STATEMENT of WORK

FOR

GRIT BLASTING, GRIT REMOVAL, GRIT DISPOSAL AND PAINT

Revised 6/6/23

1.0 GENERAL:

1.1 BACKGROUND

The U.S. Coast Guard Yard is a full-service Shipyard operated by the U.S. Coast Guard (USCG) to service the needs of the USCG fleet and other customers. To this end, the USCG Yard requires Grit Blasting, Grit Removal, Grit Disposal and Painting services to preserve and extend the life of Coast Guard ships.

1.2 SCOPE

The contractor will provide all labor, materials and equipment to perform Grit Blasting, Grit Removal, Grit Disposal and Painting of specified interior tanks, voids, spaces and/or exterior surfaces of USCG and other vessels. Grit type and paint are specified within the requirements of Surface Forces Logistics Center Standard Specification 6310 (SFLC Std Spec 6310), Latest Edition, Requirements for Preservation of Ship Structures.

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 PROVISION/SET UP OF CONTAINMENT, GRIT BLAST, AND PAINT APPLICATION

REQUIREMENTS

2.1.1 Technical Representative: The contractor shall be SSPC QP-1 certified IAW Surface Forces Logistics Center Standard Specification 0000 Chapter 3 (SFLC Std Spec 0000) or have an Independent NACE Level 3 certified Tech Rep along with NACE number for each task order. All SSPC QA forms will be completed, daily for the entire schedule period IAW Surface Forces Logistics Center Standard Specification 6310 (SFLC Std Spec 6310) Appendix E. QP-1/NACE LVL 3 inspector must complete all SSPC QP-1 forms and QA inspection forms (QA-1 thru QA-5).

2.1.2 Protective Measures- General: The Contractor shall furnish and install all protective coverings to seal off the area of work surrounding the project vessel and to protect all other affected vessels in the USCG Yard, their components, equipment, and spaces in the vicinity of the work area, against contamination during the performance of work. Upon completion of work, the Contractor must remove all installed protective measures, inspect for the presence of contamination, and clean all contaminated equipment, components, and spaces to ensure all debris, overspray or foreign matter has been removed.

2.1.3 Interferences: Most interference will be identified and removed prior to the walkthrough for each task order IAW SFLC STD Spec 0000, paragraph 3.3.5 (Interferences). If the contractor identifies something as an interference before or during contract work that hasn’t been removed or covered, the contractor will immediately contact the COR to remove or cover the interference.

2.1.4 Quality Control: The Contractor shall abide by all the safety, preservation, and quality control requirements specified in SFLC Std Spec 0000, Chapter 3 and SFLC Std Spec 6310, Chapter 3 and appendix D-5.

2.1.5 Daily Reports: The Contractor shall submit a copy of a daily report to the COR at end of each working day or beginning of the next day. The daily report will contain, at a minimum, information on the following:

• Quantity of personnel on site

• Equipment that is on site

• Progress of work each day (percent complete)

• Quality Inspections reports if required.

• Containment Inspection Results

• If delays or work stoppage are encountered, due to any reason, the contractor shall document them in the daily inspection report for the COR and Contracting Officer to evaluate and consider schedule modifications.

2.2 SURFACE PREPARATION

2.2.1 Intent: This work section shows some examples that the contractor may have under these requirements to blast grit and apply coating applications in the following table:

2.2.2 CRITICAL COATED SURFACES: Areas where premature failure of the coating system cannot be detected by routine observation due to inaccessibility, or areas where restoration of a failed system cannot be undertaken without laying up the ship at an industrial facility or a forward repair site; or areas where restoration of a failed system may subject a vessel to a loss of operational days, in addition to resulting in avoidable repair costs.

2.3 GRIT BLASTING, GRIT REMOVAL, AND DISPOSAL

2.3.1 Grit Blasting: The contractor shall complete all grit blasting to a SSPC-SP 10 Near-White Metal Blasting Clean Standard. If abrasive blasting is not possible or feasible to meet the SSPC-SP 10 standard, the contractor must meet the SSPC-SP 11 Bare Metal Power Tool Clean Standard. Containment must be always maintained 100%. The contractor shall provide all heaters and dehumidifiers necessary to maintain or preserve bare metal.

