About this file

This document is a Justification for Other Than Full and Open Competition under Simplified Acquisition Procedures (SAP) FAR 13.106-1(b), dated November 3, 2025, issued by the U.S. Coast Guard.

The acquisition seeks various drive shaft components and supporting hardware for a 27' SPC-SW vessel, with all purchases limited to OEM brand products from Driveline Service of Portland Inc. The justification cites 10 U.S.C. § 3204(a)(1)—only one responsible source available—as the authority for sole-source procurement. The contracting officer determined that these proprietary components are critical to vessel readiness and safety, as they directly enable engine power transfer to jet drives, controlling the vessel's forward, reverse, and turning movements. The technical data required for manufacturing equivalent parts, including reproduction drawings, specifications, tolerances, and testing procedures, remain the sole property of the OEM and were never purchased by the Coast Guard. Pioneer Industries, LLC is identified as the recommended supplier, as it packages and delivers Driveline Service of Portland Inc.'s assemblies and support parts through OEM authorization. Market research efforts included Internet searches for alternative vendors; however, no competitors possess the necessary engineering documentation. The Coast Guard's Contracting Officer Representative committed to continuing market research for future acquisitions to identify vendors capable of providing complete technical data packages. The document was signed by customer BOLEN, STEVEN A. on 11/3/2025, with the contracting officer signature field remaining blank.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT

WILL MEET THE GOVERNMENT’S REQUIREMENT.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE. The purchase of VARIOUS DRIVE SHAFT COMPONENTS AND SUPPORTING HARDWARE (see Enclosure 1). Vessel: 27' SPC-SW. The VARIOUS DRIVE SHAFT COMPONENTS AND SUPPORTING HARDWARE produced by DRIVELINE SERVICE OF PORTLAND INC., the Original Equipment Manufacturer (OEM). Therefore, all offers shall be OEM brand.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. The technical data required for these VARIOUS PARTS to make an accurate assessment of equal or alternate equipment that could meet the Coast Guard’s performance, fit, form and function are unavailable. These VARIOUS PARTS maintain the readiness and functionality, critical during everyday operation for the transfer of engine power into jet drives. This action creates boat movement, i.e. forward, reverse, turns, as well as holding a stationary position in open waters. Lacking maneuverability places the boat in untenable situations while underway, jeopardizing the safety of the crew and vessel. DRIVELINE SERVICE OF PORTLAND INC., VARIOUS PARTS are designated for this Coast Guard boat platform. Any attempts to manufacture these parts without proper access to OEM reproduction manufacturing drawings, spec, tolerances/parameters, test procedures and other relevant information, could lead to major mission degradation. Therefore, any offer of parts shall be “official OEM brand”.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE). Researched the Internet for vendors available in providing DRIVELINE SERVICE OF PORTLAND INC, VARIOUS PARTS. The DRIVELINE SERVICE OF PORTLAND INC brand that are installed onboard. DRIVELINE SERVICE OF PORTLAND INC offers these VARIOUS PARTS, fully assembled, and supporting parts, ready for installation. OEM recommends PIONEER INDUSTRIES, LLC, a supply company that packages and delivers DRIVELINE SERVICE OF PORTLAND INC’s parts and assemblies.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.

PIONEER INDUSTRIES, LLC is a suggested source that supplies DRIVELINE SERVICE OF PORTLAND INC, assemblies and support parts. DRIVELINE SERVICE OF PORTLAND INC, are the sole possessor of the drawings and other technical information required for properly manufacturing these VARIOUS PARTS.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE. These are proprietary commercial items of the proposed contractor. The reproduction of manufacturing drawings, specifications and other technical data related to these items were never purchased by the U.S. Coast Guard and therefore are controlled by and remain the sole property of the OEM.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. COR will continue to conduct market research in the attempt to locate vendors that can satisfy the needs of the Coast Guard including a requirement for manufacturer’s engineering drawings, detailed parts lists, design or testing procedures, and other relevant information concerning these items.
