About this file
This document is a Statement of Work (SOW) for the repair of the aluminum helicopter hangar tracks on the CGC SPENCER. The Coast Guard Yard in Baltimore is unable to make the necessary repairs organically and is seeking a vendor to conduct the work. The SOW requires the vendor to cut out and replace deteriorated metal around the structural mounting holes, install inserts, and drill pilot holes to match the existing holes in the steel pads on the deck. Final welds must be PT inspected to ensure soundness. The vendor must have access to the Joint Certification Program and be certified by the American Bureau of Shipping in welding aluminum and NDT.
The related federal contract opportunity is a combined synopsis/solicitation for HANGAR TRACK REPAIR SERVICES for the U.S. Coast Guard. The Solicitation Number is 70Z04024Q60417Y00, and the Period of Performance is two weeks after award. The award will be made on a Lowest Priced Technically Acceptable basis, and no down payments or advanced payments will be made. Quotes are due by July 9, 2024 at 12:00 PM Eastern and must be emailed to Shannon Carter.

STATEMENT OF WORK FOR CGC SPENCER ALUMINUM HELO TRACK REPAIRS
History:
During the SPENCER availability it was discovered, after removal, that the hangar tracks were badly corroded. Coast Guard Yard was unable to make the necessary repairs organically.
SOW:
Request bidder conduct weld repairs to the structural mounting holes for the aluminum helo hangar tracks. This should consist of cutting out deteriorated metal around each bolt hole, installing inserts, and drilling pilot holes (1/2”) in the new plating with the same centers as the old holes, as best they can judge. CG YARD will drill final holes at reassembly to match the existing holes in the steel pads on the deck and maintain alignment. Final welds shall be PT inspected to ensure soundness due to concerns over the contaminants present in the metal. No cracks are allowed. Anticipate some level of crack repair, e.g.6 linear feet.
The Tracks are manufactured from ASTM B209 Grade 5086-H111.
The structural mounting holes should be the priority, even though some of the other holes have some deterioration as well. Looking at sheet 4 on the attached drawing, the little holes are not holding structural loads (e.g. the flare plate mounting holes) and enough of them are in good enough shape that should be left alone for now. The one screw hole that is supposed to be threaded into the tracks (for assembly of the cover plate pc. 40) is meant to have a threaded insert (like a helicoil) for holding the screw, recommend doing that instead of trying to weld fill and redrill those holes.
All Vendors interested in submitting a bid must come to the Coast Guard Yard in Baltimore, MD and inspect the tracks prior to submitting a bid. If the vendor has already inspected the tracks, they do not have to come to the Coast Guard Yard prior to bidding. All interested vendors must have access to Joint Certification Program prior to bidding. Vendors interested in bidding must be certified by the American Bureau of Shipping in welding Aluminum and currently hold a NDT level III in VT, PT, MT, RT, UT Thickness, UT Shearwave.
Coast Guard Yard will deliver tracks to vendor after award and pick up tracks upon completion of repairs.
POP: Two weeks after award.
