SCOPE OF WORK
URG-III/ RT-2200 WITH
REMOTE CONTROL CONSOLE
TRAINING
PR 2118448PC4089
1. GENERAL REQUIREMENTS: The work consists of providing all labor and training materials as required to perform URG-III/RT-2200 maintenance training using the Remote Control Console (RCC) application at Communications Command, (Chesapeake, VA & Pungo, VA).
2. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: Upon acceptance the contractor shall provide one (1) training session. The session shall be three (3) days in duration and delivered between the months of 07 August 2018 to 30 September 2018. Exact date shall be coordinated at a later time and requesting at least 4 weeks advance notice of final date for travel planning. Class date shall be determined so class completion is before 30 September 2018.
3. SCOPE OF WORK: Provide travel, labor, materials, and supervision to perform Rockwell Collins Maintenance course on the URG-III/RT-2200 using Remote Control Console (RCC) application. Class size shall not exceed 10 students. Training shall cover items in the Training Course Outline, Enclosure 1.
Contractor shall provide softcopies of all materials (i.e. presentations, manuals, training guides, drawings, schematics) to COR and sufficient hardcopies of all materials to USCG students.
4. SITE VISIT: Class sessions shall be delivered between 0800 and 1700, (Regular Work Hours) with a 1hr lunch break. Class room training shall be held at Communications Command (COMMCOM) conference room. Field training shall be held at both COMMCOM and at the COMMCOM Transmit Site (Pungo, VA). Both locations are located on Coast Guard property.
5. DESIGNATED CONTRACTING OFFICER’S REPRESENTATIVE (COR): The Designated COR and Point of Contact for this project is Mr. James Kermitz 757-686-2152. Inquiries concerning any phase of the specification before or after award shall be made to 757-686-2152 or James.A.Kermiz@uscg.mil .
6. CONDITIONS AFFECTING THE WORK: The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents and approved by the Contracting Officer.
7. AFTER AWARD OF THE CONTRACT: The contractor and COR shall determine delivery date. Refer to section 2.
8. ORAL MODIFICATION: No oral statement of any person other than the Contracting Officer shall in any manner or degree, modify or otherwise affect the terms of this contract.
9. IDENTIFICATION OF CONTRACTOR PERSONNEL: The contractor shall provide a list of all instructors, qualifications, and credentials teaching the course to the COR within (20) twenty days prior to commencing training.
10. WORKMANSHIP: All work shall be accomplished with the best standard practices, and by workmen thoroughly experienced in the required equipment. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer.
11. PERMITS: The contractor shall comply with all applicable federal, state and local laws.
12. CLEAN UP: Not Applicable
13. WORK OUTSIDE REGULAR HOURS: None is expected or required. If required the contractor should contact the COR 24 hours prior.
14. UPON COMPLETION OF WORK: Email COR with brief synopsis of overall training evaluation. If end of course evaluations are requested by Rockwell Collins from trainees provide electronic copies to COR. Provide final invoice to Coast Guard as indicated in contract.
15. SAFETY REQUIREMENTS:
1. Responsibilities:
a. Contractor shall abide by all federal safety regulations as published by the Occupational Health and Safety Administration, 29 CFR 1910 (series) and 29 CFR 1926 (series), COMDINST M10550.25C Electronics Manual
2. Rights:
a. Every employee and trainee has the right to a safe and healthy work place. The contractor has the responsibility and right to stop unsafe work.
16. SECURITY REQUIRMENTS: Contractor employee access to sensitive but unclassified (for-official-use-only) information is not required under this contract. Security details are contained in the industrial security addendum.
17. Government Furnished Equipment (GFE): The USCG will provide one (1) RT2200 Transmitter, one (1) Power Amplifier System, and one (1) RT2200 Receiver.
Training Course Outline

Type of Course: Organizational (Level 1) Maintenance Course Days: 3 This training course includes theoretical lessons and practical exercises designed to train personnel to troubleshoot/fault isolate the URG-III HF Communication System to the Lower Replaceable Unit (LRU) level.
The Course will include 30 to 50 percent practical demonstration and hands-on training.
Upon completing of this course, the student will be able to:
1. List the modules (LRUs) that comprise the URG-III HF communication System.
2. Describe the equipment functions, operational characteristics and interfaces of each module.
3. Using the RCC tool, operate the RT-2200 to make simple calls and perform Diagnostics (Built-In Tests).
4. Describe all equipment Fault Monitoring Indications, Controls and Meter Readings.
5. Describe all BIT sequences and the associated normal/abnormal indications and/or readings.
6. Perform fault isolation/troubleshooting to the Lower Replaceable Unit (LRU) level.
