POOL WATER MANAGEMENT SYSTEM

SERVICE AND MAINTENANCE AGREEMENT

SCOPE OF WORK

GYMNASIUM, BUILDING #269

TRACEN CAPE MAY

CAPE MAY, NEW JERSEY

PART 1 GENERAL:

1.1 TRAINING CENTER REGULATIONS

A. The Contractor, his employees, and all subcontractors shall become familiar with and obey all Training Center regulations. All personnel employed on the project shall keep within the limits of the work and avenues of ingress and egress. Employees shall not enter any other areas outside of the site of the work unless required to do so in the performance of their duties. The Contractor's vehicles and equipment shall be conspicuously marked for identification.

1.2 ACCESS TO BASE

A. Prior to commencement of the contract, the Contractor and all sub-contractors are required to register with the USCG TRACEN Cape May Security Office. Background screenings will be performed by TRACEN Security for all employees of the Contractor and sub-contractors working on the Base. The Contractor shall contact USCG TRACEN Cape May Security Office at (609) 898-6915 for detailed requirements.

1.3 SAFETY AND HEALTH STANDARDS

A. The contractor shall comply with all requirements in the Occupational Safety and Health Act (OSHA) 29 CFR 1910. All contractor and sub-contractor employees shall wear appropriate Personal Protective Equipment (PPE) when handling chemicals.

1.4 PRE-BID SITE VISIT

A. General: Bidders are responsible for visiting the site to field verify existing conditions, equipment, and the nature of the work required.

Failure to visit the site does not relinquish the bidder from determining the extent and scope of the work required and estimating the difficulty and cost to complete the project. Requests for equitable adjustments, in either time or money, arising from failing to field verify site conditions may be denied.

B. Site Visit: During the Solicitation Phase, two Pre-Bid site visits will be scheduled by the Owner. The first Pre-Bid site visit will held approximately two weeks after the release of the Solicitation. The second Pre-Bid site visit will be held approximately three weeks after the release of the Solicitation. It is the responsibility of the contractor to contact the Contracting Officer’s Representative (COR), Mr. James Schena, at 609- 898-6973 or James.M.Schena@uscg.mil to obtain the specific dates, as no other site visits will be scheduled.

PART 2 BACKGROUND

2.1 EXISTING POOL:

A. The existing pool is located in the Gymnasium, Building #269, on the United States Coast Guard Training Center in Cape May, NJ. The pool holds approximately 480,000 gallons of water. Maintenance of the pool structure itself is not included in this contract.

B. There are three large sand filters servicing the pool. Maintenance of the sand filters, associated piping, valves, etc. is not included in this contract.

2.2 EXISTING WATER MANAGEMENT SYSTEM:

A. In 2017, a new automated pool water management system was installed.

All system components are currently in good working order. The new system primarily uses liquid chlorine and carbon dioxide (CO2) to maintain the proper water chemistry. The main controller continuously monitors water chemistry and automatically adds chlorine and CO2 as necessary. Muriatic Acid is also available and can be added to the pool water via an operator controlled pump directly through the water management system.

B. The existing automated pool water management system consists of the following Coast Guard owned equipment:

1. One BECs System 5 Controller (BECSys5-XS1GP10PBX) with pH, ORP, Temp, and Free Chlorine PPM probes.

2. Two Chem-Tainer 150 gallon, double wall, liquid chlorine tanks.

3. One Stenner Pump for Chlorine.

4. One BECs CO2 Feeder (2100298-D1) with Diffuser Injector.

5. One Stenner 30 gallon, sealed, Muriatic Acid tank (STS30GC) with built-in pump.

6. Associated tubing, valves, fittings, etc.

C. The existing automated pool water management system also includes some equipment which is not owned by the Coast Guard. This equipment is leased by the current contractor, month-to-month, from the bulk CO2 supplier, Roberts Oxygen Company. If the new contractor decides to use a different CO2 supplier, they shall coordinate with the old/new supplier to remove/install the equipment listed below. The contractor is solely responsible for all costs associated with: Leasing this equipment;

Removing the existing equipment (if applicable); and Installing the new equipment (if applicable).

1. One Chart Industries Carbo-Max 750 pound bulk CO2 tank with outside fill port and leak detection warning system.

PART 3 DESCRIPTION OF WORK

3.1 GENERAL:

A. Contractor shall provide all materials, labor, equipment, and services necessary to maintain the existing pool water management system and keep the water chemistry levels within the acceptable range.

B. Coast Guard personnel will perform the following tasks:

1. Measure and record pool water chemistry on a regular basis.

2. Check BECs System 5 controller after every water chemistry reading.

3. Calibrate BECs System 5 controller as needed between scheduled service visits.

4. Notify the contractor when water chemistry levels are unacceptable or a piece of equipment is not working correctly.

3.2 SERVICE VISITS:

A. Scheduled Visits: Contractor shall provide an on-site technician two times per month. Technician shall be factory trained and manufacturer certified to work on the existing BECs equipment. Technician shall perform the following tasks during each scheduled visit:

1. Inspect, calibrate, clean, and perform all manufacturer recommended maintenance on all equipment listed under Paragraph 2.2, Existing Water Management System.

2. Add chemicals to pool as necessary to achieve the following levels:

a. pH Range: 7.0 - 8.0

b. Chlorine Range: 0.5 ppm – 7.0 ppm

c. Alkalinity Range: 65 ppm-125 ppm

d. Calcium Hardness: 200 ppm-500 ppm

3. Shock pool on an agreed upon schedule.

4. Provide Water Management System training for Coast Guard personnel on an ongoing, as-needed basis.

5. Provide written report detailing:

a. Water Chemistry

b. Chemical Inventory

c. Overall Status of Equipment

B. Unscheduled / Emergency Visits: Contractor shall provide an on-site technician at no additional cost to the government as necessary to correct the following:

1. Severe pool water chemistry conditions.

2. Water Management System equipment failures.

3.3 EQUIPMENT FAILURES:

A. Contactor shall repair or replace any failed piece of equipment listed under Paragraph 2.2, Existing Water Management System at no additional cost to the government for the life of this contract. Contractor shall absorb all associated costs including, but not limited to, parts, labor, equipment, travel, overtime, etc.

3.4 CHEMICALS AND TEST KITS:

A. Unless specifically noted otherwise, contractor shall provide an unlimited supply of all chemicals listed below including delivery. Chemicals shall be used solely to support the gymnasium pool.

1. Liquid Chlorine

2. CO2

3. Muriatic Acid

4. Calcium-Hypochlorite Shock, 78% available chlorine

a. Limited to a Maximum of 250 Pounds per year

5. Ancillary Chemicals

a. Calcium Chloride

b. Sodium Bicarbonate

c. Soda Ash

B. Contractor shall supply one complete, commercial, FAS-DPD type, pool water chemistry test kit per year and an unlimited supply of reagents. Kit shall include everything required to test the following:

1. Free and combined chlorine

2. Acid demand

3. Base demand

4. Calcium hardness

5. Total Alkalinity

6. Cyanuric Acid

3.5 EMERGENCY CONTACT & RESPONSE TIMES:

A. Contractor shall provide a point-of-contact that can be reached between the hours of 6:00 AM and 10:00 PM seven days a week.

B. Contractor shall respond to calls for an emergency service visit as follows:

1. Calls placed on Sunday through Thursday, inclusive:

a. Technician shall be on-site to work on reported problem within 24 hours of receiving call.

2. Calls placed on Friday, Saturday, or the day before a Federal Holiday:

a. Technician shall be on-site to work on reported problem the next standard business day.