2.3.1.1 SSPC-SP 10 Standard: NACE No. 2/SSPC-SP-10: Near-White Commercial Blast Cleaning. This standard conveys the requirements for cleaning a steel surface, painted or unpainted, with the use of abrasive blast media. It also includes instructions for achieving and verifying the standard’s required end condition.

As with a commercial blast, the prepared surface must be free, when viewed without magnification, of visible oil, dust, dirt, grease, mill scale, rust, coating, oxides, corrosion, and other foreign matter, except for a limited amount of acceptable staining. Unlike with a commercial blast, only five percent of each area unit, as defined by the standard, may exhibit staining. This five percent may consist of light shadows, slight streaks minor discolorations that could be the result of exposure to rust, mill scale, or of a previous coating.

2.3.1.2 SSPC-SP 11 Standard: Power Tool Cleaning to Bare Metal. This standard describes the requirements for taking a surface to bare metal, while ensuring a minimum surface profile of 1 mil (25.4 microns). It is used in situations where abrasive blasting is not possible or feasible. Unlike SP-3, this standard requires the creation or preservation of a surface profile. Unlike SP-15, this standard does not allow for stains from mill scale, rust, or paint to remain on the surface.

2.3.2 Grit Removal: The contractor shall remove all used blast media from working area at end of each working day. The contractor is responsible for the removal, storage, and disposal of used blast media. The contractor is responsible for all media removal regardless of moisture content. Upon final inspection, contractor is responsible for removing, all solid wastes, wet or dry blast grit, residue, debris, rags, and cleaning liquid. A Bill of Lading (BOL) shall be provided for all non-hazardous blast media that is removed.

The BOL must be signed by YARD Environmental Staff, COR or other YARD representative. For the removal of hazardous blast media a Hazardous Waste manifest shall be provided and signed by YARD Environmental Staff only. The Contractor shall not remove Waste without the proper signature.

2.3.3 Grit Sampling: The grit from each vessel shall be collected and analyzed prior to the first load being removed. The contractor shall collect the grit sample and provide that sample to the YARD Environmental Department for analysis. The Contractor must complete this collection and analysis process only once per vessel.

2.3.4 Grit Disposal: The Contractor shall be responsible for the disposal of all used or unused blast media.

No used blast media shall be disposed of on site. The Contractor must include all disposal costs of blast media in its pricing. The contractor must provide the Government with a copy of the certification for the permitted site for grit blast disposal. The contractor must comply with all Federal, state and local laws and regulations for such disposal.

2.3.5 Inspection: The contractor shall give 24 hours’ notice to COR after grit blast surface preparation, to allow CG Yard NACE inspector or COR to visually inspect all surfaces; including, but not limited to bulkheads, floor and overhead plating, structural members, fasteners, tanks and gasket seating surfaces.

2.3.6 Repairs: The contractor shall report any hull or fitting damage or need for repairs identified during work or during a post grit blasting inspection to the COR or other USCG designee. If the Ship Supervisor determines that correction is necessary, the contracting officer will instruct the contractor, directly or through the COR, regarding suspensions, curtailing or shifting of work to other areas and negotiate changes for additional cost or schedule changes with the contractor that will be reduced to task order or contract modifications.

2.3.7 Re-Grit Blast Structural Repairs: The COR will submit a Change Request (CR) for the additional structural repair areas requiring additional surface preparation. The contractor will provide a proposal for grit blasting any surface areas repaired, replaced or welded as a result of a CFR procedure to support the COR’s request. The contracting Officer will negotiate all schedule changes and additional cost to the contractor and reduce changes to task order or contract modifications.

2.4 CONTAINMENT

2.4.1 Containment: The Contractor shall provide, install and maintain containment to capture 100% of blast media, blast media dust, paints and other solids during the blasting and painting operations.

2.4.1.1 Containment inspection: Inspection of the containment shall be conducted by the Contractor as an ongoing process before, during and after sandblasting to ensure its integrity. During blasting/painting phase, if containment is breached in any manner, the contractor shall reestablish it immediately. If the containment cannot be fully reestablished immediately, the contractor shall halt work until it reestablishes 100% containment. The containment shall be inspected and deemed acceptable by the COR before any further operations. The containment must not allow any blast media, blast media dust, paint chips or other materials to escape the area contained.

