About this file

This is a Sources Sought notice from the U.S. Coast Guard seeking market research to determine potential sources for modification and sustainment of the Radio Frequency Distribution System (RFDS) software, specifically the Maritime Communication Controller (MCC), with responses due by 5:00PM EST on March 10, 2025. The MCC is a Java application currently used on NSC class cutters that provides intelligent routing and amplification between shipboard radios and topside antennas through a three-cabinet system.

The requirement involves replacing the RFDS on WMSL platforms 1-9 with the MCC system currently installed on WMSL platform 10 (USCGC CALHOUN) and planned for future builds. The work includes removal of current RFDS systems, installation of new MCC systems, and associated engineering services. Key capabilities required include simultaneous VHF/UHF operations, automated communications management, and status reporting identical to NSC's 10 and 11. Interested companies must demonstrate access to or ability to reproduce Lockheed Martin's proprietary MCC software, detail their technical capabilities, provide implementation timelines to be operational by March 2026, and explain how their solution would be price competitive with Lockheed Martin. The NAICS code is 334290 and responses are limited to 5 pages excluding cover page.

Purpose:

This Sources Sought Notice is issued for market research purposes and solely to determine whether there are any other sources that could meet the Coast Guard's technical and schedule requirements for modification and sustainment of the Radio Frequency Distribution System (RFDS) software, named Maritime Communication Controller (MCC). MCC is a Java application responsible for all backend operations: hardware status & control;

interface to Symphony; and fault detection/fault isolation (FDFI). It runs in a separate process from the MCC Graphical User Interface (GUI), which provides an intuitive user interface for the functionality of the RFDS.

A. Interested companies must indicate whether they have access to Lockheed Martin’s proprietary MCC software . The MCC is a solution that was built to optimize communication on cutter platforms on NSC class cutters. MCC consists of three (3)-cabinet system that provides intelligent routing and amplification between shipboard radios and topside antennas. elements at the beginning of their submission.

B. Companies that believe they have the capability to sustain the existing system, with no degradation in availability, must submit a capability statement detailing how they would gain access to the support baselines and proprietary monitoring system, or replicate those services. They must detail how all modification and sustainment capabilities will be fully operational by March 2026.

C. Companies must also detail how they would gain access to proprietary Lockheed Martin MCC software elements or reproduce existing software. Companies must explain their design, integration, verification, testing and certification functions and provide a timeline to meet the schedule.

D. Companies must also explain how an otherwise acceptable solution would be price competitive with Lockheed Martin. The capability statement shall also include the company's Unique Entity Identifier (UEI) number, a discussion of any previous experience similar to this requirement, and a point of contact in the event the Coast Guard requires additional information.

Description:

This contract will provide the technical effort to continue sustainment of the upgraded RFDS/MCC system. The WMSL MCC system provides a fully functioning MCC that will support the Maritime Security Cutter, Large (WMSL) vessels. The current RFDS on WMSL’s 1-9 requires replacement due to system and obsolescence issues. The solution is the MCC that is currently installed on WMSL platform 10 (USCGC CALHOUN) and is planned for future WMSL builds. The MCC is a system that manages maritime communications, including radio, satellite, and other communication systems. In addition, the MCC system includes IT capabilities through hardware to manage and control communication networks and cybersecurity measures.

NSC’s 10 & 11 to include:

(a) Simultaneous Operations in both Very High Frequency (VHF) & Ultra High Frequency (UHF) Bands in the same manner as is currently accomplished on the NSC’s.

(b) Provide an automated capability to manage, select, setup, and control supported communications services and equipment identical to NSC’s 10 and 11.

(c) Provide the capability of collecting and reporting the status of suitably equipped communications equipment, links, and circuits identical to NSC’s 10 and 11.

This acquisition involves the removal of the current RFDS system, the installation of a new MCC system, and the associated engineering services to support the development; procurement; and integration of the MCC system on WMSL platforms 1-9.

Sustainment of the upgraded WMSL MCC system includes all management, supervision, engineering services, personnel, labor, materials, and equipment required to perform organizational and depot level maintenance, including information assurance, system design maintenance, engineering escalation, technology refreshment, and obsolescence management.
