About this file
This is a Market Research Questionnaire issued by the United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Engineering Services Division, as part of a Sources Sought Notice (Solicitation Number: 70Z04026RFI62466) to identify qualified contractors for fuel testing services. The USCG seeks vendors capable of providing comprehensive fuel analysis services for middle distillate/diesel and aviation fuels used by USCG vessels and other Coast Guard-identified vessels. Required services include providing and shipping fuel sample kits worldwide, conducting fuel sample analysis at the contractor's laboratory, assuring quality of results, managing sample retention and disposal, and reporting results to the USCG.
The questionnaire addresses eight primary service areas through 22 detailed questions. Testing standards requirements include ASTM and ISO methods covering acid number, appearance, ash content, cetane index, density, flash point, lubricity, storage stability, pour point, sulfur content, viscosity, particle count, water content, oxidation stability, demulsification, API gravity, and FSII content. Contractors must demonstrate capacity to create fuel testing kits with all required materials and shipping compliance (IATA, DOT regulations), process minimum 800 additional annual samples with three business day turnaround from sample receipt, maintain online database access for customers, and support 72-hour reporting per Coast Guard requirements. The notice specifies NAICS code 541380 (Testing Laboratories and Services) with a small business size standard of $19.0M in average annual receipts. Responses must include business point of contact information, phone, email, and Unique Entity Identifier (UEI), along with current small business classification status. This is a pre-solicitation notice that does not obligate the Government to award any contract and requires no reimbursement for response costs.