2.4.1.2 Regulations: The Coast Guard Yard has a discharge permit from the State of Maryland that does not allow any blast media or other materials to be discharged into the waters of the State. In the event the Contractor creates an unsafe work environment that results in a cessation of CG Yard work operations, the USCG may hold the contractor responsible and may pursue a claim for the work delay. The contractor must report any blast material found outside the containment area to the COR immediately.

The COR shall notify the Coast Guard Yard Facilities Management, Environmental Branch. The USCG claim against the contractor may include the value of any fines imposed upon the Yard due to Contractor violations of the Yard’s National Pollution Discharge Elimination System (NPDES) discharge or other permits.

2.4.2 Containment Removal: The contractor shall not remove any containment without first receiving authorization from the COR. Scaffolding must be free of all grit blast residue prior to removal of the plastic.

Containment material will be disposed of only IAW all Federal, State and Local laws and regulations.

2.5 COATING APPLICATIONS

2.5.1 Applications: Following an inspection of the substrate, the Contractor must apply all coating applications on the designated areas in accordance with SFLC Std Spec 6310 and all references within the specification standards.

2.5.2 Painting Methods: All coating applications for interior areas may be applied by spraying, rolling, or brushing coatings on. If the space or area to be coated cannot be 100% contained and/or does not have adequate air exchanges for spraying, then the contractor must roll or brush on coatings.

2.5.2.1 For exterior areas that do not have 100% containment the contractor must apply the coating application by rolling and brushing.

2.5.2.2 The contractor shall spray on all underwater body coating application, which shall require the contractor to establish 100% containment, including laying plastic down on the dock floor to protect the concrete, before commencing spraying on the coating. The Underwater Body is considered to be the entire underside of the cutter to the top of the boot-top, also including all sea chests and tunnels.

2.5.2.3 Touch up coating applications can be done by rolling or brushing. Each coating application will meet and comply with SFLC Std Spec 6310, if not specified, use coating manufactures’ standards and instructions.

3.0 CONTRACTOR PERSONNEL

3.1 KEY PERSONNEL

The Contractor must provide a Supervisor who shall be responsible for the performance of the work. The Supervisor or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Supervisor or alternate shall be available between 7:00 a.m. to 4:30 p.m., Monday thru Friday except when the Government facility is closed holiday or administrative reasons.

3.2 WORKMANSHIP

The contractor shall complete all work to SSPC and/or NACE standards. The COR will inspect all work and determine if it is satisfactory.

3.3 EMPLOYEE CONDUCT

The contractor’s employees must comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of uniforms, and possession of weapons) when visiting or working at Government facilities. The Project Manager must ensure Contractor employees understand and abide by Department of Homeland Security and U.S. Coast Guard established rules, regulations and policies concerning safety and security.

3.4 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS

The Government Facility Commander may remove any Contractor employee from USCG facilities and bar that employee’s re-entry for misconduct or security reasons. The Contracting Officer may recommend that the Contractor remove any Contractor Employee for performance reasons, when a Contractor Employee is not performing to the requirements of this contract. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee for performance reasons.

4.0 OTHER APPLICABLE CONDITIONS

4.1 SECURITY

4.1.1 RAPIDGate SECURITY REQUIREMENTS: Effective September 1, 2016, all contractors and subcontractors performing on this contract/purchase order/task order must utilize the RAPIDGate Program and/or Transportation Worker Identification Credentials (TWIC) if repeat access to the CG Yard is required for seven (7) or more days annually. RAPIDGate manages the non-Common Access Credential (CAC) eligible vendor/contractor companies and their employees who require access to Coast Guard Yard, Baltimore. Vendor/contractor CAC eligibility has been restricted to only those who require physical access to Coast Guard Yard AND logical access to a DoD or DHS network or system.

