About this file
This is a Questions and Answers (Q&A) amendment document addressing contractor eligibility requirements for a solicitation concerning MTU 6V92 marine engine overhaul and repair services for 47' Motor Lifeboats operated by the U.S. Coast Guard.
The document addresses a critical eligibility question regarding prime contractor requirements. The government clarified that the prime contractor must itself be an authorized Original Equipment Manufacturer (OEM) repair facility for MTU 6V92 engines. While the prime contractor may subcontract work at its discretion, it cannot satisfy the OEM repair facility requirement through a subcontractor arrangement. This means prospective offerors cannot serve as the prime contractor by outsourcing the core MTU 6V92 overhaul work to an authorized OEM/MTU repair facility subcontractor, even if the prime assumes full responsibility for contract management, coordination, subcontractor oversight, quality control, logistics, documentation, and delivery order execution. All work must utilize genuine OEM parts, and only authorized OEM repair facilities are permitted to respond to this solicitation.
