Purchase Request # Performance Work Statement

Dry Chemical Fire Suppression System Installation

1.0 GENERAL SCOPE

1.1 SCOPE: Supply and install a standalone Dry Chemical Fire Suppression System (DCFSS) servicing the paint booth, located in Building 5, U. S. Coast Guard Yard, 2401 Hawkins Point Road, Baltimore, MD 21226. The new fire system will be compatible with the existing fire alarm control panel and system in the building. The system shall be designed and installed in accordance with the National Fire Protection Association (NFPA) 13 code and other applicable NFPA codes.

1.2 APPLICABLE DOCUMENTS

1.2.1 COMPLIANCE DOCUMENTS: OSHA 1910.161 - Fixed Extinguishing Systems, Dry Chemical.

2.0 REQUIREMENTS/TASKS: The Contractor shall provide all labor, equipment, tools, materials, disposal, and supervision to meet the requirements below. Where no standards are specified, the Contractor shall meet industry standards.

2.1 TASK ONE: Design, supply, install, and test the DCFSS inside the paint booth of the Building 5 Engine Shop at Coast Guard Yard. The paint booth’s dimensions are 21’-0” long x 16’-0” wide x 12’-6” high. The new DCFSS shall be compatible with the existing fire alarm control panel and system in Building 5. The DCFSS shall have one of each installed inside the paint booth: a strobe light, an audible alarm, and a manual pull station; and one of each on the outside of the paint booth: a strobe light and one audible alarm. After Government connection to existing fire alarm system, the Contractor will provide all equipment for testing and will conduct testing in accordance with the approved Test Plan and in the presence of a Government representative.

2.2 TASK TWO: Deliverables.

Pre-Award. A site visit is required to ensure proposed system is compatible with existing fire alarm control panel in building 5. Contractor shall provide a conceptual drawing showing the fire system and all technical documentation required for Government to confirm compatibility and capability. The Contractor shall also submit a draft Project Plan in accordance with Section 2.5 below.

Post-Award. The Contractor shall submit a final drawing, test plan, and project plan 20 days after contract award. The government will have 15 days to review the final deliverables and submit feedback to the Contractor. Corrections will be due to the government within 10 days. The drawing must include the details of the DCFSS including dimensions and hardware requirements.

2.3 SITE VISIT. Site visit is required prior to bid submission. Contractors are responsible for verifying existing conditions, critical dimensions, and the scope of the work required to complete the project in full. Failure to visit the site does not relinquish the Contractor from this responsibility. Arrange site visits with LTJG Hau Trang at hau.d.trang@uscg.mil.

2.4 WARRANTY: A copy of the warranty shall be provided as part of the proposal. Standard warranty FOR LABOR AND EQUIPMENT required is a minimum of one (01) year.

2.5 PROJECT PLAN. The Contractor shall provide an installation plan with a Gantt chart equivalent type schedule. A draft of the project plan and Gantt chart shall be provided with the proposal. The final project plan shall be provided 20 days after contract award. Updates to the project plan and Gantt chart shall be determined by the government 15 days and submitted to Contractor with approval or revisions. The final schedule shall include task start dates, completion dates, and duration within 10 days after the government review period.

2.6 TECHNICAL DATA. The Contractor shall provide all equipment manuals, drawings, certificates, and inspection reports.

3.0 CONTRACTOR PERSONNEL

3.1 QUALIFIED PERSONNEL: Contractor personnel conducting fire alarm system work and/or testing shall be qualified and experienced in accordance with Section 4.3.3 of NFPA 72, National Fire Alarm Code and a minimum of NICET Level II certified. Copies of the certification(s) shall be included in the bid documents.

3.2 KEY PERSONNEL: The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this contract. The Project Manager is further designated as Key by the Government.

The Project Manager shall be a single point of contact for the Contracting Officer (KO) and the Contracting Officer’s Representative (COR). The name of the Project Manager, and the names(s) of any alternative(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor’s proposal. During any absence of the Project Manager, only one alternate shall have the full authority to act for the Contractor on all matters relating to work performed under this contractor. The Project Manager and all designated alternates shall be able to read, write, speak, and understand English. Additionally, the Contractor shall not replace the Project Manager without prior acknowledgement from the Contracting Officer.

The Project Manager shall be available to the COR via telephone between the hours of 0800 and 1600 Eastern Standard Time (EST), Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 48 hours of notification.

