About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The procurement (Request Number 2126406B3000AC009) involves the purchase of twenty (20) Mercruiser Bravo-1 XRHD Sterdrive units (P/N: 5E31200UP, NSN: 2010-01-618-9465) and five (05) Mercruiser Magnum Transom Assembly units (P/N: 6200025P, NSN: 2090-01-584-2562) to support the 32' Tactical Patrol Shallow-draft Boat (TPSB). The estimated total value is over the micro-purchase threshold but at or below the Simplified Acquisition Threshold (SAT).
The justification asserts that only one source is available, as the technical data necessary to assess equal or alternate equipment is unavailable, and the parts are required to maintain compatibility with currently installed components on the vessel. The contracting officer has determined that any attempt to manufacture these items without Original Equipment Manufacturer (OEM) parts and access to OEM reproduction manufacturing drawings, specifications, tolerances, and test procedures could result in major mission degradation. The suggested source is Hidden Harbor Marina (UEI: KC6UYM1KVD58) located in Tracy's Landing, Maryland. Fair and reasonable price determination methods employed include market research, comparison of proposed price with prices found reasonable on previous purchases, and comparison with similar items in related industries. The justification was signed by Technical and Requirements POC Steven Fatoumiaji Bolén on June 25, 2026, and by Contracting Officer Bryan Anthony Duffey Hony on June 29, 2026.