Vendor/contractor companies that require repeat (7 or more days annually) access to the CG Yard, pay an annual company enrollment subscription to participate in the RAPIDGate Program and an annual employee registration subscription for each employee to participate in the program. The company enrollment fee is waived for sole proprietors. Vendor/contractor companies must be approved by a government sponsor at each DoD and DHS installation where their employees require access. Vendor/contractor employees who are registered, undergo initial and regular vetting and are issued a single credential, which is valid for perimeter access to those DoD and DHS installations where access privileges have been granted. All company enrollments are submitted via the web at www.rapidgate.com and managed by phone or email. Initial employee registrations take place at a Program Registration Kiosk, typically located at participating DoD and DHS Installation Pass & ID Offices. The CG Yard’s Registration Kiosk is located at 2401 Hawkins Point Road, Baltimore, MD 21226, BLDG. 144, Security [brick building adjacent to the main gate].

Credentials will be available for pick-up at BLDG. 144 fourteen (14) days after the employee’s initial registration. Costs incurred for delays at the gate due to the contractor’s failure to comply with this requirement or to provide qualified, authorized personnel will not be reimbursed by the Government. 4.1.2 Restricted Areas: Contractor employees shall not enter restricted areas in accordance with U.S. Coast Guard Yard security regulations or policies. COR will advise contractors of restricted areas.

4.2 PERIOD OF PERFORMANCE

The performance Period for this requirement includes one (1) 12-month base period and four (4) 12-month option periods.

4.2.1 Commencement of Work

Upon award of contract, the Contractor must provide Grit Blast, Grit Removal, Grit Disposal, and Painting Services as directed under the Period of Performance (POP). The contractor must immediately notify the contracting officer or COR of the intended start date. The work shall be in accordance with this statement of work for each task order. Any modification of this contract will occur in writing through the contracting officer only.

All work must be completed within the Period of Performance (POP) for the task order. If weather or other delays require more time, the contractor is required to notify Contracting Officer via e-mail, or text the same day that work could not be performed.

4.2.2 Delays working at the Yard: Delays may occur during the Period of Performance due to ship movements or other operations. This will be noted in the daily progress report and provided to the KO to potentially extend to Period of Performance to make up hours or days lost due to delays.

4.2.3 Completion of Work: The contractor must contact the COR to arrange for inspection/acceptance of work. The contractor must remove all trash and debris from the site daily. The contractor must leave the job site in a clean and neat manner.

4.3 PLACE OF PERFORMANCE

The work to be performed under this contract will be performed at the U.S. Coast Guard Yard, Curtis Bay Baltimore, MD 21226.

4.4 HOURS OF OPERATION

4.4.1 USCG Yard Hours

The U.S. Coast Guard Yard normal working hours for 1st shift are from 7:00 A.M. to 2:30 P.M.; for 2nd shift are 3:00 P.M to 11:30 P.M.; and, for 3rd shift are 11:00 P.M. to 7:30 A.M. During the months of June thru August the Coast Guard Yard switches to summer working hours which are for 1st shift 6:00 A.M. to 2:30 P.M; for 2nd shift are 3:00 P.M. to 11:00 P.M; and, for 3rd shift are 11:00 P.M. to 7:00 A.M., Monday thru Friday. These operating hours apply Monday thru Friday, except Federal holidays or when the Government facility is closed, due to local or national emergencies, inclement weather, administrative closings or similar Government directed facility closings. 4.4.2 Work Requirements:

If the Contractor requests to work outside of 1st shift hours identified in 4.4.1, a 24-hour written notice will be provided to the Contracting Officer for any deviation.

4.5 KICK OFF MEETING

The Contractor must attend a Kickoff Meeting with the Contracting Officer and the COR, no later than 5 business days after the date of award. The purpose of the Kickoff Meeting, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of this contract and provide a draft quality assurance plan. The Kickoff Meeting will be held via teleconference. The Government has the option to waive Kick Off Meeting.

4.6 QUALITY ASSURANCE PLAN

4.6.1 The Contractor must provide a draft Quality Assurance Plan at the Kickoff Meeting for the Government to review, comment and approve once plan meets all requirements.

4.7 REPORTING REQUIREMENTS

Contractor personnel must report to an appropriate authority (Contacting Officer, Ship Superintendent) any information or circumstances of which they are aware that may pose a threat to the security of U.S. Coast Guard personnel, Contractor personnel, resources, and classified or unclassified defense information. Any contractor employee replacements shall meet all RAPIDGATE requirements (Section 4.1.1).

