ELECTRICAL SERVICES AND SUPPORT
STATEMENT OF WORK
SCOPE
The Contractor shall perform electrical services and support functions at Coast Guard Air Station Sitka and associated Coast Guard property and facilities including Coast Guard housing units and related equipment.
GENERAL REQUIREMENTS
Unless otherwise noted, the Contractor shall provide all necessary labor, personal tools, and equipment to perform services and support tasks to maintain, repair, and certify electrical systems, components, and equipment associated with Air Station facilities (11 buildings) and 60 Coast Guard owned housing units. Serviced buildings include the Hangar, Composite Building (containing the Galley, Unaccompanied Personnel Housing, and Medical Clinic), Aids to Navigation Team Building, and Fuel Farm, among others.
WORKING HOURS
1. Normal working hours for tasks and projects shall be between the hours of 8:00 a.m. and 4:30 p.m. weekdays. Work outside of normal working hours may be necessary to support other contract work or Government evolutions. No work for which overtime or premium pay may be charged shall be accomplished outside of normal hours without prior written approval of the Contracting Officer or his/her authorized representative.
2. This electrical services and support contract is not a full time, 8 hours per day, 40 hours per week contract. The Government will determine the necessary electrical services and support tasks for the Contractor to perform each week. The Government and the Contractor will mutually agree upon the weekly schedule of hours, and they shall review and modify the schedule as necessary for the Contractor to perform the required work.
Work hours are estimated at an average of 20 hours per week not to exceed 1,040 billable hours during the 12-month period of performance.
3. The Government has ten (10) official holidays each year; the Contractor will not be expected to work these days, and they will not be considered “working days off.” The Contractor may verbally request and schedule up to two (2) each, consecutive working days off with the Contracting Officer’s Representative (COR). Working days off exceeding two (2) consecutive days shall be requested in writing a minimum of fifteen
(15) days prior to the date the days off begin so that the Government can appropriately plan for the absence in work capacity. The Government reserves the right to deny requested working days off for the needs of the Government.
4. Unless otherwise directed by the COR, the Contractor will not be expected to work when inclement weather or other anomaly requires emergent closure of the Air Station, and these days will not be considered “working days off.”
WORK RESTRICTIONS
1. No entry into any “RESTRICTED AREA” shall be made by the Contractor without an authorized representative of the facility being present and prior approval. In emergencies, the Contractor may be granted entry to a “RESTRICTED AREA” or facilities only by authorized personnel.
2. The Contractor may only use the facilities that are designated as the electrician’s mate/boiler tech (EMBT) shop. All travel aboard Air Station Sitka shall be exclusively to conduct electrical service duties, shall be in the most direct route, and shall be during normal working hours.
3. The Contractor will be required to document their starting and stopping times for work events (including travel) on the Government provided daily time sheets. The daily time sheet may be modified during this contract to gather and formally record information needed by the Government.
SPECIAL REQUIREMENTS
1. The Contractor shall have the following bonding and insurance. Failure of the Contractor to obtain and maintain bonding and/or insurance may be grounds for termination of this contract.
a. Personal Security Bond in the amount of $50,000.00 against claims of theft.
b. General Liability and Personal Injury Insurance in the amount of $100,000.00 against personal or property damage.
c. Performance bond in the amount of the full contract price.
d. Vehicle insurance in accordance with the statutes of the State of Alaska.
2. The Contractor shall be a licensed and/or certified electrician in the State of Alaska, and shall be registered as an electrician by a nationally-recognized professional electrician association or organization.
3. The Contractor must possess or be able to obtain a State of Alaska Driver’s License in order to operate their vehicle on and off Coast Guard property. Failure to obtain a driver’s license or loss of a driver’s license may be grounds to immediately terminate this contract.
4. Government owned parts, tools, equipment and facilities shall not be used for work on other than official Government electrical work.
PERMITS/NOTIFICATIONS
The Contractor shall schedule all work and arrange any entry/access requirements with the COR so that proper notifications can be made to facility occupants, as applicable, including housing residents, prior to commencement of work.
GOVERNMENT FURNISHED MATERIALS/EQUIPMENT
1. The Government and Contractor shall perform a joint inventory and sign for all equipment, tools, and material at the beginning and end of this contract, or at other times as directed by the Government. The Contractor shall maintain GFE and ensure all equipment is in an operational manner at all times. The Contractor is responsible for reporting any non-functional tools or equipment immediately and shall provide the location and cost of replacement parts to the Government. Minor wear and tear of Government tools and equipment is expected and the Contractor is not responsible for normal wear. Any tools or equipment that the Government believes has been damaged by improper use or neglect by the Contractor shall be repaired or replaced at the Contractor’s expense.
2. The Government shall furnish the Contractor with a lighted, heated space for working onboard Air Station Sitka as may be required separate from the facility, building, or specific system/equipment being serviced. The space location may change at the discretion and needs of the Government.