3.3 EMPLOYEE IDENTIFICATION: Contractor employees visiting Government facilities shall wear an identification badge that, at minimum, displays the contractor’s name, the employee’s photo, name, and badge expiration date. Visiting contractor employees shall comply with all Government escort rules and requirements. All contractor employees shall identify themselves as contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.

3.4 EMPLOYEE CONDUCT: Contractor employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, etc.) when visiting or working at CG Yard.

3.5 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS: Removing Employees for Misconduct or Security Reasons. The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee from Coast Guard facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

4.0 OTHER APPLICABLE CONDITIONS

4.1 SECURITY: The Coast Guard Yard is a controlled access area. All contractors and subcontractors performing work on this contract shall utilize the RAPIDGate program. RAPIDGate manages the non-Common Access Credential (CAC) eligible vendor/contractor companies and their employees who require access to Coast Guard Yard. Vendor/contractor CAC eligibility has been restricted to only those who require physical access to Coast Guard Yard. All Contractor employees are required to identify themselves with company identification on their hard hats and/or uniforms. Any Contractor employee not following Coast Guard rules and regulations will be removed from performance on this contract and may be barred from reentering the Coast Guard Yard.

Contractor employees shall not enter restricted areas in accordance with CG Yard security regulations and policies. Before Contractor employees can work at the CG Yard, the Contractor shall complete a security investigation on all Contractor employees in connection to this contract. Any Contractor employees with a criminal background must get prior authorization before they can gain access to the CG Yard. All personnel for the Contractor shall be supplied to the government prior to arrival conference for proper access to the Coast Guard Yard.

All personnel shall receive a visitor pass and clearance form from the CG Yard Security located at the Main Gate. A list of personnel needing access shall be provided to the Project POC at least twenty-four (24) hours prior to requiring access. Personnel will be required to provide full name, picture I.D. (valid driver’s license preferred), and date of birth. Non- US citizens will not be granted access to the work location under this contract. The following forms of identification are authorized:

- CAC- Foreign passport containing appropriate visas
- TWIC- Green Cards
- Passport- MOST state IDs

The following state IDs will not be accepted:

- Maine - Missouri* - Minnesota - Washington* - Montana

* Enhanced Driver’s License (EDLs) will be accepted

4.2 PERIOD OF PERFORMANCE: All work shall be completed within 60 days from award date.

4.3 PLACE OF PERFORMANCE: The place of performance will be as follows:

4.4 HOURS OF OPERATION: The normal operating hours of the CG Yard are 7:00 am to 3:30 pm, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, inclement weather, administrative closings, or similar Government- directed facility closings.

The contractor may be required to work outside of the normal working hours and possibly on weekends due to Yard work activities. Advance notice will be given to the Contractor as much as practical.

4.5 TRAVEL: The Contractor is responsible for any travel in the performance of this PWS.

4.6 PROTECTION OF INFORMATION: The CG Yard will not submit or provide any outside authorities of any personal information pertaining to the workforce of the Contractor. A list with all approved workers will be submitted to the Contracting Officer (KO), Contracting Officer’s Representative (COR), the POC for this contract, and the security gate office.

5.0 GOVERNMENT FURNISHED RESOURCES:

5.1 The civilian cafeteria on site may be used by all Contractor employees. Contractor employees are not authorized to attend picnics, cookouts, or any other type of workday ceremonies sponsored by the government.

5.2 Contractor-owned vehicles will only be allowed on the CG Yard to facilitate the flow of materials, supplies, or services to and from the job site. Routine operation or parking of Contractor or privately owned and/or operated motor vehicles is not authorized on base, without exception. The North Lot outside of the security gate is available for parking.

6.0 CONTRACTOR FURNISHED PROPERTY:

6.1 The Contractor shall, throughout the performance of this contract, furnish all materials, equipment, and supplies necessary for contractor performance, and not otherwise identified as government provided material. The Contractor shall provide all standard Personal Protection Equipment (PPE) in accordance with Occupational Safety and Health Administration (OSHA) standards including but not limited to hard hat, appropriate eye protection, steel- toed shoes, and hearing protection.

6.2 In the event the Contractor creates an unsafe work environment and will cause yard work operations to cease, damages shall be assessed for the length of the work delay and the Contractor will be held liable.

6.3 The Contractor will provide all tools, lifts, and personnel to complete the scope of work described above.