4.8 OCCUPATIONAL SAFETY AND HEALTH STANDARDS

4.8.1 General: The Contractor will be required to follow 29 CFR 1915 (OSHA Shipyard Industry Standard), 16 CFR1303, 29 CFR 1910, 29 CFR 1915.1025, 29 CFR 1926.62, 15 U.S.C. 2601, while performing this work at the U.S. Coast Guard Yard. The Contractor will provide all required personnel safety equipment for their employees, including, but not limited to, safety helmet and safety glasses with side shields. All safety equipment shall meet OSHA standards.

4.8.2 ISO Qualifications: Contractor shall comply with all the U.S. Coast Guard Yard International Organization for Standardization (ISO) 9001 Quality Management and ISO 14001 Environmental Management Systems requirements. The Contractor may be periodically audited to ensure conformity to these standards. If the contractor fails to perform as specified, the contracting officer may direct the Contractor to replace employees or suspend work until the Contractor can complete corrections.

4.9 EMERGENCY SERVICES

The U.S. Coast Guard Yard has 24-hour first aid, spill response and fire protection available. If necessary, the Contractor may call 410-636-3993 from non-Yard phones and extension 3000 from Yard phones for emergency situations. Injuries shall be reported immediately and followed up with a written report to the

COR.

5.0 GOVERNMENT FURNISHED RESOURCES

5.1 SERVICES

The Contractor can request crane or forklift services help from the Government to install roof components or other components (if required) of the containment structure, with the understanding that the Government may not be able to provide these services due to production or schedule. This will require the contractor to provide their own crane or forklift services. The Contractor must provide 24-hour notice to the Government to request all crane or forklift services.

5.2 UTILITIES

The Government may provide water, compressed air, and electricity for the Contractor as defined herein based on the availability and location within the Coast Guard Yard. The Contractor’s PM must instruct employees in utilities conservation practices. The Contractor will be responsible for operating in such a manner that precludes the waste of utilities, for example turning off the water faucets or valves after using the required amount to accomplish assigned work. If Government cannot provide these services, it will be the responsibility of the contractors to provide them.

5.2.1 COMPRESSED AIR

The Government may provide a source of compressed air (max 90psi) for Contractor machinery based on the physical location and availability within the Coast Guard Yard. The Contractor must be responsible for ensuring that their compressed air hookup connections are compatible with the Yard’s compressed air sources. If Government cannot provide these services, it will be the responsibility of the contractors to provide them.

5.2.2 ELECTRICITY

The Government may provide up to 200 amps and up to 480 volts of electrical services based on the physical location and availability within the Coast Guard Yard.

5.3 SMOKING AREA

The Government will designate a smoking area if requested by contractor. Smoking is not permitted in the ship handling area, onboard any vessels, in any buildings, or outside of any designated smoking area.

5.4 Grit Blast and Paint

The Government will provide all grit blast and paint required for each task order IAW SFLC Std Spec 6310.

6.0 CONTRACTOR FURNISHED RESOURCES:

6.1. The Contractor must furnish all labor, equipment and services required to perform work under this contract, other than those explicitly addressed in this Section 5.0 of this Statement of Work.

The Contractor must provide material handling services to load and unload Contractor machinery and for the setup and use of all equipment (forklift, manlift, etc.).

6.2 Permits: The contractor must, without separate pricing or reimbursement, to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor must comply with all applicable Federal, state and local laws.

7.0 EQUIPMENT

7.1 SAFETY EQUIPMENT

7.1.1 Safety: The area where this work taking place requires hard hats, safety harnesses and safety glasses at all times. The Contractor is to follow all applicable OSHA guidelines and regulations. It is also required that the contractor follow all USCG Yard COVID safety practices.

7.1.2 Fall Protection Plan: The contractor must submit a Fall Protection Plan for review at the kickoff meeting.

8.0 SAFETY REQUIREMENTS:

8.1 Yard Safety

8.1.1 Written notification must be provided to the YARD Safety Officer, as Fire Marshal, of any activity that could potentially cause fire or explosion or that changes or reduces the capability of fighting a fire or explosion. Some examples of qualifying activities are a fire hydrant or fire suppression system that must be taken out of service for any reason, electrical work that affects fire alarm systems, introduction of hazardous or flammable material onto the unit, and blocking of any egress routes or emergency vehicle routes.

