Question 1: In subject specification, page xii, CONSOLIDATED LIST OF CRITICAL INSPECTION ITEMS, it lists work item 1 General Welding, Provide as an item containing a critical inspection item. However, “3.1.1 CIR” of Work item 1, page 13, lists “ None.”
Similarly, Work Item 17, 22, 23, 24, and 25 do not have critical inspection reports listed to complete.
If the intent is to have these work items completed within the first 25% of the availability without requirement of critical inspection report SJBC would question Item 17 and Item 25 as those are items accomplished in the final 25% of the availability.
Answer: Yes just all the CIRs in the package that specify “none” do not have an accompanying CIR. Our spec package compiling software has a glitch and doesn’t automatically remove the erroneous requirement and I didn’t catch it.
Question 2: Work Item 7 Dive Platform Hatch (P&S), Renewal requires .160” aluminum plate for hatch fabrication, SJBC requests use of .1875” aluminum plate of same grade and hardness for fabrication due to difficulty sourcing .160”.
Answer: As far as the use of 0.1875 aluminum plate I’ll have to check with the asset line manager IOT verify that is ok.
Question 3: In WORK ITEM 27: Main Diesel Engine(s) and Reduction Gear(s), Remove and Install, It does not list engines as GFM. Is the intent for Contractor to provide new engines? What is to be done with removed engines? Work item does not specify.
Answer: The purpose of WI 27 is to authorize the contractor to remove the engine and reduction gear IOT allow them more freedom and maneuverability when working in the engine space. I makes it easier for them to conduct WI 29 as well as WI 14. The engines and reduction gears do not need to be replaced. We preemptively are requesting/advising them remove the components now so it not a growth/new WI later on down the road if complications arise.
Question 4: Clarify that the subject solicitation Work Item 28 “Main diesel engine and reduction gears remove and install” has contractor removing existing engines and reduction gears for better access to the engine room interior and then re-installing the same removed existing engines..
Answer: The intent of Work Item 27 “Main Diesel Engine and Reduction Gears Remove and Install”, is to enable you, the vendor/contractor, to more easily execute work items 29 “Lazarette Bilge, Preserve”, 14 “Standard Hoses, Renew” and 21 “Interior Hull Insulation, Renew”. In order to prevent a request later and expedite the overall drydock we have included the work item so that you can remove the engine and reduction gears, set aside, conduct the other work items with the bulky equipment out of the way and then reinstall the same engine and reduction gear upon completion of other work items.
