)(1)(i)(B), which provides that a price is based on adequate price competition if two or more responsible offerors, competing independently any finding that the price of an otherwise successful offer is unreasonable. NASA SEWP d/or published commercial list price. The Contracting Officer (CO) will seek further price discounts from vendors and make a separate determination as to the reasonableness of the awarded price. The Contracting Officer will also perform a price analysis to determine that the price at the time of award represents the best overall value for the Government and is fair and reasonable.
8. Description of Market Research.
Market Research was conducted in May of 2026 through reviewing mandatory sources, publicizing via the DHS APFS, and through a Request for information posted to NASA SEWP on May 21, 2026. As this requirement is for Information Technology (IT) products and maintenance services, NASA SEWP V is listed as the DHS Strategic Sourcing Vehicle for use. The NASA SEWP market research tool was utilized to identify the authorized resellers of the brand name Sunbird Data Center Track (DCTrack) and Power IQ DCIM to the posted RFI. Market research confirms that no other brand or product can provide the necessary updates, maintenance, or support due to the proprietary nature of Sunbird support within USCG systems. Modifying the requirement would require extensive and costly removal and replacement risking system outages, and potentially compromising national security and safety.
Due to the proprietary nature of Sunbird software and support, it is in the best interest of the Government to compete this requirement as a Brand-Name Only action. Robust competition exists among authorized Sunbird value-added resellers, and the Government intends to solicit this requirement competitively among authorized partners on the NASA SEWP V Government-Wide Acquisition Contract (GWAC) to ensure fair pricing and secure procurement.
9. Other Facts Supporting the Use of Other Than Full and Open Competition.
None
10. Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to
Competition Before Any Subsequent Acquisition for Supplies or Services Required.
There are no further practical considerations that can be taken at this time to eliminate the brand name restriction for these required software products due to the proprietary nature of the software subscriptions. As Sunbird is currently being utilized by USCG, continued support is required for the foreseeable future. The availability of multiple resellers able to provide this brand-name requirement ensures competition. However, the Government will continue to conduct market research to identify changes in the marketplace that would allow unrestricted competition.
