CG STA COOS BAY (52315)

Question 1: WORK ITEM 3: Hull Plating (U/W Body), Inspect

3.2.7 Coating system inspections. Accomplish the below inspections, in conjunction with the underwater hull inspection conducted by the Underwater Hull Inspection Board (UWHIB). Document the condition found as “Partial - Condition A”, “Partial - Condition B”, “Partial Condition C”, or “100%”, as applicable (see 4.1 (Definitions)).

Submit a CFR.

Question: This has been put in other contracts in the past but then removed after submitting questions since the bottoms of these boats are being 100% blasted and painted.

Under these notes it is requesting for a QP-1 or Nace Inspector, is this necessary since the bottom of the boat is going to be 100% sand blasted and painted and checked by the QP-1 or Nace Inspector at that time?

Do we eliminate these paragraphs?

Answer: These should have been deleted. Nace inspector is not required for inspection

Question 2: WORK ITEM 8: Tanks (Potable Water), Clean and Inspect

This is what was in the past 52MLB contracts:

NOTE

The following inspections are for determining the existing condition of the coating system for the underwater body surfaces, which are deemed “Critical-coated” surfaces; they must be carried out by a SSPC-QP-1 certified contractor/sub-Contractor or a NACE Inspector – see SFLC Std Spec 0000,

1.1 These tanks currently being used for ballast and are NON-POTABLE water tanks. The Title cannot be changed, so understand these are non-potable water tanks.

3.8 disinfecting. After all other work involving the potable water system and tank closing have been completed, the Contractor shall disinfect and treat the affected potable water tank(s) and associated disturbed piping and components, as necessary, to meet or exceed the requirements of AWWA C652. After tank disinfecting; remove and dispose of all treated water in accordance with all Federal, state and local regulations. Ensure that no one enters the tanks once disinfection is completed.

Just double checking, since these are now NON-POTABLE tanks then paragraph 3.8 is not needed, correct?

Answer: Yes you are correct. These are not Potable Water tanks. Please disregard section 3.8 disinfecting. This should have been removed and was a mistake on the APM’s part.

Question 3: WORK ITEM 12: Propulsion Shaft Bearings (External), Renew

The 1.1 Intent states to renew a (1) propulsion bearing for a designated propeller shaft.

The 3.2.1 states to remove existing bearings (4).

The 3.2.4 states contractor to supply and install new bearings.

QUESTION: Under these items are you asking to renew all four bearings or just one for bidding purposes?

Answer: Correct. In the past it was EXTERNAL BEARINGS, RENEW. Things have changed and the SPEC Writers are changing the Work Items.

Question 4: WORK ITEM 13: Propulsion Stern Tube Bearings, Renew

It looks like this was taken from a cutter bid since there is only four bearings as stated in WI-12 and they are not bolted in.

QUESTION: Under these items it appears all the information and scope of work is all covered under WI-12, do we eliminate this one?

Answer: DO not bid on this. Bid on WI 12 for bearing renew (04). Rev-01 will not be issued.

Question 5: WORK ITEM 15: Ship Service Diesel Generator, Remove and

Install

3.5 Installation. The Contractor shall install the ship service diesel generators in accordance with the applicable Coast Guard Drawings listed in Section 2 and SFLC Std Spec 0000. Contractor shall rotate STBD Generator 180 degrees prior to install. See WI 06 for scope of work. DO not bid on this item twice

QUESTION: This makes it sound really easy just to rotate the STRB engine 180, but is it also the responsibility of the contractor to provide all the labor and materials necessary to relocate all the electrical, exhaust, raw water, etc so as the generator functions correctly?

Answer:Contractor shall provide all additional labor and materials necessary to rotate generator 180 degrees. Site visit is highly recommended.

Question 6: WORK ITEM 16: Sea Water Valves, Renew

3.4 Renewal. The Contractor shall renew all designated valves in Section 1.1 (Intent) with commercial-standard type valves, conforming to the applicable standard listed in Table 2 (Valve Standards).

The Contractor shall accomplish the following:

Ensure all new valves shall be of identical type and size as specified in CG Drawings.

QUESTION: Is the USCG going with just standard brass with brass trim valves or are we to use the bronze with monel trim as listed in the drawings BM-6 that have been used from the beginning?

Answer: Contractor is authorized to use standard valves. This will reduce the cost.