8.1.2 Copies of the following must be provided to the YARD Safety Office prior to starting work in affected areas: Confined Space Entry Permits and Hot Work Chits. Confined space clearance must be conducted by a certified marine chemist and permit required spaces will have a copy of the permit posted on site during work. Contractor will be responsible to ensure confined spaces are safe for re-entry daily. Hot work will only be conducted with once environmental have been checked and deemed safe for hot work and a fire watch must be posted during work.

8.2.4 Lock Out/Tag Out will be performed by the Government. The contractor will be required to notify and coordinate with a representative from CG YARD to perform Lock Out/Tag Out needs for the contractor.

9.0 ENVIRONMENTAL PROTECTION REQUIREMENTS:

9.1 General:

9.1.1 All contractors working on CG Yard shall abide by all federal, state and local environmental regulations as published by the Environmental Protection Agency, 40 CFR (series) and the following Yard Environmental plans/policies:

• CG Yard Environmental Management Systems (EMS)

• CG Yard Storm Water Pollution and Prevention Plan (SWPPP)

• CG Yard Spill Prevention Control and Counter Measure Plan (SPCC)

9.1.2 Contractor shall provide written environmental management and pollution prevention programs to be reviewed by the Environmental Protection Specialist prior to starting work and must be in accordance with the Unit Environmental Guide. The Contractor must include, in this plan, all spill prevention measures and it must be in accordance with the Yard’s SWPPP and SPCC.

9.1.3 All contractor equipment: vehicles and tanks which hold or can hold hazardous materials that are left on CG Yard premises must have the Contractor’s contact information placed in the driver’s side window, or prominently on the tank, indicating the Emergency Contact Number (answered 24/7/365) for the owner/operator of the vehicle. If a tank is left on the premises, the Emergency Contact Number (answered 24/7/365) for the owner/operator of the tank must be painted on the tank in a prominent location. The government will not assume liability for any vehicles/tanks left on CG YARD property. The COR/SS will coordinate the location with the Yard Environmental/Security/Materials Handling.

9.2 Transport and Disposal:

9.2.1 All material removed from tanks shall be taken off CG Yard property immediately after cleaning operations are complete. Material shall be processed in accordance with Section 9.2.2 before leaving the Yard. Prior to removing material, Facilities Engineering reserves the right to inspect the transport vehicle and status of contents, to ensure accurate quantities being removed from the CG Yard.

9.2.2 The Contractor must properly remove and dispose of all materials in compliance with applicable Federal, state, and local environmental laws and regulations. Contractor assumes all responsibility and liability for the transport and proper disposal of materials and in particular the following requirements:

1. If a spill occurs, the Contractor shall immediately notify CG Yard Environmental Branch at (410) 636-3111. The Contractor must also report the spill to the USCG Yard Main Gate (410) 636-3993 or YARD extension 3000 IMMEDIATELY. The Contractor shall submit a letter describing the incident to the COR within 24 hours after the spill. During a spill, the Contractor shall follow direction from the Yard Incident Commander/ Firehouse / Environmental or YARD/Vessel OOD.

2. The Contractor MUST follow the USCG Yard Facilities Response Plan, when operating on USCG

Yard property.

3. The Contractor must present a written manifest/bill of lading indicating the type and quantity of waste to be removed for each truck load to the Yard Safety Office and present a copy to the COR.

The contractor must obtain the signature of a representative of the Environmental Staff on the document prior to the load leaving the CG Yard. The Environmental Branch is located in Building #4, phone: (410) 636-3775. Members of the CG Yard Environmental Branch are available Monday

– Friday, 8am-4pm. After hours, non-hazardous material manifest/bill of lading can be signed by the Safety Office or yard personnel. If transport of Hazmat is after hours, a 24-hour advance notice must be given to the Yard Environmental Branch so they can arrange for someone to be available to sign the manifest/bill of lading. If needed, the Hazmat can stay on base until normal working hours, so the manifest can be signed. If copies of the manifest/bill of lading are NOT given to the Environmental Branch, the removals will be considered non-compliant, and the contractor may be fined, cited or subject to a government claim or other contractual and administrative remedies.

4. Written notification must be provided to the Environmental Protection Specialist Brandace Timbers 410-636-3775, brandace.t.timbers@uscg.mil of any activity that could potentially cause an environmental violation. Some examples of these activities are: any activity that could result in a spill or discharge into a waterway or any quantity of hazardous material released into the environment.