3. The Government will provide all repair parts, consumables, and material required to perform the electrical services and support covered under this contract; the Contractor is responsible for inventory, record keeping, and control of said items. The Contractor shall monitor the Government’s inventory and is responsible for maintaining the inventory at operational levels by notifying the COR in writing when the material levels reach a predetermined action level so that resupply can take place.
APPLICABLE CODES AND REGULATIONS
1. The Contractor shall conduct themselves and their electrical work in accordance with State of Alaska requirements, the National Electrical Code, National Electrical Safety Code, International Building Code, National Model Building Code, International Fire Code, International Energy Conservation Code, Coast Guard Electronics Manual (Commandant Instruction Manual 10550.25C), Coast Guard Civil Engineering Manual (Commandant Instruction Manual 11000.11B), and all other laws and regulations in effect at Air Station Sitka and onboard Coast Guard property and facilities.
2. The Contractor shall identify their vehicle with their company name and the designation
“ELECTRICIAN” near the company name. Mandatory vehicle insurance and registration for operating a vehicle on Government property is covered elsewhere in this contract.
3. The Contractor shall display photo identification on his/her outer garment at all times.
The identification shall have the Contractor’s name, company name, title of “ELECTRICIAN,” and contract implementation and expiration dates.
SUBMITTAL REQUIREMENTS
The Contractor shall furnish the following submittal items for each person employed under this contract:
1. Full name (including any alias names that have been used), State driver’s license number, date of birth, and complete felony and misdemeanor criminal conviction record.
Separately, the Government will conduct a background and NCIC check to verify if any records exist for every person employed under this contract.
2. Electrical training certifications, school diplomas, and licenses.
3. Certifications of organizational and/or trade affiliations.
4. Complete work history detailing the following information:
a. Current job title and detailed description of current duties including name, address, and phone number of employer.
b. Complete employment history including names, addresses, phone number(s) of past employers, start and stopping dates of employment, reason for leaving, and a brief description of the work performed for each employer listed.
c. Experience in working on residential and commercial electrical, in accordance with OSHA and State Licensing and/or certification. In accordance with 29 CFR 1910.164, NFPA 72 and 70, be a “Qualified Person” to perform maintenance, repairs, and installation of electrical equipment.
d. Types of electrical/electrician tools and equipment with which the employee is experienced and can use proficiently.
CONTRACT WORK REQUIREMENTS
1. Customer Service: The Contractor shall conduct business with Government personnel, employees, and customers in a courteous, positive, and helpful manner at all times. The Contractor is expected to handle the day-to-day customer issues, responding to their needs, and explaining policy where it might differ from the customers’ desires. Forward all customer issues that are not resolved at the Contractor’s level to the COR in a timely manner providing details of all issues.
2. Cyclical Maintenance and Certification Tasks: The Contractor will be responsible for performing electrical maintenance tasks of varying frequencies on a variety of systems, components, and equipment associated with Air Station facilities (11 buildings) and 60 Coast Guard owned housing units including but not limited to the following:
a. Monthly:
1) Fire alarms: 02 – ESTZ Panels, 01 – AVI Systems Integrator Repeater, 01 – AFFF AFP-400 Intelligent Fire Detection and Alarm System with 01 repeater, 01
– Edwards Systems Tech with 02 repeaters, 01 – Honeywell Panel, 15 – Various Hardwired Housing Alarm Panels, 01 Simplex Fire Panel.
2) Emergency Lighting: 43 – Lighting Fixtures, 71 – Emergency Exit Fixtures.
b. Quarterly:
1) Fire Suppression:
i. Gaylord Model C-5000-TC, APC Suppression.
ii. AFFF Sharp Eye 20/20I Triple Flame Detector, Model PS10A
Pressure Switch (14), SpectraAlert Series Horn/Strobe (08).
c. Semi-annual:
1) 17 – Exhaust/Supply Fans, 39 – UPH/Duty Room Exhaust fans, 122 – Housing Exhaust Fans.
2) 02 – Linear Induction Slide Gate Operator.
3) Tilt-a-way Ramp Gate 208V Electric/Hydraulic.
d. Annual:
1) Panel Inspections:
i. 47 – 208V Square D, GE and Siemens.
ii. 90 – 240V Square D and Siemens.
iii. 15 – 440V Square D.
iv. 06 – Transformers.
v. 10 – Installed Ground pin(s), Hangar Deck.
3. Unscheduled Maintenance and Repair Tasks: The Contractor will be responsible for performing emergent electrical maintenance and repair tasks on a variety of systems, components, and equipment including but not limited to the following:
a. Hobart Ground Power, Model 60CU24CG.
b. Mobile Dehumidification Unit, Model MCU300E.
c. 03 – ONAN, Emergency Generators, 60kw, 125kw, and 250kw.
d. 04 – Custom built 3ph, 208V, counterbalance Hangar door operators.
e. Galley Equipment and Gaylord exhaust fan.
f. Square D MODEL 6 motor control center, for POL Aircraft Fueling.
g. 02 – Reliance Electric transfer motors, Model B473353.
h. 219 – VAV boxes and Direct Digital Control (DDC) sensors.
