JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY

DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE.

US Coast Guard Training Center Yorktown (TRACEN YORKTOWN)

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE. Service for urgently needed force protection CCTV system. Service Maintenance Agreement is for a Base year and Option Year One, which covers all 291 cameras and 9 services on this force multiplier. System is in need of several repairs in which areas of the facility are not covered by camera. This system also has software analytics which alert the minimal security forces in place to intrusions along the perimeter of the water side of the installation.

BASE YEAR POP – 09/20/2019 – 09/19/2020 AND OPTION YEAR POP – 09/20/2020 – 09/19/2021

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED.. Inter-Pacific is the original installer of the CCTV system and completely designed and maintained system for the last six years. Another vendor will have to work through a significant learning curve and further slowdown the process of bringing this system back into full operation after multiple issues involving both Cat 5 and Fiber replacements.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE). Market research in this area indicates that other offerors will not have the technical expertise to properly maintain this system. In addition, they do not have the ability to respond and quickly bring our CCTV system back on line during the frequent power outages. Service calls average 1-2 per week with 2 hours per service call. Several offerors have offices in the northern Virginia area which do not meet our response requirements for 2 hours once notified. Inter-Pacific has a local office located in Hampton Virginia, which meets our response time.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES. The CCTV system at Training Center Yorktown is a Bosch system with nearly all Bosch components. Service providers must be Bosch service provider to continue with certain warranty concerns. Inter-Pacific is the primary CCTV and security products dealer in the Tidewater area of Virginia.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE. CCTV system has several repairs that are urgently needed under this Service Maintenance Agreement. This situation is allowing a lapse in perimeter security for the installation.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. There are no reasonable actions available due to force protection concerns.