5. The Contractor will be solely responsible for the transportation and proper disposal of waste material. Contractor must submit disposal sites to CG Yard Environmental Department for site approvals and copies of Bill of Lading or waste manifests. If Contractor elects to use dumpsters for holding or transportation of waste, dumpsters must be covered to prevent waste from becoming airborne.

CHECKPOINT 1 – COATING SYSTEM COMPLIANCE

Ensure all coatings are in compliance with SFLC Std Spec 6310, Appendix C.

CHECKPOINT 2 - PAINT STORAGE

Ensure all coatings are kept at a temperature of 65 to 85°F at all times, unless otherwise specified by the coating mfgr.

CHECKPOINT 3 - AMBIENT CONDITIONS

Ensure surface and surrounding temperatures are each between 50 and 90°F for water-containing coatings, and 35 and 95°F for other coatings, unless otherwise specified by the coating manufacturer(s).

Ensure maximum relative humidity (RH) is as follows, from surface preparations through final curing of topcoat: 50% for tanks, voids, and vent plenum; and 85% for all other areas, unless otherwise specified by manufacturer(s).

Ensure surface temperature is at least 5°F above the dew point, unless otherwise specified by the coating mfgr.

CHECKPOINT 4 - PRE-SURFACE PREPARATION

Remove surface contaminants (soluble salts, loose rust, mud, and marine growth) with low pressure fresh water wash down (maximum 5,000 psi). If oil and grease are present, perform solvent cleaning, as per SSPC SP-1.

Verify equipment setup, blast media, and surface preparation methods match designated test coupon.

CHECKPOINT 5 - SURFACE PREPARATION

Verify environmental conditions (see CHECKPOINT 3).

Ensure cleanliness of prepared surface is as per specification (i.e.: SSPC SP-11, SP-10, SP WJ-2…).

Verify surface anchor profile using ASTM D4417-Methods B or C against SFLC Std Spec 6310. Conduct profile readings at a minimum of 5 locations for the first 1000-sqft area, and 2 locations for each succeeding 1000-sqft area.

Measure soluble salt conductivity in accordance with SSPC-Guide 15. Conduct 5 measurements per each 1000-sqft area (max.

threshold: 70 microsiemens/cm for non-submerged surfaces, 30 microsiemens/cm for submerged surfaces).

CHECKPOINT 6 - PRIMER COAT APPLICATION

Verify environmental conditions (see CHECKPOINT 3).

Verify proper mixing and stand-in (induction) times.

Ensure no paint is applied when the temperature is expected to drop to freezing before the paint has dried.

Ensure surfaces are completely dry, unless otherwise allowed by the coating manufacturer(s).

Verify wet film thickness (WFT) at random, to prevent under or over application. Verify final DFT.

Brush out all runs, sags, drips, and puddles.

Perform visual inspection for holidays and other defects.

CHECKPOINT 7 – STRIPE COAT APPLICATION

Verify environmental conditions (see CHECKPOINT 3).

Ensure overcoating window is as per manufacturer’s instructions.

After primer coat (mist coat after inorganic zinc), brush-apply un-thinned coat of same primer paint over edges, weld seams, cut-outs, and areas of complex geometries @ 3-4 mils wet film thickness (WFT).

CHECKPOINT 8 – TOP COAT APPLICATION

Verify environmental conditions (see CHECKPOINT 3).

Ensure overcoating window is as per manufacturer’s instructions.

Verify proper mixing and stand-in (induction) times, as applicable.

Verify wet film thickness at random, to prevent under or over application.

Brush out all runs, sags, drips, and puddles.

CHECKPOINT 9 – FINAL INSPECTION

Verify final system dry film thickness. Conduct 5 sets of 3 readings for each of the first 3 100-sqft areas, followed by 5 sets of 3 readings for each succeeding 1000-sqft area.

Ensure that system cure is in accordance with manufacturer's recommendation for intended service.

Ensure potable water tank exhaust ventilation is maintained continuously from and during coating application through final system cure, to exhaust all solvent to the atmosphere and to prevent solvent entrapment.

For immersion coatings (including tank U/W body), record date and time of the following events:
